SUSPEBSION O F STANDING ORDERS.

Thc POSTMASTEIZ-GENERAL movcd, vithout previous notice, and unopposccl-

That so mucli of the Sttinding Orders bo suspcudod us will ennblo the Council t o pass Bills through d l tlicir various stages in onc dag.

He should not, he said, ask tho House to pass morc than oue Bill, to-clay, tllu Ilomcsteacl Areas Diu, which it was desirilblc and necessary to pass before the resolutions for t h e resumption of lands from runs came on for consideration. I f there -sere not many amendments made in committee, the thjrcl reading of the Bill was a merely formal matter. On Monday h c should ask the House t o pass through other Rills as necessity r e uired.

ClQuestion p u t and passed.

TBRRITORIAL AXNEXBTION.

The POSIXASTEE-GENERAL moved-

1. m a t in the opinion of this House it is desirable that the Islands lying within sixty miles of the coasts of the Colony of Queenslalld should be annexed to, and become part of, t h e said colony.

2. That an Address be presented to the Gover- nor, praying that Hia Excelleney mill be plraisd to exercise the powers in that behalf conferred upon hini by the Letters Patent, of date the 30th May, 1S72, laid upon the table of this House, by command, on the 13th instant.

T h e reason for his asking thc House to pass the resolutions, vas, that there were several islands to the northrrard which were at more than three miles distance from the const-the present territorial jurisdiction of Queenslaud --and CQSCS of difliculty had arisen from the doubt as to whcther they were under Hem South Wales or under this colony.

Question p u t and passed.

JOINT LIBRARY COMMITIIEE.

~TJpod t h e Order of the Day being called, the consideration of the report of the Joint Lihary Committee,

The

PRESIDENT

moved that the Order be discharged. The Library Committee wishecl t h a t provision should be made for the pur- chase of furniture, which r a s considered ne- cessary for the library. He saw that a s u u for that urpose was placed on the Supple- mentary Estimates ; and, therefore, at this period of thc session, he thought it was unne- ccssary io go further into the subject. He had intendcd to bring before the Council a rcsolution, in consequence of that report, which would havc embraced mom importaiit matters ; that was to say, it rould have gono t o r a r d s the general supply necessary for the requirements of the Parliament in the various departments. As the session m-as d r a r i n g so near t h e close, it would be hardly of advau- tage to do so n o v ; and he should, therefore, defer taking further notice of t h e subjcct until another time.

Question put and passed.

HOMESTEAD AREAS BILL.

U on tho Order of tho Day bcing rend, TEe POSTMASTER-GENEELL morcd the Housc into Coinmiltcc of the Wholc for the consicleration of this Bill.

Clause G-

" Selections may cornprise both agriculturttl and

pastoral land but shall be made in one block and the total area a h d l not erceod six hundred and for$ acres."

The Hon. J. F. MCDOU~ALL moved- That the words " sis hundred and forty" be struck out, Fpitli a view to the insertion of " three hundred aud twenty."

The POSTXASTER-GENERAL said he mas in charge of t h e Bill, and he thought that it would not be well for him t o allow such an amendment to pass without expressing his opinion upon it. H e should, of course, divide t h e House if h e was not aware, from what took place yesterda that the amendment for limiting the area o?homestead selections to 320 acres would be carried ; and Q S that area vas originally proposed by the Government in the bill, he had less compunction in allow- in the amendment to pass.

%he Hon. J . TAXLOB regarded the amend- ment as a j n s t one. He trusted that Then t h e

Bill

went to the other House, it would be accepted ; and that, although, as he was aware, there had been a fair fight for the increase of the area to 6210 acres, yet that they had snfficient good sense and reason left t o allow this amendment of the Council to pasy.

Question put and amendment affirmed, and t h e clause as amended Ras passed.

Clause 11-Lands resumed from runs not open to selection until proclaimed.
