OPERATIONAL AND FIRB EVACUATION PLAN OF MANAGEMENT (Rev A)

INTRODUCTION
In order to comply with certain town planning matters a plan of management is required to ensure that the continual operation of the motel will be in accordance with conditions imposed by Tweed Shire Council,
The tavern has been designed to fully comply with a Place of Public Entertainment (POPE) conditions as specified under section H of the Building Code of Australia.
ln order to comply with such conditions there are evacuation procedures that will need to be put into place in order to safely evacuate the building successfully due to the complexity of the building.
Further to the evacuation procedure there are town planning matters that refer to the operation of the building so as excess noise is not generated by the management and operation of the hotel which will offend the neighbouring community.
These matters are contained in the Noise lmpact Study as prepared by Warrick Smith and and summarised in this Plan of Management.
It is now proposed that the tavern will have its occupancy staged in accordance with the details provided below.
OVERVIEW
Its is proposed that the occupancy with be stages in accordance with the following..
stage 1 : Level 3, level 2 offices and the drive through botfle shop only Stage
2:
All3 levelsThe tavern will be fully completed but only the level 3 will be operational in the first instance, the originally submitted plan of management has now been revised to cater for partial occupancy, of level 3 only, and the second stage of occupancy which includes all 3 levels. The TAB and poker machines will initially be located on level 3 and they may in fact not be relocated.
Stage 2 will become occupied as the patronage demands.
To prevent the general public from gaining access to the unoccupied areas the following restriction swill be put into place.
LEVEL 1 (Public Bar)
There will be no access to the public bar initially. There are also double swing doors being constructed in the corridor adjacent to the cool room to allow access for stafflo load stocù into the cool room, as well as the concertina doors too allow bulk loading via a pallet jack.
Whilst the tavern is operational, this door (noted as W107 on dwg 3Z9SM/D/T02 REV /0S) will be locked as if it is swung inwards, it prevents egress from thé corridor with the
concertina doors for the bottle shop staff, assuming the main roller doors are not yet open.
There will be no access from the gaming level above as the door from the air lock will be locked.
The lift access to the public bar will be disabled by the lift contractor.
The door to the void area will remain rocked during trading hours.
LEVEL 2 (Gaming/Function Room)
It is proposed that level2 will be used initially as a function room. Gaming machines may be relocated at some stage in the future should the patronage warrant théir relocation.
The level 2 room will have the doors from the beer garden locked from the inside. They will still allow access from the beer garden to the air lock and hence to the lift for disabled access and egress. The panic bars on the doors will override the locks for emergency egress.
The access from the corridor leading to the office area will have a door that will be locked and have access by management and staff only. The door will be fitted with a panic barfor emergency egress.
There will be no access from the public bar below as the bar will be unoccupied.
The lift access to level two will be disabred by the lift contractor.
level two is proposed to be a Function Room in the initial stages of occupancy. During functions the level 2will be staffed and this will provide patron! with assiétancê for egiess in the case of fire.
The staff will also prevent access by patrons who are not involved with the functions.
The door to the void area will remain rocked during trading hours.
LEVEL 3 (Bistro and Lounge)
The Fire lndicator Panel has been relocated to the main entry to the beer garden as level 3.
The-.main sliding gate at the entry is to be locked in the open position during trading hours for fire egress.
There is a new egress door at the end of the verandah that exits onto the foot path.
NOISE CONTROL
The following steps shall be set in place by the hotel management in order to comply with the abovementioned noise impact study.
PATRON ACTIVITIES AND EXITING THE BUILDING.
o
Due to the low ambient noise levels experienced at night, the level 3 bistro is to have the doors to the beer garden closed and sealed no later than 10:00 PM.o
The bifold doors that have now been added for access to the verandah will also need to be closed and sealed, as there doors have been specially selected for their acoustic properties.o
Appropriate signage shall be put in place for patrons leaving after 10:00 PM requesting they leave the premises quiefly.o
Security is to be provided at all exits that remain open after 10:00 PM to ensure compliance with the above items is met.o
Patrons leaving the premises after 10:00 PM are to do so via the air locks provided at the east and western ends of the top level..o
Any entertainment that is provided is not to exceed 102 dB¡a as advised in the acoustic report by Warick Smith.o
Outside entertainment can only be provided in the level 3 beer garden where a suitably designed and installed screen wall is in place between ihe beer garden and the main stairwell to Terranora Road.o Ïhe noise levels for such entertainment will be electronically controlled so as not to exceed the noise levels required to satisfy the Noise lmpact Assessment.

When the tavern is trading till midnight, any entertainment shall cease with sufficient time to allow staff to evacuate the tavern prior to midnight to comply with the after midnight noise curfew.DELIVERY VEHICLES AND RUBBISH REMOVAL
o
Breaking of wastage glass is not to be carried out outside the building prior to B:00AM or after 10.00 PM.
o
Rubbish removal vehicles are not permitted on the premises prior to B:00 AM or after 10:00 AM.EVACUATION PROCEDURES
ln order to safely evacuate the various levels of each building in the case of a fire, certain procedures and staff training will need to be put into place.
Once these procedures ale in place, staff training shall be repeated at least once per annum to ensure new staff are suitably trained and existing staff are kept up to daie with the procedure and any changes that may occur in the occupancy of the other two floors.
LEVEL 3 (BISTRO)
The Bistro level has a main entry which includes gate entry to the beer garden from the main stairs. There are then two entry points to the building interior. The main point of entry incorporates an air lock for noise reduction and a much la-rger entry to allow localtraffic in and out of the bar and bistro. This secondary point of
entr¡is
to be closed after 10:00 pMas previously mentioned.
During all hours of operation the gates to the beer garden are to be padlocked in the open position at alltimes.
The second egress point is on the northern side of the Bistro which allows patrons to exit to the balcony and down the northern stairwell fire exit. The lift is not to be used in the case of fire.
The management shall ensure that staff are to act as fire marshals in the case of a fire. lt is suggested that security staff would be the most suitable personnel, however bar and kitchen staff should also be familiar with the correct procedure.
In the event of a fire to the bistro level, the following procedures shall be followed:
o
Should a fire break out in the beer garden, the staff shall direct the patrons back into the building and away from the fire, or exit through the gates, depending on the location of the fire. The patrons can then exit the building thiough the westein air lock or the fire exit onto the balcony, should they be direõtedbaik
¡nto the building.o
Should a fire break out in the gaming lounge or bistro area, staff can then direct tñe patrons out through the beer garden and/or the western air lock or fire stair onto the balcony, depending on the location of the fire.o
Should a fire break out in the TAB gaming lounge the staff shall direct all patrons onto the balcony to the western fire exit or alternatively the patrons can exit trough the beer garden depending on the location of the fire éource.o
Should a fire break out in the kitchen the staff should be sufficienfly trained to efficiently egress the building. The trained staff should then direct ihe patrons away from the fire and exit the building via the beer garden and/or the balcohy and hencã the northern fire exit, depending on the exact location of the fire. The re-sidual staff can exit the kitchen at the exit door adjacent to the cool room and directty onto the footpath.o
Should a fire break out on the balcony, the staff shall direct the patrons to exit either back into the building and through the beer garden or via the western fire exit that directs people onto the footpath, depending on the exact location of the fire.LEVEL 2 FUNCTION/GAMING
The main entry to the gaming level is via an air lock for noise reduction. There is a second egress point being a fire stair that allows patrons to exit via the level 1 or public bar level, or via the level 3 Bistro level.
There is also a non fire isolated stairwell to atlow patrons to egress through the publ6 bar.
During all hours of operation the gates to the lower beer garden are to be padlocked in the open position at alltimes.
The lift is not to be used in the case of fire.
ln the event of a fire to the bistro level, the following procedures shall be followed:

Should a fire break out in the office atea, the staff shall have sufficient training to befamiliar with both fire exits, being the fire stair and the main entry which
incorporates an exit door with panic bar. They shall also direct any non staff like sales and delivery people on how to exit the building.
o
Should a fire break out in the gaming area, the staff shall direct the patrons to exit the building via either fire exit depending on the location of the fire.o
Should a fire break out in the lower beer garden the staff shall direct the patrons back into the building and exit via either fire exit, or exit through the gatesdepending on the location of the fire.
LEVEL 1 PUBLIC BAR
The main entry to the public bar is via the air lock between the public bar and the bottle shop.
The is also a fire star that allows patrons to exit via level
2
and a non fire isolated stair to the level 2 on the southern side of the public bar.The lift is not to be used in the case of fire.
ln the event of a fire to the public bar level, the following procedures shall be followed:
o
Should a fire break out in the bottle shop the staff are able to exit via the roller shutters during business hours. They should also be sufficiently trained to prevent the public from entering the bottle shop or driving through the bottle shop in the case of a fire.o
Should a fire break out in the bottle shop outside business hours the staff should be sufficiently trained to exit from either of the public bar exits. Further they should direct any non staff like sales or delivery people to the exits as well.o
Should a fire break out in the public bar, patrons shall be directed to exit the building via the main air lock, or the fire stair, depending on the location of the fire.The above procedures are to be set in place by the hotel management and staff training is
to be provided at no less than once per annum, or when new stãff are being employed.
