SECTION 16
(3) The work carried out pursuant to sub-section 1 hereof shall be carried out In the Engineering school of the University but with the approval of the faculty part of such work may be carried out in the laboratories of some other organization provided that In the latter case the work shall be under the control of the head of the University depart- ment concerned.
(4) A candidate who has fulfilled the conditions prescribed and has satisfied the examiners, may be admitted to the degree of master of Engineering Science.
REGULATION 3.72 DEGREE OF MASTER OF SURVEYING SCIENCE
1. A candidate for the degree of master of Surveying Science shall either:
(a) have completed all the requirements of the course for the degree of bachelor of Surveying of the University proviдед however that a thesis, report or other work of such a candidate, submitted under section 2 of this regulation shall not be accepted for examination unless he has graduated in the University; or
(b) hold a degree or other qualification recognized by the Professorial Board pursuant to regulation 3.3.4.
1A. An applicant for candidature for the degree of master of Surveying Science shall submit to the faculty of Engineering (hereinafter called 'the faculty') a proposed course of advanced study, research, or other work to be undertaken by him for this degree.
16. The faculty may prescribe, on the recommendation of the head of the department of Surveying, a preliminary course of study and examin- atlons, appropriate to his proposed course of study, research, or other work, which the applicant must complete before he can be accepted as a candidate for the degree of master of Surveying Science.
1C. The faculty may admit as a candidate for the degree an applicant who satisfies the faculty that:
(a) his training prior to application for candidature Is of sufficient standard; and
(b) he has completed any preliminary course of study and passed exam- inations prescribed under section 1 B; and
(c) his candidature is recommended by the head of the department of Surveying.
2. (1) A candidate may proceed to the degree of master of Surveying either—
(a) by engaging in research work (and, if required by the faculty, com- pleting such studies and passing such examinations as the faculty may determine) and submitting a thesis satisfactory to the examiners em- bodying the results of such work; or
(b) by pursuing advanced studies and carrying out advanced work on a specific project approved by the faculty, and passing such examinations and submitting such reports thereon as may be determined by the faculty.
(2) Any thesis submitted in accordance with section 2(1) shall be sub- mitted within eighteen months of the date approved for commencement of work for the degree, but with the permission of the Dean, acting on the recommendation of the Head of Department, this period may be extended by up to six months. Only In circumstances deemed by the faculty to be exceptional will a thesis be accepted after a period of two years has elapsed from the said date, provided that, In the case of candidates accepted on a part-time basis, faculty may determine the period allowed to such candidates for submission of theses for examin- ation.
3. The work and studies referred to in section 2 of this regulation shall be carried out under the control of the head of the department of Sur- veying.

4. A candidate who has fulfilled the conditions prescribed, has satisfied the examiners, and has held the degree of bachelor of Surveying or an equivalent qualification approved as aforesaid for not less than one year may be admitted to the degree of master of Surveying Science.
REGULATION 3.46 DEGREES OF MASTER OF ENGINEERING AND MASTER OF SURVEYING
1. A person may be a candidate' for the degree of master of Engin- eering if he Is—
(a) a bachelor In some branch of Engineering with standing of not less than three years or such longer standing as may be required by the faculty of Engineering, or
(b) a graduate in Engineering Science or In some other faculty In either case with standing of not less than seven years or such longer standing as may be required by the faculty of Engineering and he has produced evidence satisfactory to the faculty of Engineering that he has had adequate training and experience in Engineering.
2. A person may be a candidate' for the degree of master of Surveying if he is a bachelor of Surveying with standing of not less than three years.
3. (1) A candidate may be admitted to the degree of master of Engin- eering who-
a) has produced evidence satisfactory to the faculty that, since gradu- ating in the manner required by section 1, he has spent the minimum period hereinafter defined In acquiring proficiency in that branch of Engineering in which he is presenting material for examination; and (b) has presented:
(I) a thesis or a written report, or
(11) original designs of engineering work with which he has been con- nected in a responsible capacity, such designs being accompanied by all necessary calculations and specifications, or
(III) published work In Engineering or such unpublished work In Engin- eering as he deems appropriate or both.

e- ) The minimum period referred to in sub-section 3 (1) (a) hereof shall (a) where the candidate presents for examination material appropriate to the branch of Engineering In which he was admitted to the degree of bachelor, and has obtained first or second class final honours In the course for that degree, three years;
(b) where the candidate presents for examination material appropriate to the branch of Engineering in which he was admitted to the degree of bachelor, and has not obtained first or second class final honours in the course for that degree, five years;
(c) otherwise such period as may be determined by the faculty of Engineering.
I When candidates are graduates of other universities, the faculty has resolved that—
(a) The statue of bachelor of Engineering or bachelor of Surveying may be granted for the purpose of proceeding to the degrees of master of Engineering or master of Surveying reepECtiveIy. Applications for auch status will not be considered until the candidate has resided In Victoria for at least five years.
(b) The status of bachelor, when granted, will become effective as from the date of the candidate's commencing residence In Victoria, or obtaining the equivalent of e bachelor's degree in Engineering or Surveying, as appropriate, whichever is the later.
(c) Section 3 1 (a) and 4 I (a) of the regulation will, In such cases, be interpreted as requiring the candidate to have produced evidence satisfactory to the faculty that since the date from which the statue of bachelor became effective he has apeni not less than five years on approved engineering work or surveying work, as appropriate, In Victoria, or on work associated closely with some Victorian engineering firm or authority.
(d) During the period of five years prescribed In section (c) above the candidate will be expected to teke steps to associate himself with this University, by research work or other work done at the University, or In some other menntr approved by the faculty.

(3) All or part of any time spent In advanced studies or research or both, may, if the work is completed to the satisfaction of the faculty and is approved by the faculty as being appropriate to the field in which the candidate presents material for examination, be deemed by the faculty to be time spent for the purposes of sub-section 3 (1) (a) hereof.
(4) Together with material of the type described In sub-section 3 (1) (b) hereof a candidate may present material pertaining to advanced studies or research or both approved by the faculty as appropriate to the topic presented for examination.
(5) The material presented must be acceptable to the faculty as appro- priate to Engineering, and must be satisfactory to the examiners nomin- ated by the faculty.
(6) No thesis, report, design, published or unpublished work shall be considered satisfactory unless it shows evidence of capacity for the development or application of scientific principles and methods, acquain- tance with the work of others in similar fields and ability in the pre- sentation of ideas.
4. (1) A candidate who is a bachelor of Surveying may be admitted to the degree of master of Surveying if he—
(a) has produced evidence satisfactory to the faculty that since obtain- ing his degree of bachelor he has spent not less than five years In acquiring proficiency in Surveying provided that a candidate who has obtained first or second class honours In Surveying part III and Photo- grammetry in his Surveying course the minimum period shall be three years; and
(b) has presented:
(i) a thesis or a written report on his practical experience (with neces- sary plans), or
(II) published work in Surveying or such unpublished work in Surveying as he deems appropriate or both.
(2) The material presented must be appropriate to Surveylng, must be accepted by the faculty and must be satisfactory to examiners nominated by the faculty.
(3) No thesis, report, published or unpublIshed work shall be considered satisfactory unless it shows evidence of capacity for the development or application of scientific principles and methods, acquaintance with the work of others in similar fields and ability in the presentation of ideas.
5. A candidate may not submit for examination work In respect of which he has already qualified for a degree in any university, or, with- out the permission of the faculty, work which he has previously sub- mitted for any such degree.
6. The written report or original designs of Engineering or Surveying work submitted by any candidate under this regulation shall be examin- ed In the manner prescribed in regulation 4.6 for the examination of theses for higher degrees.
7. Notwithstanding anything to the contrary, any person who is accepted, under the regulations in force on or before 31 May, 1958, as a candi- date for one of the following degrees, namely, master of Civil Engineer- ing, master of Mining Engineering, master of Metallurgical Engineering, master of Electrical Engineering, master of Mechanical Engineering or master of Chemical Engineering, may, if he complies with the regula- tions which were In force on the date of his being so accepted, be admitted—
(a) on or before 31 December, 1959, to the degree for which his can- didature was accepted or the degree of master of Engineering, which- ever he may elect, or
(b) after 31 December, 1959, to the degree of master of Engineering.

REGULATION 3.67 DEGREE OF MASTER OF APPLIED SCIENCE
1. A candidate for the degree of master of Applied Science' shall either:
(a) have completed all the requirements of the course for the degree of bachelor of Applied Science, or of the course for the degree of Bachelor In some other discipline In the University, provided however that a thesis, report or other work of such a candidate submitted under section 2 or section 4 of this regulation shall not be accepted for exam- ination unless he has graduated In the University; or
(b) hold a degree or other qualification recognized by the Profes- sorial Board pursuant to regulation 3.3.4.
Provided that a person other than a graduate in Applied Science may be required by the faculty of Engineering (hereinafter called the faculty') to submit evidence of scientific, technological and humanistic training or experience satisfactory to the faculty.
1A. An applicant for candidature for the degree of master of Applied Science shall submit to the faculty a proposed course of advanced study, research or other work to be undertaken by him for this degree.
1B. The faculty may prescribe, on the recommendation of the head of the department concerned, a preliminary course of study, research or other work which the applicant must complete before he can be accepted for the degree of master of Applied Science.
10. The faculty may admit as a candidate for the degree an applicant who satisfies the faculty that: .
(a) his training prior to application for candidature is of sufficient standard; and
(b) he has completed any preliminary course of study and passed exam- inations prescribed under section 1 B; and
(c) his candidature is recommended by the head of the appropriate department.
1D. Notwithstanding the provisions of the preceding sections the course of a candidate for the degree of master of Applied Science In Dietetics shall be under the control of the faculty of Science.
2. (a) A candidate may proceed to the degree of master of Applied Science by pursuing for not less than one year
(I) research work (and, if required by the faculty, completing such fur- ther studies and passing such examinations as the faculty may deter- mine) and submitting a thesis satisfactory to the examiners embodying the result of such work; or
(11) a combined course of advanced studies and advanced Investigational work on a specific project and passing an examination on the subject of the studies and submitting a thesis satisfactory to the examiners on the subject of the investigational work.
(b) (I) Any thesis submitted In accordance with this section by a candidate other than a candidate accepted on a part-time basis shall be submitted within eighteen months of the date approved for commence- ment of work for the degree, but with the permission of the Dean, act- ing on the recommendation of the Head of Department, this period may be extended by up to six months. Only in circumstances deemed by the faculty to be exceptional will a thesis be accepted after a period of two years has elapsed from the said date.
(ll) In the case of candidates accepted on a part-time basis, faculty shall determine the period allowed to such candidates for submission of theses for examination.
3. Work undertaken pursuant to section 2 of this regulation shall be carried out In departments or affiliated colleges of the University

responsible for the undergraduate courses controlled by the faculty:
Provided that with the approval of the faculty part of such work may be carried Out in some other place In which case the work shall be super- vised by a member of the teaching staff appointed by the faculty.
4. Notwithstanding anything to the contrary In the preceding sections, a candidate may proceed to the degree of master of Applied Sсiепсе by:
(a) producing evidence of having had, subsequent to obtaining a de- gree or other qualification sufficient for the purposes of sectlorг 1 above, a period of at least two years' professional occupation satisfac- tory to the faculty; and
(b) submitting a thesis2 satisfactory to the examiners, the subject or subjects of which has or have been approved by the faculty and which thesis—
(i) embodies a study of some branch of Applied Science associated with industrial operations; or
(ii) is based on some topic of a scientific or technological nature In- volving investigation or research; or .
(iii) Is based on some social, historical or economic aspect of industrial operations Involving a knowledge of some branch of technology; or (iv) is based on some new approach to a technological problem; or (v) is based on his published work in some branch of Applied Science.
A candidate may submit published or unpublished work in support of his thesis.2
Except with the permission of the faculty a candidate proceeding in accordance with the provisions of this section shall submit his thesis for examination within five years after obtaining the approval of the faculty to the subject or subjects thereof.
5. Should the work submitted by a candidate in accordance with the provisions of section 4 hereof have been undertaken in collaboration with others the candidate will be required to submit a signed statement as to the extent of his own share—
(a)• In planning the work, (b) in carrying out the work, and (c) in writing an account of the work.
6. For the examination of a thesis, the faculty shall nominate two examiners, one of whom shall be chairman. The result may be pass, fail or deferred. In the case of a deferred result the examiners shall indicate in what respects the material of the thesis should be modified before re-submission. In the case of a disagreement between the two examiners the faculty shall nominate a third examiner and in such case the decision of the majority shall be final.
7. A candidate who has fulfilled the requirements of this regulation and who has been passed by the examiners may be admitted to the degree of master of Applied Science. .
REGULATION 3.47 DEGREE OF DOCTOR OF ENGINEERING
1. The faculty may admit as a candidate for the degree of doctor of Engineering a bachelor of Engineering who Is of at least five years standing, or a graduate in some other faculty who is of at least five years standing and who satisfies the faculty that he possesses adequate experience of Engineering.
2. (1) An applicant for candidature for the degree shall submit a list of his published work and three copies of all the work to be submitted for examination. The work to be submitted shall Include work which has been published.
(ii) An applicant may not submit for examination work In respect of which he has already qualified for a degree In any university, or, with-
see regulation 4.6. Three copies are prescribed.

4out the permission of the faculty, work which he has previously pre- sented for any such degree.
(Ili) An applicant, when submitting work for examination for the degree, shall state generally In a preface and specifically in notes the sources from which his Information is derived, the extent to which he has availed himself of the work of others and, In general terms, the portions of his work which he claims to be original.
(iv) When an applicant submits for examination work which has been undertaken In collaboration with another person, he shall state In writing signed by him the extent of his own share In planning, carrying out and writing the account of such work.
3. (I) The faculty shall appoint a committee to determine:
(a) whether the subject matter of the work presented falls within the scope of Engineering and, If so,
(b) whether, in general terms, the quality and quantity of the work presented justifies submitting the work to examination.
(ii) The faculty may appoint persons who are not members of the faculty of Engineering to such committee.
(lil) If the committee decides that an examination is justified, It shall (a) nominate examiners and
(b) recommend to faculty that the applicant be admitted to candidature for the degree.
(iv) on the recommendation of such committee, the faculty may admit the applicant to candidature for the degree and forward the names of the examiners to Council.
(v) Subject to the statutes and regulations of the University, the faculty may give directions for the conduct of the examination.
4. A candidate
(a) whose work, In the opinion of the examiners,
(i) Includes a substantial original contribution to knowledge In Engin- eering and
(li) is of a standard which would give him authoritative standing In his field and
(b) who has fulfilled the prescribed conditions
may be admitted to the degree of doctor of Engineering.
REGULATION 3.68 DEGREE OF DOCTOR OF APPLIED SCIENCE
1. A person may be admitted as a candidate for the degree of doctor of Applied Science! If—
(a) (I) he Is a graduate In Applied Science of not less than five years' standing; or
(11) he Is a graduate other than a graduate In Applied Science of not less than five years' standing:
Provided that a person other than a graduate in Applied Science may be required by the faculty to submit evidence of scientific, technological and humanistic training satisfactory to the faculty;
(b) he has had association satisfactory to the faculty with industrial operations or a profession since obtaining qualifications satisfactory for the purpose of sub-section (a) hereof;
(c) he has made substantial published contributions to Applied Science;
and
(d) he has obtained the approval of the faculty for the subject of the work submitted.
For the purposes of this regulation the term 'Applied Science' le limited to those fields of knowledge associated with the undergraduate courses controlled by the faculty.
