BONUS - RUSTENBURG - The African continent is going big with this year’s Birding Big Day (BBD) taking place Saturday 24 November 2018. In South Africa, BirdLife South Africa will host their 34rd BBD.
Ernst Retief, event organiser: “During Birding Big Day 2016 more than a thousand birders recorded 654 species, a record, and also raised some valuable funds for bird conservation.”
South Africa’s neighbours are also taking part in this challenge to see which country can log the most species in 24 hours. Namibia, Zimbabwe, Zambia, Kenya, Egypt and a few more, will host their own BBD’s. Members of BirdLife Rustenburg, who have participated in this popular national annual bird count event, will share their experiences during the monthly meeting. The meeting will take place at 19:00 on Monday, 19 November, at the Methodist Church on the corner of Brink and Schuurman Streets. All members and non-members are welcome - non-members pay R20 per person. Tea, coffee and snacks will be served after the meeting. BirdLife Rustenburg went to Limpopo Lodge in Botswana in October and Wynand Sauerman and Hanti Mathews will share some of the highlights and photos from this event. Special birds that were seen include the Boulder Chat, Broad-billed Roller, African Pygmy Kingfisher, Diederick Cuckoo and many more. They will also show some photos from their stay at Mapungubwe. On Saturday, 24 November, BirdLife Rustenburg will enter as many teams possible to take part in the Birding Big Day and will try to see and hear as many bird species as possible, during 24 hours, in a 50km radius around Rustenburg.

The CCMA granted the workers union UASA basic organisational rights at Lonmin on 2 November. The CCMA ruling allows UASA to establish a presence in the workplace and, once it has increased its numbers, it may prevail upon the employer to grant collective bargaining rights.
The ruling follows on the recent Constitutional Court ruling on minority unions that outlawed the abuse of a trade union’s majority status to deny members of minority unions their right to recognition, collective bargaining and freedom of association in the workplace. After the prolonged platinum strike at Lonmin in 2014, AMCU became the majority labour union at the mine and as such signed a recognition agreement with Lonmin.
The agreement robbed UASA and other minority unions of recognition at Lonmin, including the loss of organisational rights such as access to the workplace, deduction of union subscriptions by the employer and the granting of leave for certain union activities.
UASA, in collaboration with two other minority unions, declared a dispute with Lonmin. During the subsequent arbitration case at the CCMA, legal counsel acting for the minority unions used arguments outlined
in the above-mentioned Constitutional Court case. During the arbitration, CCMA Commissioner Eleanor Hambidge weighed up the rights of minority unions to organise in the workplace against that of AMCU, the existing majority union at Lonmin, despite AMCU’s existing recognition agreement with Lonmin Hambidge stated that she had to militate against the use of the
“majoritarianism” principle by the majority union at Lonmin where this principle is used
“as an implement of oppression to suppress minority unions”. The addition of Section 21 (8C) of the Labour Relations Act in 2014 was an amendment made in order to recognise that minority unions may not be overwhelmed and effectively bullied into submission by a single majority union. Hambidge stated that a mere
“count of numbers” would lead to unfairness against minority unions and would constrain the ability of such unions from operating in the workplace. She ruled that a minority union that “represents significant important meritorious interests of members” should not be prevented from defending the interests of their members.

Rustenburg Municipality in dispute over Eskom ‘arrears’
BONUS - RUSTENBURG - “It is not true that the Rustenburg Municipality owes Eskom more than R100 million as reported by the DA last week.
As a matter of fact, the Rustenburg Municipality has declared a formal dispute with the National Energy Regulator - NERSA - over an account which has been erroneously billed by Eskom to the Municipality, wherein Eskom alleges that the municipality owes over R100 million
for a substation which ought to have been commissioned to the local grid in 2016 but was only commissioned in 2018”.
The Rustenburg Municipality responded to the allegations of Mr Joe McGluwa of the DA in North West over the weekend that the
Rustenburg Municipality is unable to settle its debts and honour its commitments towards Eskom.
The formal dispute is yet to be finalised and its outcome will follow a dispute resolution process.
The Rustenburg Municipality has also challenged anyone in the province who claims that he can prove the contrary, to come foward and prove the allegations.
Mooinooi key witness killed
Bonus - Mooinooi - A man who was expected to deliver explosive testimony in the gruesome Moonooi murders case, died after a motorcycle crash.
People close to Wilhelm Loubser said the 33-year-old was killed in a freak accident.
The accident occurred in Tzaneen, where Loubser and his family were staying after being relocated under witness protection from Mooinooi.
It is believed that on the day of Joey and Anisha van Niekerk’s murder, Loubser witnessed how two bodies were burned on the smallholding of murder accused, Koos Strydom. He was expected to testify to this extent.
According to information, Loubser, an avid motorcyclist, presumably died on Saturday night at around 20:00. He was on his way from a friend’s house. It seems as if his motorcycle hit a road closure structure at T-junction. Apart from multiple other injuries, his neck was also broken. His body was only discovered the next day.
Koos Strydom was in the news recently again when a Sunday news magazine program filmed him apparently trying to arrange hits on state witnesses.
Strydom will be back in court on 7 December regarding the charges he faces.
UASA achieves major
victory for minority unions
Bonus - Rustenburg - A major victory for smaller labour unions was achieved recently. which a union exerts in the workplace.
The CCMA ruling recognises the right of three existing unions acting together to be granted organising rights such as access to the workplace; deduction
of union subscriptions by the employer and the granting of leave for certain union activities.
UASA was granted these rights even though an argument was put forward that the inclusion of minority unions would undermine the existing single bargaining unit.
“UASA thus has achieved a major victory in that employees may join the union of their choice and enjoy representation and defence of their interests in the workplace,” said
André Venter, spokesperson of UASA.

Supplementary exams to be written in June
BONUS - RUSTENBURG- From 2019, supplementary exams will no longer take place in March but rather in June, said the Basic Education Department (DBE).
One of the major reasons for the change is thorough monitoring of the system. “We have noted that on average around 40 000 learners who enrol for supplementary examinations every year do not turn up to write the examinations,”
said the department. This results in massive wasteful expenditure.
The department said this new system will also learners enough time for revision. By having these examinations in June, there will be adequate time for revision and learners can make use of the comprehensive support material provided through the Second Chance Matric Support Programme.
This will also allow learners to the opportunity to rewrite as many subjects as they want as opposed to the current two subjects allowed.
The supplementary exams are bearing fruit as seen with the increase in learners who obtained the NSC exams. In 2018, learners who wrote the supplementary exam and obtained the NSC increased from 401 435 to 411 523, an increase of 10 088 candidates

Caution against spreading false information
BONUS - RUSTENBURG- Following the recent distribution of information on social media, especially WatsApp messages, where fellow South Africans are being warned that disruptive actions would take place in Ledig, Robega, Pilanesburg, Maile, Phokeng, Phatsima, Rustenburg and surrounding areas from 7 November 2018 to 31 December, the police are calling upon members of the community to refrain from further spreading false, baseless and misleading messages that are circulated.
“The police will not hesitate to act against any person who circulates messages with intent to intimidate citizens or incite them to cause violence,” said North West Provincial Commissioner, Lieutenant General Baile Motswenyane. The origin of such messages is subject to investigation.

Bonus - Rustenburg - With the festive season approaching¸ red meat prices are expected to increase at least 6%.
This is according to Gerhard Schutte, CEO of the Red Meat Producers’ Association.
“The severe drought in parts of South Africa, especially the Western Cape, in recent years forced farmers to cull their herds. This meant that the supply of sheep and cattle from those areas is substantially lower than previous years.”
Schutte said he did not expect meat prices to decline soon, but also did not expect consumer resistance either, despite the high prices. He estimated that meat prices would level out after the increases that were expected during the festive season.
According to a spokesperson for the dept of Economic Opportunities, farmers in the Central and Klein Karoo areas were worst hit
by the drought.
The spokesperson said that dam levels in the Karoo region remain below 20% and farmers in the region, well known for sheep and ostrich farming, are being affected by feed shortages, as they cannot grow their own feed. The department said that although they had made several tons of fodder available to farmers, there would probably still be an increase in food prices, especially of Karoo lamb.
The spokesperson said that the department remained hopeful that there would be some relief in the coming months as the region received summer rainfall. However, it would not mean that there would be an immediate relief to consumers.
SABC, MultiChoice on digital migration
Mokonyane said the government decided on 10 October to instead select an industry-driven “hybrid” model going forward.
This decision was taken after an advisory council told the government that existing set-top boxes were using technology that has increasingly become obsolete. She added that the government would seek a partnership with dominant companies in the private broadcasting sector to drive digital migration forward instead of procuring and installing set-top boxes itself. These potential partners include the SABC and MultiChoice, in addition to major device manufacturers. “Those that are supposed to be cushioned by the government are still going to benefit‚ but not just benefit through a set-top box,” Mokonyane said. “I’ve said there are considerations of vouchers, hence we’re working with the retail sector‚ the manufacturing sector‚ MultiChoice, and SABC.” She added that the amount invested to procure, install, and market the set-top boxes comes to around R10 billion. “With the development and advancement of technology‚ some of the interventions that were considered have come to be obsolete and hence you need a hybrid of intervention,”
Mokanyane added.

Parents fear that, should they report such a suspicion, they run the risk of their child being taken from their custody. In the case of one parent suspecting the other parent, the risk is of the family unit being torn apart and relationships being annihilated is very real. There is also the possibility of a child making an allegation to simply hurt somebody they want to ‘get back’ at. Bottom line is, such situations can become a virtual minefield. HERALD - RUSTENBURG - The
boys tennis teams of Laerskool Rustenburg did very well at the tennis finals in Klerksdorp recently.
The best two teams in every age category, boys and girls, from all four districts (which represent around 28 schools) in North West qualify to participate at the North West final.
The U/13 boys played on 15 October, the U/11’s on 17 October and the U/9’s on 22 October.
The U/13 boys: Mark Aggenbach, Gary Impey, Alrich Wannenburg and Tiaan Nelson.
The U/9 boys: André van der Berg, Evan Erasmus, Ruandré Booysen and Lohan Reyneke. With them is their coach, Bianca Labuschagne.
These learners of Laerskool Vastrap did very well at the Prestige Inter School Public Speaking event held on 31 October at Laerskool Proteapark. Congratulations to Shakira Peach (third Grade 7), Delmi Vosloo (second Grade 4), Jurie Blignaut (first Grade 6) and Teagen Ferreira (third Grade 5). Jurie Blignaut was also the Best boys speaker as well as Best overall speaker.
