PURPOSES FOR WHICH A STUDENT LOAN MAY BE GRANTED 1 Emergency Loans Emergency loans w1!I be granted to students

who can provide to the satisfaction of the FCCS Officer evidence of emergency circumstances that necessitate the prov1s1on of funds withrn 24 hours Subject to the approval of the FCCS Officer (1) cash loans to a maximum of $50 will be available 1mmed1ately from the Cashiers Office (11) cheques for emergency loans will be available w1th1n not more than 24 hours from the approval of the loan

2 Domestic Expenses

(a) Bond money and rent m advance A loan may be granted when there 1s evidence that expenditure ofth1s kind 1s unplanned and not able to be met from a students normal resources Where accommodation 1s to be shared the student should detail his/her share of the establishment costs rn the loan apphcat1on Loans will not normally be granted to retain rental accommodation during vacation

(b) Removal costs A loan may be provided to assist with the costs of removal w1thm the Adelaide metropolitan area (c) Connection charges and operatrng costs Deposits and

connection fees for gas electnc1ty water and telephone may qualify a student for a loan 1f evidence 1s provided that the amount involved IS beyond the students capacity to pay (d) Ut1ht1es (eg Telephone Gas Electnoty) These costs are

usually regarded as being part of a students normal budget However a student may qualify for a !oan 1f he/she can provide evidence of hardship and incapacity to pay such charges

(e) Insurance Loans may be granted to cover the costs of household contents insurance

(f) Household and apphance repairs A loan may be provided m cases of emergency leadrng to a dechne in hvmg cond1t1ons (eg failure of a hot water service or refrigerator)

(g) Structural alterations Such costs are generally seen as bemg outside the scope of the fund A student would qualify for a loan only in exceptional circumstances where there 1s evidence that a small expenditure would lead to a reduction in a students weekly costs or would rectify a poor study environment

3 Transport Expenses

(a) Car repairs A loan may be granted 1fthere 1s evidence that a student requires his/her vehicle to attend classes travel to work or transport dependants or because he/she has a d1sab1hty

(b) Reg1strat1on and insurance Registration costs are generally seen as being outside the scope of the fund on the grounds that they would be included w1thm a student s normal budget A student would qualify for a loan only m exceptional orcumstances where there 1s evidence that dereg1stration 1s 1mmrnent and the student requires hts/her vehicle to attend classes travel to work or transport dependants or because he/she has a d1sab1hty Loans may be granted to cover the costs of third party property insurance and the excess component of an insurance claim

(c) Vehicle purchase Loans will not normally be granted to fund the purchase of a car because the purchase price wrll generally exceed the loan hm1t of $400 However where there 1s evidence that a student requires his/her vehicle to attend classes travel to work or transport dependants or because he/she has a d1sab1hty cons1derat1on will be given to a loan application to fund a part of the cost of a vehicle (d) Purchase of bicycles motor cycles and safety equipment

Loan applications to fund the purchase of bicycles motor cycles and associated safety equipment will be considered where there 1s evidence that a student requires this transport to attend classes or travel to work

(e) Fines In cases where payment of a fine 1s no longer negotiable a loan may be provided to avoid the issue of a warrant and imprisonment

4 Books and Eqwpment A loan may be granted to cover the costs of textbooks and other equipment directly related to the study needs of the student Loans will not normally be granted to fund the purchase of a computer because the purchase pnce will generally exceed the loan l1m1t of $400 However a loan may be granted for the purchase of a second hand computer or where there 1s evidence that the loan will be a partial contnbut1on towards the total purchase price with the balance to be provided by the student from other sources

5 Clothmg A loan may be provided 1n cases where a student requires a special item of clothing to qualify for employment or to undertake a field placement BasK clothing requirements for students will also be considered (See also clause 7(a) below)

6 Travel

(a) Employment related travel A loan may be approved to cover the costs of travel incurred 1n gaining vacation employment outside the Adelaide metropolitan area (b) Travel costs resulting from family emergency A loan may be granted m cases where travel costs are incurred at short notice due to death illness or another emergency within a students family

(c) Field trips/placements A student may be granted a loan to cover costs incurred in attending a field

trip/placement or other educational excursion which is a requirement of the course or topic in which the student 1s enrolled Academic staff will be asked to substantiate such expenditure

(d) Travel associated with intramural sport etc A loan may be granted to assist with travel costs when a student 1s representing the University and can provide evidence that he/she will face hardship due to the add1t1onal expenses Evidence will be sought to substantiate the students involvement in the sporting act1v1ty 7 Dependants

(a) General expenses A loan may be provided to cover costs relating to a students dependants

(b) Child minding expenses A loan may be granted to assist a student who 1s experiencing d1ff1culty in meeting child minding costs However such support will not be provided on an ongoing basis

8 Medical Dental or Optical Expense Loans may be granted to cover the costs of urgent and unplanned med teal dental or optical treatment

9 Visa Fees Loans will not be approved to cover the costs of visas for fu!I fee paying international students

10 Other Purposes Students may apply for loans for purposes other than those detailed above However these appl1cat1ons must be supported by evidence that finanoal d1ff1culties are having or are likely to have an adverse effect on a students academic performance

lnc1dental Fees

POLICY ON CHARGING OF INCIDENTAL FEES 1 Policy

In accordance with the requirements of the Higher Education Support Act 2003 fees may be be charged for items or services which are incidental to studies undertaken as part of a course of study provided these fees meet cntena specrfied in the Commonwealth Grant Scheme Gu1dehnes

2 Perm1ss1ble Fees and Charges 21 Course Materials

211 Charges may be made for reading material such as anthologies of required reading and practical or lecture notes provided that their purchase 1s voluntary Alternative sources must be provided m the library so that students who do not wish to purchase the compiled materials can refer to them and make their own copies 1f desired

2 1 2 No charge shall be made for topic outlines or reading lists or practical workbooks which form part of the assessment of a topic or course 2 2 Field tnps

Where a field trip 1s a compulsory part of the assessment requirements of a toptc or course 2 21 fees shall not be charged fortu1tton or materials

associated with the field tnp

2 2 2 costs for food transport and accommodation associated with the field tnp may be recouped provided students have the choice of making their own arrangements for purchasing these items from an alternative supplier Where students are required to use transport and accommodation spec1f1ed by the University these costs will be met by the Un1vers1ty

2 3 Clinical Laboratory or Workshop Materials and Equipment 2 31 There shall be no requirement for students to

purchase a piece of equipment nor shall there be any charge made by the University for the use of equipment which 1s compulsory for students to part1c1pate fully in a topic except as provided for in clause 2 3 3 A deposit may be charged for the loan of equipment provided that the deposit 1s fully refunded on completion of the topic 1fthe item of equipment 1s returned in a satisfactory condition

2 3 2 Students must not be charged for basic clinical laboratory workshop and creative matenals which are compulsory for students to part1c1pate fully in a topic and are consumed during the course of the study

2 3 3 Students may be charged for items that become their physical property and would be required by a professional in the field (eg tools of the trade such as stethoscopes) provided the items are not consumed during the course of study and students have the choice of acqu1r1ng the items from a supplier other than the Un1vers1ty 2 4 Uniforms

Purchase of uniforms or particular types of dress shall not be required by the University for any topic ln some cases uniforms may be required by external agencies engaging students for field or cl1n1cal work as a condition of part1c1pat1on 1n those topics and m these cases students may be liable for the cost of the uniform

3 Grievances

31 Students who believe they have been charged a fee contrary to this policy shall in the first instance discuss this with the relevant Faculty Registrar

3 2 Where the Faculty Registrar determines that the fee charged was not perm1ss1ble under this policy the student will be entitled to a refund

4 Procedures

Procedures relating to the charging of materials fees w111 be subject to approval by the Executive Director of Adm1n1stration

6 Notice of dec1s1on

The Student Finance Manager (or nominee) will consider the application for a rem1ss1on or refund as soon as practicable and no later than 28 calendar days after the receipt of the appl1cat1on Once a dec1s1on has been made on the appl1cat1on the Student Finance Manager (or nominee) will notify the student 1n wnt1ng of the dec1s1on and the reasons for that dec1s10n

7 Internal Review

7 1 If a student 1s not satisfied with the decision on the appl1cat1on for rem1ss1on or refund they may apply for a review of that dec1s1on Appltcat1ons for a review of dec1s1on must be made In accordance with the following provisions

7 2 Applications for a review of decision must be made in writing on the standard form and made no later than 28 calendar days after receipt of the notice of the dec1s1on At the discretion of the Director Academic and Student Services (or nominee) an extension may be granted to enable a student to lodge an appl1cat1on for a review Students requesting an extension must notify the Director Academic and Student Services (or nominee) of their 1ntent1on to lodge a review of dec1s1on and set out the reasons for requesting a late appl1cat1on

7 3 The Director Academic and Student Services (or nominee) will acknowledge receipt of the application for a revrew of dec1s1on In the case of students requesting rem1ss1on of Higher Education Loan Program (HELP) debts or refund of student contnbut1on amounts the notice w1ll 1nform the student that 1fthey have not been not1f1ed of a dec1s1on within 45 calendar days from the date of receipt of the appl1cat1on the original decision can be taken to be confirmed and the student may make an appltcat1on to the Adm1n1strat1ve Appeal Tribunal (AAT) for an external review of decision 7 4 The Director Academic and Student Services (or

nominee) will review the angina! decision and will within 28 calendar days of receipt of the app!1cat1on for review

(a) confirm the original dec1s1on or (b) vary the original dec1s1on or

(c) set the original dec1s1on aside and substitute a new dec1s1on

7 S The Director Academic and Student Services (or nominee) will notify the student 1n writing of the decision to confirm vary or set astde the angina I decision and the reasons for the dec1s1on

7 5 1 In the case of students requesting rem1ss1on of Higher Education Loan Program (HELP) debts or refund of student contribution amounts the notice will advise the student that 1fthey are not sat1sf1ed with the review of dec1s1on they may make an application to the Adm1nistrat1ve Appeal Tribunal (AAT) for an external review of dec1s1on 7 5 2 In the case of students requesting a refund of a tuition fee the notice will advise the student that 1f they are not satisfied with the review of dec1s1on they may appeal to the Student Appeals Committee Such an appeal may only be made on one or more of the following grounds

the appropriate po1Ky was not adhered to or correct procedures were not followed tn considering the matter

the dec1s1on was made without due regard to facts evidence or circumstances

Such an appea 1 must be lodged with the Director Academic and Student Services within 21 days of the date of the dispatch of the not1f1cation of dec1s1on

The appeal must

be accompanied by a copy of the notice of dec1s1on the student has received the grounds for the appeal including the evidence in support of the students case together with supporting documentation

Outstanding Debts

POLICY ON STUDENTS WITH OUTSTANDING DEBTS 1 Pohcy

Except where the Executive Director of Administration or nominee determines in a particular case to grant an exemption from some or all of the following a student a former student or any other person who owes a debt to the University shall not until that debt 1s discharged

11 be entitled to borrow any materials or gain access to electronic resources from the collections of the Univers1tys libraries

1 2 be provided with a statement of his or her exam1nat1on results

13 be enrolled or re enrolled 1n the University

14 have his or her degree diploma or certificate conferred by the Un1vers1ty or be issued with his or her degree diploma or certificate

15 be provided with a cert1f1cate of his or her academic record in the University

2 Def1n1t1on

For the purposes of this policy a debt to the University shall without !1m1ting the generality of the meaning include any unpaid amount In respect of

21 fees including late fees payable to the University 2 2 fines or penalties imposed under any Statute or Rule of

the University

2 3 rent or hire charges for occupancy or use of any University premises

2 4 the prov1s1on of goods or services by the Un1vers1ty 2 5 a loan from the Student Loan Fund wh!Ch under the

conditions of that loan has fallen due for repayment either 1n whole or in part

2 6 fees and charges for residence at Flinders Housing as prescribed by the University Council

2 7 subject to the approval of the Executive Director of Adm1n1stration a debt or fine owing to the Flinders Campus Community Services Flinders Housing or the Child Care Centre respectively

3 Record mg of Outstanding Debts

3 1 A student who has an outstanding debt to the University will have this debt recorded on his/her student record in the student information system 4 Publlcat1on of Measures

41 The Executive Director of Administration will publish on an annual basis information for students which outlines the measure(s) which may be taken as a result of a student having an outstanding debt
