3. Provision of booking services associated to programming activities at recreational facilities

a) Don Moore Reserve b) North Rocks Park c) Don Moore Netball Courts d) North Rocks Tennis Courts e) Hazel Ryan Reserve f) Murray Farm Reserve g) Kingsdene Oval h) Harold West Reserve i) Northmead Reserve

As we have concluded the Winter Allocations for Sports grounds, there is little need for these facilities outside of these bookings. We are undertaking a personal trainer permit system as of 1 July 2016, so suggest that all interest in fields for this purpose is immediately transferred to Parramatta.

3. Provision of booking services associated to programming activities at recreational facilities:

a) Casual and regular hirer bookings

b) Major and community events and activities (where applicable) 4. Provision of Management Services including:

a) All financial operations – collection of revenue and bonds

b) Community and recreational bookings for the general provision of the asset c) Issuing of access control for community facilities

d) Access control of floodlights (where applicable)

e) Staff Management services including rostering, payroll, WHS if applicable

Out of Scope The following services are not covered by this agreement:

1. Insurance arrangements including public liability 2. Maintenance of the assets

3. Cleaning of the assets

Waste Collection Services

Service Provider The Hills Shire Council

Completion Date 30 September 2017 as the Waste Management Contract(s) expires on this date.

The Hills Shire Council will continue to provide daily management of Waste Service providers and Services Requests even after the Data base is taken over by the receiving Council. The Hills Shire Council will be given access to the Database at the time of database handover.

Receiving Council City of Parramatta

Description of Service Management of waste collection and disposal services within the defined area In Scope Service

activities

The following services are covered by this agreement:

a) Provision of Waste Collection and Disposal Services

i. Domestic Waste Services including kerbside Clean-up ii. Small Business Waste Services

iii. Other Waste services including: clinical waste, e waste, problem waste, household asbestos, special waste

(batteries/disks/spectacles), Compost Revolution, Garage Sale Trail, waste and resource recovery workshops and education programs for community (residents and schools)

iv. Implementation and reporting of approved waste related grants including Better Waste and Recycling (BWAR) funding as allocated by the NSW EPA

v. Customer Service Requests

vi. Review and processing of changes to waste collection services for ratepayers

b) Provision of Waste Contract Management Services

i. Day to Day management of Waste Contractor/s including all performance matters, dispute resolution, claims, invoices, reporting and service governance

ii. Maintenance of data records, integrity and quality assurance

iii. Ensure that commercial in confidence agreements related to individual contracts are respected and upheld accordingly

iv. Waste service contracts are novated and transitioned across where applicable

v. Provision of data to support reporting requirements including to NSW EPA (WARR survey) and obligations under the Local Government Act.

Waste Management Reserve ( External Restricted)

The Hills Shire Council will transfer 15.28% of the Waste Management Reserve as at 30 September 2017 after finalising the Costs to 30 September 2017.

Out of Scope The following services are not covered by this agreement:

a) Transfer of historical data between existing systems

b) Cleansing services involving public place assets. This will be covered under the Place Management TSA

c) Any domestic waste collection, disposal and processing services beyond 30 September 2017

d) Other waste services including: e waste, household asbestos, special waste

Invoice For the period Fee Charge basis applies - to comply with accounting/GST rules Councils will still be required to create a recharge equivalent to the revenue received from the Customer/Ratepayer as part of the monthly invoice exchange.

Reimbursable Expenses

Any other unforeseen expenses on an Actual Cost basis following agreement by nominated key personnel.

Cost Calculation Total Waste Charge based on waste levy per instalment notices.

One off charges not covered under the Rates Instalments Waste Levy will be charged on actual cost basis, following agreement by nominated key personnel.

Invoices and claims will be itemised and transparent in calculation with stated assumptions (where applicable)

Service Levels The service is to be provided under the following terms:

x All respective service requests and enquiries will be dealt with in a timely, courteous and professional manner

x Service levels to be in accordance with performance measures in each respective waste service contract (with third parties)

x Existing service level arrangements or policy with residents and businesses to be honoured, including agreements in place
