22. Engineering Works and Design
The design and construction of the engineering works listed below must be provided for in accordance with Council’s Design Guidelines Subdivisions/ Developments and Works Specifications Subdivisions/ Developments.
Engineering works can be classified as either “subdivision works” or “building works”. Works within an existing or proposed public road, or works within an existing or proposed public reserve can only be approved, inspected and certified by Council in accordance with the Roads Act 1993 and the Local Government Act 1993 respectively.
The following engineering works are required:
a) Full Width Road Construction
The full width construction of the roads listed below is required including all other ancillary work to make this construction effective:

PAGE 89 The design must incorporate a standard kerb return radius of 7.5m based on a 4m splay corner unless otherwise directed by Council.
Standard Drawing 42 requires asphaltic concrete in cul-de-sac turning heads and at bends.
This requirement applies here.
At trapped low points, for blind (dead end) roads or where a table drain is required in line with the notes included with Standard Drawing 42 a tail-out drain/s to dissipate runoff from the private road/ table drain must be provided clear of building platforms and sensitive areas.
Where a piped outlet/ headwall is proposed the piped outlet must be extended into the affected lot/s to a point beyond the building platform to protect this future dwelling/s from flooding impacts associated with this road runoff. For this development/ subdivision, runoff from the end of the cul-de-sac turning head will need to be considered with respect to this.
b) New Road/ Old Northern Road – Intersection Treatment
The intersection between the new/ public road referred to above and Old Northern Road must be provided generally in accordance with the approved concept plan prepared by SEEC Revision 04 and the conditions provided by the Roads and Maritime Services relating to this matter (attached). Additional ground survey will be required in Old Northern Road fronting the site in order to prepare this intersection design. This information is missing from the approved concept plan prepared by SEEC Revision 04. Specifically, existing driveways, services and trees in the road verge need to be taken into account and reflected in the amended plan. No approval is granted for those works as part of this approval. Separate approval (if needed) will need to be sought later once this missing information has been provided.
c) Turning Heads
A cul-de-sac turning head must be provided at the end of all blind/ dead-end roads. The cul- de-sac must have a diameter of 24m measured from the face of kerb.
A turning head is required at the southern end of the new/ public road.
d) Signage and Line Marking Requirements/ Plan
A signage and line marking plan must be submitted with the detailed design. This plan needs to address street name signs and posts, regulatory signs and posts (such as no parking or give way signs), directional signs and posts (such as chevron signs), speed limit signs and posts and line marking, where required.
Thermoplastic line marking must be used for any permanent works. Any temporary line marking must be removed with a grinder once it is no longer required, it cannot be painted over.
Details for all signage and line-marking must be submitted to Council’s Construction Engineer for checking prior to works commencing. For existing public roads, signs and line marking may require separate/ specific approval from the Local Traffic Committee.
Street name signs and posts must be provided in accordance with the above documents and Standard Drawing 37.
e) Fire Trails
Fire trails must be provided generally in accordance with the approved concept plan prepared by SEEC Revision 04 and the conditions provided by the Rural Fire Service relating to this matter (attached). The following requirements apply here:
The minimum required formation is as follows as per Section 4.1.3(3) from Planning for Bushfire Protection 2006:

Gates are to be provided across entrances facing or fronting the new/ public road referred to above.
A fence is required across the front of the turning head facing Old Northern Road to preclude access to/ from Old Northern Road to this fire trail.
Gates or grids are required where the fire trail crosses the boundaries between lots.
This fencing is in addition to any and all fencing required by the VMP. This fencing (and gates) must comply with the same requirements of the VMP also.
The attached bushfire safety authority also includes requirements relating to fencing that need to be followed. That fencing detail needs to be included on the detailed design/ plans and the VMP.
Fire trails must be constructed in a way that limits the impact as much as possible.
Under no circumstances are the works within the community association lot to extend beyond the area of affect identified on the approved concept plan. No trees are to be removed for these fire trails unless approved, in writing, by Council. The location/
alignment of the fire trails within the site must be designed with this in mind.
Where a fire trail is located on or near a boundary, the works cannot extend across the boundary or otherwise impact an adjoining property. This extends to tree removal and nuisance stormwater runoff/ sheet flow. The detailed design/ plans need to include measures and detail addressing these points.
Passing bays and turning heads are required as per the attached bushfire safety authority.
f) Gutter Crossings
Gutter crossings to each of the proposed new lots are required.
g) Disused Layback/ Driveway Removal
All disused laybacks and driveways must be removed and replaced with full kerb and gutter together with the restoration and turfing of the adjoining footpath verge area.
h) Driveway Construction – Rural
A 5m wide (minimum) formed all weather driveway built to Council’s rural standard must be provided between the new/ public road and the eastern boundary of lot 4 in this plan in accordance with the above documents and Council’s driveway specifications.
This driveway doubles as a fire trail and so the above requirements relating to fire trails apply here also.
This driveway includes a sag point/ stormwater crossing where stormwater runoff from lot 4 in this plan needs to be collected and piped to the dam in lot 1 in this plan generally as shown on the approved concept plan prepared by SEEC Revision 04 and the conditions provided by the Department of Primary Industries – Water relating to this matter (attached).

PAGE 91 i) Service Conduits
Service conduits to each of the proposed new lots, laid in strict accordance with the relevant service authority’s requirements, are required. Services must be shown on the engineering drawings.
Any and all existing overhead services within the section of new/ public road being constructed need to be undergrounded as part of these works.
j) Earthworks/ Site Regrading
Earthworks are limited to that shown on the approved plans. Where earthworks are not shown on the approved plan the topsoil within lots must not be disturbed.
k) Stormwater Drainage – Creek Outlets
Piped stormwater outlets/ connections to a natural watercourse must comply with the requirements of Council, the Department of Primary Industries – Water.
l) Stormwater Drainage – Rural
Stormwater runoff from lots 2 to 7 is to be dispersed over the rear of the site via a level spreader/ absorption trench or similar, in lieu of a formal legal point of stormwater discharge via a piped connection/ outlet to a natural watercourse.
The only exception to this is lot 4, as covered under the point titled “driveway construction – rural” above.
