Killie Campbell Africana Library,144 Shah's thesis, An investigation into the reason for the existence of the autonomous libraries on the Howard College campus of the University of Natal, Durban145 and Puzi's thesis, College libraries in the Transkei a short history146 were the only theses retrieved from a search of histories of academic libraries (including universities and other tertiary institutions) in this database. Pim and Shah's theses were useful in that both provided historical overviews of aspects of the University of Natal Libraries during the period under review, although their subjects were so different that it was difficult to discern underlying trends that could inform the present study.

The University of the Cape of Good Hope
The University of the Cape of Good Hope has its origins in the Public Council. The University of the Cape of Good Hope prescribed courses of study, tested students and granted degrees in Agriculture, Arts, Divinity, Law and Mining Engineering.
The university colleges achieve full university status
The only permitted exceptions to this law were the University of South Africa, which taught by correspondence, and the Medical School of the University of Natal. In 1965, the only dual institution (African and English), the University of Port Elizabeth, was inaugurated in Port Elizabeth in the Eastern Cape.

12 of 1916, Natal University College became a constituent College of the University of South Africa, which. Money raised for university education would be under the control of the Natal University College Council. The result of the review was a complete reorganization of the academic structures at the University.

To implement its goals, the Commission stated that it favored a model of higher education that resulted in fewer, larger, multidisciplinary institutions, which included "the incorporation of many of the colleges of education, nursing, and agriculture into universities and technical ". 257 For the University of Natal this meant, in practical terms, the inclusion of. Edgewood College of Education, a former teacher training college in Pinetown, to the University on 1 February 2001. Three years later, on 1 January 2004, the University of Natal merged with the University of Durban-Westville to become the University of KwaZulu-Natal.

The first library: Pietermaritzburg, 1910-1945
Early days, 1910 – 1920
The first library dates almost from the inception of the College but was started according to one of the first students262 “Practically at the end of the year [1910] – almost too late to be of any use to the Senior B.A. The outbreak of the First World War in August 1914 disrupted the early years of the struggling College. As the Council offered the Government the use of the Scottsville building for the purposes of an army convalescent hospital, in 1917 the staff and the few remaining students had to move to temporary premises at the Natal State Railway headquarters in Loop Street.

In a report submitted by the Library Committee to a College Committee examining the present and future needs of Natal University College, they hoped that there would be. 353 Natal University College, Pietermaritzburg Library Committee, Report of the Library Committee to the Committee of Inquiry into Present and Future Needs of Natal University College, [March 1941], unpublished. interesting to note the application of differentiated pay scales for men and women in those days:. In the same year, "non-European" classes were also introduced at Sastri College. 383 The earliest extant minutes of the Durban Library Committee are dated Monday 26 March 1934, but this was the Committee's second meeting. However, it was only after the Durban Library Committee was convened that a regular vote was secured for the administration of the Durban downtown library.

The Coblans years, 1946 – 1953
Administration and governance: a unitary library service
After completing the course he returned to Natal University College as the new University Librarian. 494 Natal University College, Joint Library Committee: proposed terms of reference. two additional members, one from each of the local committees. The relationship of the Joint Libraries Committee and the Pietermaritzburg and Durban Libraries Committee was discussed.
Finances
In a report prepared for the Durban Library Committee, Coblans notes that in 1928 (almost 20 years earlier!) there was an American Library committee. The library must be built and maintained at a level that is absolutely essential for the proper functioning of the university and that adequately reflects its scientific value.522. The Senate decided at a meeting on June 12, 1948 that the fund would be administered by the librarian under the direction of the joint library committee.
Library staff
Interestingly, the librarian of the University of the Witwatersrand, Mr P. Freer, made a similar complaint in 1946 about the salaries paid to librarians. The University Press in Pietermaritzburg had been operating under the auspices of the University Library for several years. The Joint Library Committee did not immediately announce the post, preferring to await the outcome of the Holloway Commission.
Collections
Fraser, senior assistant librarian based in Durban, took charge of the libraries until the new university librarian took office in March 1954. It proved to be worth the wait as the Commission recommended upgrading the status of university librarian as well as deputy librarian and senior assistant librarian.560 Moreover a new permanent position as deputy librarian in Durban had been approved by the Minister of Education. At a meeting of the Joint Library Committee on 10 September 1953, it was agreed that the library's management team should consist of a librarian and two deputy librarians, one in Pietermaritzburg (Ahorn already held this post) and one in Durban.561 Significantly, it also became noticed.
Accommodation
Connell, 579, that "the library floor should not be further strained."580 "This overcrowding," he said, "was one of the factors that led to the decision at the end of the year to move the full-time work to the Howard College site ."581 Approximately 8,000 books were transferred from the City Building to the Howard College Library. Coblans noted that "The consolidation of the main Durban library on the Howard College site is the first step towards the beginning of a proper library service."584. The the top floor of the library building585 in Pietermaritzburg had been handed over to the library in November 1949, but unfortunately the "plans for habitation" had to be changed as the architect's report indicated that the structure could not bear heavy loads.586 Further relief was provided in the form of a Memorial Reading Room, with a small room above it, which was added to the library building in 1949.
User services
Instead, when Pre-Medicine classes began in 1951 at Wentworth, the necessary books were placed in charge of the four lecturers who ran the classes, and in July of that year a part-time assistant, Mrs. B.H. This can only be done in an intensive course [sic] in the sources and organization of the subject, both in the literature and in its research structure (learned societies, etc.)593. Thus, in addition to the introductory talks that had become the norm for all new students, for all students enrolled in the Master's, a series of regular weekly lectures entitled "Literature of the sciences - sources and organization" were presented for half of the academic year. course in Science as well as fourth year Engineering students.

The Perry Years, 1954 – 1961
Administration and governance
As a result of that meeting, the Durban Library Committee requested the University Senate to establish the subcommittee due to the “special character”617 of the Medical Library. The Librarian would like to thank the Dean of the Medical School for his assistance in this matter and also the Medical Subcommittee of the University Advisory Board. In 1958, a Medical Library Subcommittee was again formed, this time as a subcommittee of the Faculty of Medicine.
Finances
A brief summary of the Holloway Commission's recommendations, insofar as they affect the library's finances, would be useful here. The higher costs of duplicating library services are also reflected in the higher percentage of the library budget that had to be spent on staff salaries. Funds from this grant were added to the library grants of the academic departments involved in the work of the Institute for Social Research.
Collections
Webb, past president of the South African Institute of Race Relations, presented the Library with a collection of over 400 books written by Africans and African-Americans together with a sum of £200 to be invested in purchasing additional books in the collection. The establishment of a bindery and a photoduplication unit
Bindery674 and so, with the help of the Library Binder of the University of Cape Town, a Mr E.F. Eventually, as happened with the University Press in Pietermaritzburg, the section was moved to its own premises in Durban and became a separate unit, the Multicopy Centre. Multicopy Center moved into rented space in the Library basement when the University outsourced the service on both campuses to Xerox in May 1999.682.

Accordingly, it is necessary to prepare plans for appropriate rationalization and control of the library in the future.693. Considering the urgent need for library space in the Marian Building for classroom purposes. Fortunately, during the July vacation of 1959, the Commercial Library moved to larger premises on the fourth floor of the City Building.

Hartmann, who was appointed University Librarian at the University of the Witwatersrand in April 1954, after Mr P. She was also the first woman to sit on the Senate of the University of the Witwatersrand. At the University of Natal, the management of the library remained in the hands of men for more than 20 years, until the appointment of Miss C.
User services
The university is actually required to complete an assignment for library user education purposes rather than passively listening to lectures. This initiative heralded the emphasis that would be placed on library user education in later years at both centers.
The Industrial Information Centre
Summary
The libraries of Pietermaritzburg, Howard College and the City Building had all been expanded, the Medical Library had moved into permanent accommodation in the Medical School, a University Bindery had been started and an innovative information service for industry in the region, perhaps the first such service offered. from an academic library in South Africa, was created. The library was closed, the students of this section benefited by having access to the most comprehensive collections in the Commercial Library in the City Building. Another trend was the predominance of qualified female librarians in the lower paid positions in the library, while the higher positions were held by male librarians.
Chapter Eight
The Malan years, 1962–1967
Administration and governance
He introduced it at a special meeting of the Joint Library Committee held on March 23, 1962. Furthermore, the Senate Executive asserted that "the status of the Joint Library Committee was that of a coordinating [no longer subordinate] committee of the two Library Committees"779 and agreed that the University Calendar be changed.
Finances
To be fair, the university never allowed total library expenses, including staff salaries, library materials, and operating expenses, to fall below 4.8% of the total. Expenditure on books and periodicals varied between 31% and 35% of the library's total expenditure each year, which turned out to be a paltry 1.5% to 2% of the university's total expenditure. At R42,883, it represented only 2% of total university expenditure, although total library expenditure was almost 8% of the total (see Table 8.2 above).

The result of the check was surprising; of the 56 items listed, 35 were held in South African libraries. Interestingly, four of the items were held in the University of Natal Libraries, two each in Durban and Pietermaritzburg;817. The Killie Campbell Africana Library
However, by far the most important and valuable donation to the university during this period was the bequest of the Africana Library, which belonged to Dr. M. 870 Deed of Gift, Margaret Roach Campbell, in favor of the University of Natal, 28 September 1949, unpublished, p. The University Library officially took over the management of the Killie Campbell African Library on 1 December 1965882 and placed a qualified librarian in charge.883 This.
