LITERATURE REVIEW

Cooper says this approach has been criticized for basing worker education on management terms and for working against union collectivism.

Human Capital Theory and concepts

Therefore, this analogy between investments in physical capital and investments in human capital is appropriate to the situation (Woodhall 1997). According to Woodhall (1997), investment in human capital brings benefits to both the individual and society as a whole.

The consequences of the new capitalist work order are that the worker is required to produce more output with little return on his or her input. Gee et al (ibid) suggest ways in which workers can help their employers to cope with the pressure exerted on the organization by the principles of the "new capitalist" order.

Hammer believes that both the inhibitors and determinants of business success in the global economy are process issues, and that only process-oriented organizations will be able to deal with them (Hammer, M. 1996, pp.xi-xv). The organizations that believe in the ideology behind process-centering are on their way to discovering the benefits of such changes (Hammer 1996).

I have also presented some related issues that focus on the personal business ideology of the CEO of Imana Foods. You will find that a 'human capital' flavor emanates from this perspective. In the course of Chapter 4, I hope to illustrate how the multi-skill program developed by the National Maintenance Center relates to the Imana Foods Training Program. Imana Foods is a manufacturing organization seeking skilled workers who have the ability to perform specific skills related to the operation and repair of industrial machinery used in the production of Imana Foods products.' Imana Foods is expected to provide skills training to all workers to help them perform their jobs.

According to the report on multiskilling, payments for multiskilling agreements vary. The authors of this report suggested that new systems should pay people for using their new skills rather than learning them and that they should encourage artisans to improve their skills and therefore their earnings.

The Skills Development Act fits into, and builds on, the foundation of the SAQA Act. Regulations under the Skills Development Act stipulate that employees and employers must jointly draw up a skills plan for the workplace. The Competence Development Act states that the competence plans in the workplace must help organizations achieve their goals for equality.

The Skills Development Levies Act

I think Imana Foods will likely qualify for some of the money under this grant category as they have a fully developed skills plan in operation. If the employer meets certain conditions, such as preparation of a competence plan at the workplace, SETA will pay a certain percentage of the tax back to the employer in the form of a subsidy. In 2001/2, an employer can claim back 50% of the levy paid for the implementation of the Workplace Skills Plan.

My observations of the physical work environment at Imana Foods made me realize that Imana Foods was run by people who were passionate about what the organization was trying to achieve. The employees testified to the caring, friendly and compassionate approach that the employees in senior positions have towards them. The course coordinator gave me an example of how the workers train at the Imana Foods Training Programme. It is therefore in the workers' interest to apply themselves to further study and progress to a higher level within the Imana Foods Training Programme.

Career advancement within the Imana Foods Training Programme

It is important to understand how the training program provides employees with the opportunity to advance to higher levels. To track employee progress within the Skills Based Pay Certification Program, I interviewed employees who received training at various levels of the program to determine their position from the start of their employment to where they are currently in the program located. . I also wanted to determine what impact their years of work experience and qualifications had on their suitability to progress within the programme.

This implies that progress on the production line is quite slow. The Imana Foods training program is flexible in that workers can change direction or interests when an opportunity arises. Career B is not indicated in Table 8 as workers on this path are involved in formal training and attend formal institutions such as colleges, technikons and trade schools.

I believe that the workers are grateful for the opportunities given to them by the "management" team. I personally feel that the Imana Foods training program should be designed to take into account the individual needs of all workers. I think most of the workers are aware that they need to further their education in order to secure a job at Imana Foods.

The relationship of the Imana Foods Training Programme to the National Qualifications Framework (NQF)

Apart from the ABET program that Imana Foods offers the workers, the Imana Foods Training Program has no connection whatsoever to the NQF.

I believe that the Imana Foods training program complies with the provisions of the Skills Development Act and Employment Equity Act in this respect. The attitudes expressed by the "leadership" team were that the Imana Foods training program preceded the implementation of the Skills Development Act. They further said that the Imana Foods training program was developed in line with that of the Skills Development Act.

Some of the skilled category employees on the Imana Foods training program said that the workers were able to overcome their fears about working with computers and that they grew in confidence. According to the "leadership" team, the ABET program has benefited the workers in several ways. The ABET courses do not lead to any credits that the workers can use to build towards a recognized.

Concluding Comments

The Imana Foods Training Program is the only program that is seen as important by the leadership team and is the only route through which unskilled and semi-skilled workers can progress upwards within Imana Foods.

CONCLUSION

The course co-ordinator made a very practical observation regarding staff education and training and the issue of time and cost: that the organization could not afford to prioritize registering its courses with FOODBEV SETA or plan courses on the Imana Foods Training Program to the uniform SAQA standards. Both the “management” team and the workers involved in the Imana Foods training program said that they were satisfied with the Imana Foods training program because it serves the functional needs of the organization and provides. Employees from the "management" team believe that the organization has been designed with specific goals in mind that adequately address the training needs of both employers and employees. Imana.
