The moving picture is an excellent method to put

the matter before rnidwives and nurses who work among the mothers and are trusted hy them. The midwives and district nurses in Beruiuda are unanimous in their approval of hirth control, hut i t is not easy to g'et a great number of women, even UJhen they have had several children, to attend a clinic.

I t is advisable that the clinic he in conjunction with other services - i.e. an outpatient dispensary, or a children's service, so that attendance is not noticeable. Some women are shy, and some husbands object. The better the personnel of the c l i n i c the b e t t e r the work done there. A doctor will

do better than a nurse, nevertheless a good nurse can do an excellent job, but, in either case, time is needed, probably a half hour on the patient's initial visit and a synpatheiic attitude. And however good the service and clear the

explanations and demonstration many of the women will simply forget to do v/hat they are told. Nevertheless negro women can learn and some can persist. They are all interested.

Birth control facilities have been available in Bermuda for ten years, with the appliances at cost for those

who can. pay and free for those who cannot, yet the economicallj,

poorer women who attend are still counted by dozens rather than

hundreds.

The Roman Catholic Church objects, but nonnives in Puerto Rico. The Anglican Church countenances it, but

obstruction has been offered in Bermuda by the local bishop.

The other Churches approve. Some of the older ladies of

"Selfare Societies have objected, fearing the promotion of promiscuity among the v/omen. Birth control, however, is no offset to illegitimacy. "/e wish i t were, for the

illegitimate rate is 23/j of all births and were it reduced three quarters there would be no gross population problem on

this island. "Birth Control" has been superseded and rightly

by "planned parenthood".

After a decade 7/e feel the b i r t h control service i s a good one. The women are attending more freely and less opposition is voiced by the elderly ladies. Naturally i t is promoted by education and a higher scale of living. The medical practitioners, for the most part, assist in the

worlc and make use of our appliances.

Salary and Expenses while on. duty In Bngland and the U.S.A.

During loy recent visit to London and Washington on official duty I not only had to incur expanses amounting to

over ;il,000, hut sustained a nott loss of LF.63«13s.11d. through

the difference hetweaa my ealary and allowanoes ae Acting

Resident Co-tQiasloner (iS?.1,400) and that in my auhstantive position (DP, 1,090). !i^ wife continued of necessity to live in the Residency at Tarawa throughout this period, so the

exi>ensea of maintaining the estahlishnent there were scarcely, i f at all, lowered. Furthermore, owing to it not being possible to give me any advance notice, I had no thick clothes whatsoever with me and had to expend approximately ;^.230 on the purchase of essential winter kit, much of whicli is not required by me, being a duplication of clothes already possessed and in

storage at ^uva.

2. In view of the above, and the special nature of the woIk on which X was engage, I would respectfully enquire whether favourable consideration might be given to the following requests:^

(a) that X might be regarded ae seoonded for the tour on my acting salary as Resident Commissioner (l1,160 plus

£90 « £1,230)j .

(h) that subsistence allowance mi£^t be paid to me wliile on
