President Cyril Ramaphosa announced on Sunday 30 May that South Africa would move from level 1 to an adjusted level 2 lockdown on Monday 31 May.

The national curfew in effect throughout South Africa has been extended by an hour, and is now between 23:00 and 04:00 daily.
To allow staff and patrons to return home in time for curfew, non-essential es- tablishments like restaurants, bars, and fit-
ness centres are required to close by 22:00.
Inter-provincial travel remains unre- stricted, and no restrictions on the sale of al- cohol and tobacco products were announced.
“While the country is headed towards a third wave of infections, we do not yet know how severe this wave will be or for how long it will last,” the president said during his ad- dress.
The President said that wherever possible, everyone should cut down on their contact with other people during this time.
“That may mean postponing social engage-
ments, avoiding public spaces, and not tra- velling unless absolutely necessary,” he said.
He acknowledged that there are times where it is unavoidable to be in contact with other people, such as at work or when shop- ping or in public transport.
“In such cases, it is important that we strictly observe all the health protocols by wearing a mask, keeping our distance from others and ensuring proper ventilation.”
He warned that gatherings are the great- est sources of transmission, whether it is weddings, funerals, social parties, religious
services, political meetings, or simply gathe- rings of family and friends.
“We must remember that the virus does not move from place to place by itself; it relies on the movement of people,” the President stated.
He added that it is especially important to avoid indoor spaces, as the coronavi- rus is spread through the air when a person speaks, coughs or sneezes. “If you need to meet someone, including a member of your family, it is safer to do so outside in a well- ventilated space,” said Ramaphosa.

New level 2 lockdown regulations
Residents of Alabama took to the streets on Sunday 31 May to protest against service delivery. Alabama and Man- zilpark have been without electricity since Thursday evening (27 May) at 22:50. Residents started protesting on the N12 at the intersection at Tower Mall saying they’ve had no response from the municipality regarding their power challenges. The N12 through Klerksdorp were subsequently closed for traffic. In a press statement on Sunday after- noon, Ntswaki Makgetha asked the community’s patience while the electrical cable is being fixed. She said the city’s electrical department has built a line to accommodate the stolen cable, however there are multiple faults because of the damage caused by thieves. Power to the area was restored early on Monday 31 May.
Klerksdorp Midweek, Brits - The owner of the Canapax franchise appeared in the Brits Magistrate’s Court following his arrest on Tuesday 25 May.
Russel De Beer (49), Archibald Mogale (34) and Charne Steyn (27) were arrested during a takedown operation by the Hawks’
Serious Organised Crime Investigation team assisted by members of the Local Criminal Records Centre and Forensic Science Labo-
ratory.
De Beer who is believed to be a major supplier of dagga around the country was previously arrested in 2019 when his shop (Canapax) was raided and dagga with other products worth approximately R3 million were seized.
The operation led the Hawks to various Canapax branches around the country which were shut down.
According to Capt Tlangelani Rikhotso, Hawks spokesperson, R2 million worth of dagga, R54 000 in cash and a Toyota bakkie were seized.
“A preservation order was issued for a cash amount of approximately R800 000 and a re- straint order for a farm worth approximately R3 million. De Beer now faces an array of charges which include, dealing in dagga, cultivation of dagga, fraud and money laun-
dering to the tune of approximately R10 mil- lion,’’ she said.
A fourth accused, Ulrich Fritz (25) handed himself over to the police and consequently joined the trio in court where De Beer and Mogale were each released on R100 000 bail. Steyn and Fritz were each granted R10 000 and R5000 bail respectively.
The matter was postponed to 9 July pen- ding further investigation.
Klerksdorp Midweek, Klerksdorp - The Department of Employment and Labour cautions clients about an individual who is illegally posing as an employee of the Department and unlawfully charging R200 for assis- tance with regard to Unemployment Insurance Fund (UIF) claims.
In a Facebook post, the individual,
“Sharleen Chetty”, falsely claims she is an employee of the Depart- ment that helps thousands of clients
daily with their UIF claims for a fee of R200.
The individual also uses an email address that is similar to those of the Department’s officials.
The Department wishes to reiterate that assistance with all its services like the UIF and Compensation Fund claims is free.
It is also illegal for any agency or person purporting to act on behalf of an applicant to charge a fee for
submitting an application for UIF benefits.
Clients are, therefore, urged not to contact the individual or pay any person for assistance with UIF claims.
The matter has been referred to the UIF’s Risk Management, Anti-Cor- ruption and Integrity Management for investigation, said Makhosonke Buthelezi: Director: UIF Communi- cation & Marketing.

Twenty castaways from across South Africa have been brought together in a Survivor South Africa first – the chance to compete to be the ‘Sole Survivor’
on South African soil for the first time in the series’ eight-season history, with the forthcoming Survivor South Africa: Immunity Island.
Having spent the better part of a year in isolation under COVID-19-related lock- downs already, the group of 20 castaways were transported far from their homes and into true isolation on the Eastern Cape’s stunningly-beautiful Wild Coast, where they attempted to Outwit, Outplay and Outlast each other over 39 days for R1 million and the coveted title.
Jan du Plessis, Channel Director for M-Net Channels, says that the series is
shaping up to be the best-ever in Survivor South Africa history.
“The castaways this season proved that they will stop at nothing to emerge victorious
- it’s the most cut-throat, ambitious and engrossing season of the game we’ve seen, contested by a group of true super fans.”
Creative producer and series director Afrokaans’ Leroux Botha says the first-ever local setting for Survivor South Africa has taken this season up another notch. “When the castaways discovered they were going to be play- ing the game in a location closer to home than usual, some of them thought they could take a degree of familiarity for granted - but they soon find out that whether they’re on the beautiful Wild Coast or on an island on the other side of the planet, Survivor always throws up tests, twists and challenges they couldn’t possible foresee,” he says.

“Whether this ‘thing’ is caffeine, to- bacco, chocolate, or even shopping, is entirely up to the individual’s discre- tion; however, it is important to con- sider your choice and select the habit that you can identify using on regular basis,” says Annaleen van Staden, spokesperson of Sanpark.
Keeping a daily log or even an on-line blog of your progress is encouraged, as this will create awareness for the dif-
ficulties faced by dependents on a daily basis.
Whether this daily log is posted on- line, or is private is your decision, as long as you engage with the challenge.
SANCA is asking all South Africans to join the challenge and to challenge each other during the week.
“By raising awareness of the difficul- ties related to substance use and abuse we take a step closer to lowering the incidence and rates of substance use within our country. It is our responsi- bility as citizens of this country to work together to build a brighter future for the next generation,” she said.

Charnel Hattingh, Head of Marketing and Communications for Fidelity ADT, says it is imperative that homeowners make fire prevention part of home se- curity, because being prepared for a fire emergency can literally save lives.
“It is not something we want to think about, but a house fire is a real possibili- ty, especially if you look at the common causes of fires in the home. A fire can spread very quickly. In fact, it generally takes less than 30 seconds for a small flame to escalate into
a major fire.
“With your most valued possession at risk, it is best to be prepared for the worst while obviously ho- ping such an emergen- cy will not happen to you,” Hattingh says.
Not all fires are caused by human negligence though.
Environmental fac- tors and changing weather patterns also contribute to runaway veld fires, which can quickly spread to suburbs and destroy property and lives, as was the case in Cape Town recently.
While the majority of household fires are
accidental, there are several ways to mitigate the risk of a fire breaking out in the home at all.
Smoke detectors are an affordable early-warning system and should ideally be placed in every room in the home.
These are most valuable in an emer- gency if they are linked to an armed response service provider.
“Fire safety starts with knowing the possible cases of fires and being aware of the seemingly harmless objects and materials in your home that could ignite.
The biggest culprits to be aware of are any form of electrical appliance, gas and
open heat sources,” says Hattingh.
Common sources of household fires also include:
Worn or damaged electrical cables on appliances.
Lit cigarettes left unattended.
Fireplaces or burning candles left unattended.
Children playing with matches.
Heaters and electric blankets.
Burning oil on a stove top.
Braai fires left unattended.
“Most of these fire risks would be ac- celerated by another source, for exam- ple, curtains near a heater or a thatched
lapa near a braai fire,”
Hattingh points out.
“This is why it is impor- tant to keep the areas around any potential fire hazards clear of flammable materials and to never leave a heater, heating/cooking appliance or open flame unattended.”
“To prevent the loss of lives and property, every- one needs to be aware of the danger of a fire break- ing out at home and should have a safety plan in place,”
Hattingh concludes.
“Make fire prevention part of the security protocols you already follow to keep your family and home safe.
You do not have time to waste in a fire emergency so being prepared is your best defence.”

Limit the risk of a house fire
10 tips to prevent a fire at home:
Install smoke detectors and link these to your armed response service provider.
Buy a fire extinguisher from a reputable dealer and know how to use it.
Know who to phone in an emergency - have the numbers on speed dial and on the fridge.
Note the warnings on appliances, for example, do not cover heat- ers or use them for any other purpose.
Check electrical cabling regularly and do not use it if it sparks or trips the power.
Do not overload plug sockets.
Never leave a burning candle, fireplace or a pot of oil on the stove unattended (and do not try to put an oil fire in the kitchen out with water).
If cooking with gas, close the valve tightly when finished using it. Store flammable liquids safely away from children and open flames.
If you notice a veld fire near your house, contact the fire depart- ment immediately.

Our banker saw the amount and asked whether it could be used to settle some of our com- pany’s debt with the bank. When informed that it was not our money, the re-transfer to the third party was arranged. However, I was wondering what would have hap- pened if we used the money or the bank took it to settle our debt with it.”

As a rule of thumb, when money is de- posited into a bank account, it becomes the property of the bank, irrespective of who deposits the money, and the bank acquires a real right of ownership to the money deposited.
The bank however owes the client a personal obligation to make payment of the credit balance with interest if agreed between the bank and the client.
The bank may discharge this personal obligation, owed to the client, by making payment to the client or by making pay- ment to other persons designated by the client, or the bank can set-off a debt owed by the client to the bank.
Set-off occurs when two parties are mutually indebted to each other and both parties’ debts are due and payable.
Set-off operates automatically and once set-off is established, the debts are re- garded as having been extinguished.
Accordingly, if a bank being entitled thereto, applies set-off against the credit reflected in a client’s bank account of a debt owing to the bank by the client, the bank is not regarded as having made a
payment from the credit reflected in the client’s bank account. Rather it is seen that through the application of set-off the debt was extinguished reciprocally.
However, it may happen that a client has no entitlement to money deposited into its account for example where money is deposited in error or stolen money is paid into the bank account of the client, or the client, a third party and the bank enter into an agreement in terms of which the bank is obliged to make payment of the credit in the client’s bank account to third party and not the client.
In these instances, the person to whom the money in fact belongs retains a claim against the bank for payment of the credit reflected as a result of the deposit made.
The client into whose bank account the money was paid and appropriates such funds knowing he has no claim thereto, commits theft.
Where an agreement exists between the bank, client and third party in terms of which the bank is obliged to make pay- ment of funds in the client’s account to the third party, the bank can be held liable if it allowed its client to appropriate funds knowing that the client had no claim to such funds.
The bank also has a duty to take steps to prevent harm to the third party through misappropriation of such funds by its cli- ent. Our courts have also confirmed that a bank cannot itself appropriate funds in a client’s bank account intended for a third party by way of set-off to discharge the client’s debt towards the bank. You and your bank accordingly acted correctly in respect of the incorrectly paid funds.

And (bottom row u/13) Cameron Calder, Legion Brown, Tshegofatso Motale, Nombuso Mamaroba, Ontlametse Ntsipe and Lesedi Moholo.
Lesego Mahole, Lynnique Jacobs, Thuto Thebe and Bonakele Wonci were chosen to play in the u/14 NW Hockey Squad.
