Legislative Compliance

Definitions

Credit meter" means a meter where the bill is issued after the consumption of the service (water or electricity). Domestic water use' means water used mainly for domestic purposes, including garden irrigation;.

Scope of the Policy

The rates of the Municipality comply with the applicable legislation in force at the time of implementation. These are services for which rates are set in such a way that at least part of the cost of providing the service can be recovered. The Council is well aware of the financial situation of most residents within the municipal area.

The budget of the Municipality is an important instrument to ensure redistribution within the community. The size of the property tax and service charge bills presented to the local businesses is a significant business overhead for any business in the Municipal area. Monthly fixed charges for Industrial and Other connections will be related to the size of the connection.

Different rates may apply to different systems. e) Multi-Unit/Cluster: Sanitation rates for users in multi-residential unit developments are based on property size. The connection costs for all consumer categories cover the full costs of the sewer connection. All Household users are subject to a separate fixed monthly collection fee, based on the cost of the respective service, for once a week collection (strictly two bags of household waste and one bag of garden waste).

The Council will ensure that the municipal accounts presented to local businesses are fair. The Council will therefore adopt and apply a Credit Control and Debt Collection Policy to ensure that property tax and service charges are fully recovered.

Tariff Determination Process

The financial sustainability of the municipality will be achieved when it is financed in a way that ensures that it exhibits at least a break-even position. However, sustainability does not only mean that the price of the service must include all relevant cost elements, it also means that the fees to be charged must be collected. Barring special circumstances, such as a significant increase in the wholesale price of goods and services purchased by the Council during a year to provide services, the Council will review its tariffs during the preparation of the annual budget in accordance with the policy set out above.

Immediately after the council sets or changes the tariff, the municipality administrator must ensure that the notice is posted in a designated place in all municipal offices and/or also in other places within the municipality. as she/he may determine. Specific Policies for Sanitation Tariffs

Sanitation tariffs must distinguish between at least three user categories. namely domestic users, industrial and commercial users and other users. All users must be billed unless they are provided with a rudimentary or basic service such as communal facilities. a) Common. It is considered reasonable that two months of actual measured high water consumption would be sufficient to alert the consumer to the possibility of a water leak. Accordingly, the total period during which the discount will apply is defined as the period covering the last three municipal bills based on actual water meter readings. Note: This period can be longer than three months if bills are based on estimated consumption.

All claims for rebate are subject to the presentation of a certificate by the claimant detailing the exact location of the leak on the property, the nature of the leak and the steps taken to repair the leak. The council reserves the right to inspect all leak repairs subject to rebate claims. All rebate claim documentation is submitted for review by an audit as and when required.

ELECTRICITY

Electricity tariffs will be applied in accordance with the categories of users and categories of service, provided that final discretion rests with the Service Provider. The supply of electricity will be metered by means of a meter at the point of supply or at an alternative point determined by the Service Provider. OTHER MINOR TARIFFS
