Manajemen Risiko Operasional

Identifikasi dan pengukuran risiko operasional dilakukan dengan pembaharuan pedoman profil risiko, termasuk di dalamnya pengukuran risiko operasional menjadi 5 (lima) peringkat. Bank menggunakan metode BIA (Basic Indicator

Approach) untuk perhitungan risiko operasional. Bank juga menggunakan aplikasi ORSA dan akan menerapkan aplikasi Loss Event Database (LED) untuk pengendalian risiko operasional.

Operational Risk Management

The process of identifying and measuring the operational risk is done by updating the risk profile guidelines, including the measurement of operational risk assessment in 5 (five) classes of rating. The Bank uses the BIA (Basic Indicator Approach) for the calculation of operational risk. The Bank also uses the ORSA application and will implement Loss Event Database (LED) Application for operational risk management.

Bank telah memiliki suatu rencana komprehensif yang berisi langkah-langkah yang harus diambil sebelum, selama dan setelah terjadinya suatu keadaan darurat secara terdokumentasi, teruji untuk menjamin kelangsungan operasional Bank dalam bentuk Kebijakan Business Continuity Planning (BCP), Disaster Recovery Plan (DRP) dan pembentukan Disaster Recovery Center (DRC) sejak tahun 2005. Kebijakan kelangsungan usaha disempurnakan secara berkala dan telah dibentuk satu unit kerja khusus yang akan menangani hal ini secara komprehensif.

Manajemen Bank percaya bahwa risk taking unit melakukan pengendalian internal dengan melakukan transaksi operasional dengan tetap memperhatikan prinsip kehati-hatian dan sesuai dengan pedoman internal dan peraturan eksternal. SKMR (Risk

Management Department) melakukan pengawasan dengan menggunakan aplikasi ORSA dan LED. SKAI melakukan audit dengan berpedoman pada Standar Pelaksanaan Fungsi Audit Intern Bank (SPFAIB) untuk pengawasan operasional Bank serta dilengkapi oleh fungsi pengendalian internal di setiap kantor cabang.

The Bank has a comprehensive plan that includes steps to be taken before, during and after an emergency, which is documented and tested to ensure continuity of the operations of the Bank in the form of Business Continuity Planning (BCP) Policy, Disaster Recovery Plan (DRP), and the establishment of the Disaster Recovery Center (DRC) in 2005. The business continuity policies are enhanced periodically and the Bank has established a special unit that will handle this in a comprehensive manner.

The Bank’s management believes that the risk taking unit performs internal control by conducting operational transactions with attention to the prudence principles and in accordance with internal guidelines and external regulations. The Risk Management Department performs monitoring using the ORSA and LED application. SKAI conducts audits based on the Bank Internal Audit Function Implementation Standards (SPFAIB) to monitor the Bank's operations and is complemented by the internal control function at each branch office.

Kebijakan, pedoman dan prosedur perkreditan dan operasional juga direviu berdasarkan aspek hukum yang melekat untuk meminimalisir risiko hukum. Seluruh produk dan aktivitas baru selain harus direviu oleh Bagian Administrasi Kredit dan Remedial, juga harus mendapat reviu dari Satuan Kerja Manajemen Risiko, Satuan Kerja Kepatuhan dan Satuan Kerja Audit Internal.

Policies, guidelines and procedures on lending and operations are reviewed based on the inherent legal aspects to minimize legal risk. All new products and activities must be reviewed by Credit Administration and Remedial Department, Risk Management Unit, Compliance Unit and Internal Audit Department.

Pengendalian risiko hukum dilakukan dengan laporan monitoring administrasi kredit, reviu NUK

(Nota Usulan Kredit), perjanjian kredit,

penyempurnaan formulir dan notifikasi kredit. Pengkajian aspek hukum juga dilakukan pada produk dan aktivitas baru serta atas perjanjian-perjanjian dengan counterparty dan pihak ketiga lainnya.

Control of legal risk is performed through loan administration monitoring reports, reviews of the loan proposal memorandums and credit agreements, as well as upgrading of forms and loan notifications. Evaluation of legal aspects is also performed on new products and activities upon agreement with counterparty and other third parties.

Penerapan manajemen risiko reputasi meliputi pengawasan aktif Dewan Komisaris dan Direksi terkait risiko reputasi pada aktivitas operasional/jasa layanan, SDM, dan TI & MIS, kecukupan kebijakan, prosedur, dan strategi manajemen risiko reputasi, pengukuran risiko reputasi dan pemantauan serta pengelolaan risiko reputasi.

The implementation of reputation risk management includes active supervision by the Board of Commissioners and Directors regarding reputation risk in operational activities/services, human resources, and IT & MIS, the adequacy of reputation risk policies, procedures, and management strategy, reputation risk measurement, and monitoring and managing of reputation risk.

Bank menyediakan unit pengaduan nasabah yang dilakukan oleh Customer Service dan Pimpinan Cabang untuk menerima komplain nasabah. Selain itu Bank telah menyajikan aspek transparansi laporan keuangan dengan publikasi triwulanan di koran. Pada tahun 2010, Bank membentuk contact center untuk meningkatkan pelayanan kepada nasabah dan selama tahun 2020 nasabah yang menggunakan pelayanan contact center untuk pengaduan nasabah dan pelayanan lainnya semakin meningkat.

The Bank provides a customer complaint unit, operated by Customer Service and Branch Managers, to receive customer complaints. In addition, the Bank has presented aspects of financial statements transparency through quarterly publication of its financial statements in newspapers. In 2010, the Bank set up a contact center to improve services to customers and during 2020 the number of customers who received the contact center’s service for their complaints and other services increased.

Selama tahun 2020 pengelolaan risiko reputasi terus ditingkatkan dengan diterapkannya SLA (Service Level Agreement) sesuai dengan ketentuan Bank Indonesia dan Otoritas Jasa Keuangan (OJK) untuk menangani keluhan nasabah yang dapat diselesaikan dalam waktu kurang dari 20 (dua puluh) hari. SKAI juga melakukan audit internal di cabang terkait komplain nasabah untuk memastikan pengendalian internal terhadap risiko reputasi.

Throughout 2020, the reputation risk management is improved by the application of SLA (Service Level Agreement) in line with Bank Indonesia’s and Financial Service Authority’s provision in handling and resolving customer complaints in less than 20 (twenty) days. SKAI conducts internal audit at the branch offices in connection with customer complaints to ensure the implementation of internal control over the reputation risk.

Direksi membuat rencana kerja tahunan yang disetujui oleh Komisaris dan melakukan sosialisasi kepada seluruh karyawan. Rencana strategis dibuat menggunakan analisa SWOT, faktor eksternal dan tingkat risiko. Pengawasan aktif dilakukan melalui monitoring realisasi dengan rencana kerja tahunan. Pemantauan risiko oleh Komisaris dilakukan melalui Komite Pemantau Risiko.

Bank menetapkan kebijakan dan strategi dalam rangka mencapai rencana kerja yang telah disusun sesuai dengan visi dan misi Bank. Bank juga telah menyusun pedoman penyusunan produk dan aktivitas baru.

The Board of Directors produces an annual work plan, which is approved by the Board of Commissioners, and disseminates it to all employees. The strategic plan is prepared using SWOT analysis, external factors and the level of risk. Active oversight is done by monitoring the realization of the annual work plan. The risk monitoring by the Board of Commissioners is performed through the Risk Monitoring Committee. The Bank establishes policies and strategies in order to achieve the work plan, which has been prepared in accordance with the Bank’s vision and mission. The Bank has also established guidelines for the preparation of new products and activities.

Sejak tahun 2012, Bank menerbitkan Strategi Anti

Fraud mengikuti ketentuan Bank Indonesia terbaru dan telah disosialisasikan kepada karyawan yang menjadi pedoman. Komisaris dan Direksi mengelola risiko kepatuhan pada produk dan aktivitas baru. Bank juga melakukan update pedoman internal lainnya apabila terdapat peraturan dari pihak eksternal, misalnya Bank Indonesia dan Otoritas Jasa Keuangan (OJK).

Since 2012, the Bank issued Anti-Fraud Strategy, following the latest Bank Indonesia’s regulations and has socialized them among the relevant employees. The Commissioners and Directors manage the compliance risk over new products and activities. The Bank also updates other internal guidelines in the case of external regulation, such as those from Bank Indonesia and Financial Service Authority (OJK).

38. KONDISI EKONOMI 38. ECONOMIC ENVIRONMENT

Pada tanggal 11 Maret 2020, Organisasi Kesehatan Dunia (“WHO”) telah menetapkan penyebaran wabah virus corona (“Covid-19”) sebagai pandemi global. Wabah Covid-19 telah menyebabkan terjadinya perlambatan ekonomi global dan domestik, yang kemudian mempengaruhi operasi Bank serta nasabah dan debitur.

Pelambatan ekonomi global menyebabkan

ketidakstabilan nilai tukar mata uang asing ketidakstabilan pasar modal dan ketatnya likuiditas di beberapa sektor ekonomi di Indonesia termasuk

industri perbankan, yang mungkin akan

menimbulkan dampak keuangan dan operasi negatif berkelanjutan. Kemampuan Indonesia untuk memperkecil dampak dari pelambatan ekonomi global di dalam negeri tergantung dari beberapa faktor seperti kebijakan fiskal dan tindakan moneter lain yang sedang diambil dan akan dilakukan oleh Pemerintah, tindakan dan peristiwa yang berada di luar kendali Bank.

On March 11, 2020, the World Health Organization (“WHO”) declared the outbreak of corona virus (“Covid-19”) as a global pandemic. This Covid-19 outbreak has caused global and domestic economic slowdown, which in turn affected the operations of the Bank, its customers and debtors.

The global economic slowdown has caused volatility in foreign exchange rates, unstable stock market and tight liquidity in certain sectors in Indonesia, including the Banking industries, which may continue and result to unfavorable financial and operating impact. Indonesia's ability to minimize the impact of the global economic slowdown on the country's economy is largely dependent on the fiscal and other monetary measures that are being taken and will be undertaken by the Government, actions and events which are beyond the Bank’s control.
