ITS VALUE TO ENGINEERS AND OTHERS

The scale of the photographs for the above reconnaissance work will of course vary with the type of country to be surveyed. With this possibility in mind, a greater understanding of the information that can be obtained from aerial photographs will therefore be achieved.

CIVIL ENGINEERING

To begin with, expansions and improvements to the port system must be linked to the existing approach system by both road and rail and must be coordinated with the existing sea lanes for the smooth flow of shipping traffic. A series of aerial photographs on a large scale will therefore not only accurately represent the original state of the entire system, but may, if an intermap or plan is drawn on a cadastral scale, be expanded into a similar form. Of course, a sufficient amount of ground control, i.e. fixed measurement points~-which serves as a basic grid for correct alignment and orientation of the photographs, is essential.

This cadastral control will undoubtedly have been established during the original planning of the system. In a busy railway terminus, where the railway system is an integral part of the harbor system of the port, development often took place as the occasion demanded rather than according to a preconceived plan. As a result, although the basic cadastral survey of the area remains accurate, additions of sidings and extension lines had to be built where necessary without the possibility that they could meet the original survey.

Large-scale aerial surveying is accurate enough to do this work by direct measurement from corrected photographs. In both cases, there is an optimal slope for the pipeline that will result in the least waste of power at distance. In general, the natural contours of the land over which the line runs can be used to advantage.

SURFACE DEVELOPMENT

Either he can rely on a natural gravity drop or he must rely on pumping. The "bird's eye view" has been grasped to enable planning with due regard for symmetry - the symmetry of combined geometry and geography. The importance of being able to combine the outdoor field work with the office draughtsman's plans cannot be overemphasized, and once again the aerial photographic map or "mosaic" in conjunction with the intelligent use of individual photographs in the stereoscope provides a solution to the problem.

An aerial survey enables such development to be planned in advance and the necessary assessments to be made to obtain rights of way either by lease. Once the entire scheme is developed, it is possible to approach the owners of the property in question and begin negotiations at current prices, without placing fictitious values ​​on their property in the hope of forcing the government or civilian company involved in the purchase.

In addition to the switchboard, there are rooms for power supply, batteries and air conditioning with a workshop. The rest of the floor is dedicated to offices and recovery rooms for the engineering staff. The Post Office Yard, surrounded by an L-shaped building and entered from Kruger Street, is paved with tar macadam and has bicycle sheds, garages, shops and a ladder stand.

The windows to the switch room are circular and set in spun reinforced concrete pipes, two on each pipe, to isolate the switch room. The elevations of the building are in brick of a selected colour, highlighted with white painted concrete cornice and fins used at window head elevations, and in the case of the Kruger Street elevation at screen level to square the building on the steeply sloping street, and to feed with hood over access gates to plots. The entire entrance unit is slightly set back from the main wall level, and is further defined by glazed stone panels on the first floor, and a running frieze in variegated brick, depicting an oxcart symbolic of the Great Trek and the discovery. of the Rif, with the mine heaps, headgear and buildings of the current Krugersdorp and the Krugersdorp of the future in the background.

This work will be undertaken by South African artists and produced by the Ceramic Studio in Olifantsfontein, TransvaaL. The rear elevation, too, is quite interesting, having shaped walls above roof level on each side of the air-conditioning tower - again a touch of the Cape's familiar old work. The planning of the new building is conceived in broad and simple lines, giving the maximum of light and air.

On the ground floor is the customs office with its long room to the left and the immigration office to the right of the main entrance stairwell. On each side of the building, towards the rear entrances, pergolas and seats have been provided, which will be covered with brilliant flowering vines. The Union Government recently granted the municipality of Lourenco Marques a 45-foot strip of their frontage to their site to enable the grand avenue Rua da Fonte to be extended all the way to the square.

It is proposed to have a mural, funds permitting, on the stair wall above the half-way cash register, which will be visible from the entrance hallway and also from the first floor hallway. Every care will be taken for the comfort and convenience of all associated with it. The furniture will be purposely made in all selected South African woods, while the materials generally employed will be the best of their respective kinds, selected in accordance with the general policy of the Public Works Department, viz. . Minimum maintenance and maximum durability.

STORY OF THE EAST

Ground floor. - The attached sketch of this floor shows the main entrance in the northeast corner of the building on Smal Street. The remainder of the floor is used for the postal and technical garages on three sides of the site, toilet facilities for site staff and a night post office on Smal Street. First floor. A sketch of this floor is also shown, and the arrangements for both the public and staff are clearly visible.

Second floor. - In the original scheme, the telephone contracts section was placed on the floor below, but the increase in staff made it necessary to separate this section from the Accounts department, and it is now located on the second floor. Toilets for staff have been placed on a special mezzanine floor at the southeast corner of the yard. The treatment of the facade of the new wing matches that of the main building, with a granite plinth and Flatpan Freestone from the top of the granite to the parapet.

The fluted pilasters of the main front on Jeppestraat can be found in the recessed facade on the carriageways in Smalstraat. Internally, the finishes in the public areas will not be as extensive as in the main Post Office, due to construction costs, but I need hardly say that they will be to the usual P.W.D. standard. The addition now takes the new Post Office well over the half-million-pound mark, and it is clear that the fire station site to the west cannot remain in its present undeveloped state for much longer.
