Principal Reasons for Rules

The purpose of the Richmond Intensive Development Area (RIDA) is to increase the choice of lifestyle opportunities and allow for a more intensive residential population in central Richmond close to downtown amenities. The Richmond West and Richmond East development areas are crossed by high voltage transmission lines, which are important elements of the national grid that need to be protected from the adverse effects of development. The landscape value of the hills for Richmond East is maintained by limiting development to the lower slopes of the hills and ensuring a lower density of rural residential development at the junction with rural land.

Priority will be given to residential proposals with a higher density, located near the city center (400 meters on foot). In the Mapua Rural Residential Zone, development is envisaged to a higher density than is envisaged based on the lot size of the controlled activity subject to the detailed design.

Assessment Criteria for Subdivision
