Executive Summary

Australia as a nation has developed an enviable reputation world wide for its capacity to produce and export meats of the highest quality. The high value markets in Europe and North East Asia, demand Australian products as they recognise the substantial advantages Australia has as a meat producer. The country is widely acknowledged due to its clean and green environmental standards, its capacity to produce large tonnages of pasture and crops that foster livestock feeding, enabling the highest quality of meat to be produced.

In lesser markets such as South East Asia and the Middle East, Australian meats are still very popular and amongst the upper classes of these nations, Australian meat brands would be highly preferred. Australia is also a major supplier to North America and not only in manufacturing beef. The US is Australia’s major market for veal, lamb and goat meat and second largest market for beef and mutton.

Standards for the management and transport of all animals are contained in the National Codes of Practice. Strict animal welfare laws in Australia mean that the welfare of any animal, whether on a farm, in transit or exported, is given high priority. Meat Standards Australia’s (MSA) beef grading scheme is strongly supported, particularly in Western Australia (WA) but it is likely the rest of Australia will add support to this internationally acclaimed program. MSA underpins the country’s reputation as a supplier of premium eating quality beef as it links the production chain from the farm to transport, to processing and retail, guaranteeing high eating quality. Processors have welcomed the MSA system and use it to develop commercial brands, underpinned by the grading scheme, which has grown the market for beef both domestically, nationally and internationally. Similar schemes for other meats are being considered.

Beef is by far the major meat produced and exported from Australia. Beef encompasses 66.3 per cent of all meat production while lamb ranks second at 12.4 per cent. Pig meats accounts for 11.1 per cent of production, followed by mutton 8.7 per cent and the minor meats of veal and goat meat which account for only 0.09 per cent and 0.05 per cent respectively. On average over the period 2001/02 to 2006/07, Australia produced 3,319 million tonnes of meat per annum.

In 2006/07 up to April 2007, Australia had exported meat products to 343 countries. Lamb had the largest distribution being exported to 97 individual countries, followed by beef at 83, mutton 70, pork 37, goat 30 and veal 26.

1. Introduction

The volume and value of Australian meat production and exports is substantial. On average over the past six years to 2006/07 Australia produced 3,166 million tonnes of meat per annum. Of this meat production, 1,428 million tonnes per annum was exported at a value of

$6,411 million. Overall, exports contribute 45 per cent of total production. This supply encompasses 2,073 million tonnes of beef, 394,000 tonnes of pig meats, 361,000 of lamb and 259,000 tonnes of mutton. Between them veal and goat meat provide only 48,600 tonnes and respectively contribute 32,000 tonnes and 16,600 tonnes.

Australian cattle slaughter and beef production has been relatively volatile over the past six years as has mutton. In contrast lamb production and exports have continued to rise since 2002/03 while goat meat production and exports have continued to increase since 2001/02 before a fall in 2005/06. Pig meat production and exports peaked in 2002/03 before a steady decline through to 2006/07. Australian veal production peaked in 2002/03 but declined in 2005/06 before increasing again in 2006/07.

2. Beef

Australia’s beef production in the six years to 2006/07 averages 2.07 million tonnes per annum. Queensland certainly dominates beef production, averaging just over 1 million

tonnes per annum, accounting for 49 % of total Australian beef production. With Queensland, New South Wales (21.4%) and Victoria (17.3%) combined these states provide some 88 per cent of all Australian beef.

Not surprisingly Queensland is also the major beef exporter in Australia with an even higher ratio of export at 58.4 per cent of total Australian beef exports. Queensland’s large abattoirs have long had a strong relationship with Japanese companies which are keen to import particularly Japanese fullsets and other beef products. Beef exports from the lesser states, including New South Wales and Victoria, are substantially less as these States also have a strong domestic market for beef. Exports from New South Wales and Victoria are only 18.6 and 15.1 per cent respectively as shown in Table 1. Western Australia accounts for only 2.9 per cent of total beef exports.

Over the six years to 2006/07, Queensland had the highest percentage of exports to total production at 58.4%, while New South Wales, Victoria, Tasmania, South Australia, Western Australia and Northern Territory respectively accounted for 40.6%, 39.9%, 35.9%, 30.6%, 25.2% and 18.8%.

The major markets for Australian beef by value in 2006/07 were Japan (44.3%), USA (24.3%), Korea (19.2%), Taiwan (2.6%) and Indonesia (1.4%), accounting for 91.8 per cent of all beef exports. On average, 46.3 per cent of Australia’s beef production was exported (see Appendix 1).

3. Lamb

In recent years there has been an increasing interest in red meats across the world. Red meat is now recognised as a high quality protein source that enhances the well being of humans. Even in southern and northern Asian countries, there is a growing interest in red meats along with the favoured traditional white meats of pork and chicken.

Australian lamb is now recognised as a high quality premium meat. In the past six years lamb production increased by 18.9 per cent while lamb exports have lifted by 35 per cent to 2005/06 but unfortunately declined by 12.6 per cent in 2006/07, as shown in Table 2, on account of the lack of rain leading to higher feedstock prices and poor pastures.

Victoria and New South Wales are the major Australian producers of lamb accounting for 62.8 per cent of carcass weight produced. Western Australia’s lamb production increased by 51.9 per cent over the past five years but declined by 3 per cent in 2006/07 however still contributes 12.9 per cent of Australia’s total lamb production.

Victoria is by far the major exporter of Australian lamb, contributing 46.3 per cent of all exports. New South Wales has a considerably higher production of lamb than South

Australia but South Australia is the second highest exporter of Australian lamb. On average over the six years, export percentages were as follows; South Australia at 19.8%, New South Wales 16.5 per cent, Western Australia 15.1 per cent, Queensland 1.7 per cent, Tasmania 0.5 per cent and a negligible amount from the Northern Territory.

Australia’s major markets by value for lamb in 2006/07 were the USA, which accounts for 40.1 per cent of all lamb exports, Japan (8.1%), United Kingdom (UK) (7.1%), United Arab Emirates (UAE) (6.7%) and Canada (4.4%). Together these markets purchase 66.4 per cent of all lamb exports suggesting there are a reasonable number of smaller markets. On

average 35.4 per cent of Australia’s lamb production was exported (see Appendix 1).

4. Mutton

Mutton production in Australia has been quite volatile over the past six years slipping by 25.8 per cent from 2001/02 to 2003/04 but since then has improved significantly by 30.7 per cent through to 2006/07. Again New South Wales and Victoria are the dominant producers supplying 62.3 per cent of all Australian mutton.

Across the nation, mutton exports declined by 21.6 per cent from 2001/02 to 2003/04 but from there on there has been a dramatic increase from 130,467 tonnes to 179,401 in 2006/07. Over the six years, Western Australian mutton exports increased by 120 per cent, while several other states’ exports declined. New South Wales mutton exports dropped by 18 per cent while Queensland’s exports of mutton reduced from 14,246 tonnes to 7741 tonnes, a decline of 45.7 per cent. Similarly in Tasmania there was a drop in mutton exports of 38.2 per cent, see Table 3.

The top five markets for Australian mutton exports in 2006/07 were Saudi Arabia (15.8%), USA (10.3%), UAE (7.1%), South Africa (7.0%) and Japan (6.9%). These account for only 47.1 per cent of total mutton exports. Clearly there are a substantial number of smaller markets across the world for mutton.

Victoria is clearly the largest exporter of Australian mutton despite the fact that New South Wales was the largest mutton producer. On average over the six years 86.9% of all Victorian mutton produced was exported. Export percentages of other states were South Australia (58.5%), Western Australia (52.3%), New South Wales 49.1%, Queensland (46.4%) and Tasmania (6.1%). On average 60 per cent of Australia’s mutton production was exported (see Appendix 1).

5. Goat

Goat meat is recognised as the most eaten meat across the world. There are few taboos imposed on goat meats by culture or religion and in developing countries it is regarded as a healthy food, being lean and low in cholesterol. The largest goat populations are found in China and India comprising some 37 per cent of the world’s goats. Developing countries in Asia, the Middle East and Africa are the largest producers and consumers of goat meat.

Australia’s goat meat production and export is shown in Table 4.

However, Table 4 also shows the substantial increase in goat meat production in Australia over the past six years, with an increase of 47.2 per cent. Even better was the improvement of Australian goat meat exports which have lifted from 13,169 tonnes in 2001/02 to 21,702 tonnes in 2005/06, representing an increase of 65 per cent. However goat exports declined in 2006/07 by 11.1 per cent to 19,288 tonnes.

Unfortunately it is not possible to trace the percentage of exports of goat meats by State. As shown in Table 4, quantities of goat meat exports are, in some years, greater than the tonnes of production. This aberration occurs when processors accumulate goat meat over a period of time in cold storage until they have enough product or prices are high enough to warrant exporting. Depending on the length of the delay in export product accumulated, export volumes can be larger than production in any year (see Appendix 2 to get an overview of the relevant transactions).

Queensland, Victoria and Western Australia are the major producers of goat meat, together supplying 87.1 per cent of Australian goat meat. Similarly these three states are the major exporters of goat meats, accounting for 85.7%.

The major markets for goat meats from Australia in 2006/07 were the USA (59.8%), Taiwan (22.7%), Canada (6.5%), Trinidad (4.6%) and Jamaica (1.3%). Together these account for 94.9 per cent of the value of goat meat exports (see Appendix 2).

6. Pig

Pig meat production in Australia has been somewhat volatile over the past five years. Pork production peaked in 2002/03 at 420,000 tonnes but then declined to 368,000 tonnes in 2006/07, a drop of 12.4 per cent.

New South Wales, despite a sharp decline of 26.3 per cent of pork production over the past six years, remained the major supplier while the second biggest producer, Queensland improved production by 6.8 per cent over the same period. These dominant states together supply 55.7 per cent of pig meat production. Western Australia contributes only 10.7 per cent of pork production but accounts for 16 per cent of pig meat exports, the bulk of which (95%) goes to Singapore.

Australia’s total exports of pig meats to Singapore accounts for 54.5 per cent of all exports.

Singapore is by far the largest market, followed by New Zealand (24.5%), Japan (6.7%), Korea (2.7%) and Hong Kong (1.8%) a total of 90.2 per cent. On average 12.9 per cent of total pig meat production was exported (see Appendix 2).

Western Australia is a relatively small producer of pork but on average over the period 2001/02 to 2006/07 pork exports averaged 18.8% of production, the highest of all the states.

Queensland had the second largest export percentage at 15.4% followed by New South Wales (14.7%), Victoria (12.0%), Northern Territory (8.4%), South Australia (4.6%) and Tasmania (0.8%).

7. Veal

Western Australia, South Australia and Tasmania produce very little veal. Similarly exports from these states are miniscule and South Australia only produces veal for the domestic market. Western Australian veal exports are erratic and negligible. Victoria, Queensland and New South Wales are the major exporters of veal from Australia. On average over the six years to 2006/07 Victoria exported 30.9% of its veal production, followed by Queensland 14.1 per cent and Tasmania 12.9 per cent.

In the review period, the Northern Territory didn’t export any veal and South Australia only exported 2 tonnes. On average Western Australia exported only 1% of all veal exported from Australia, while Tasmania exported 1.8%, Queensland 9.8%, New South Wales 12.7% and Victoria 74.6%.

The major markets for Australian veal in 2006/07 were USA at 55.4 per cent followed by Canada (12%), Kuwait (5.4%), Japan (4.5%) and Russia (2.6%) in total, 79.9 per cent of Australian veal exports. On average 16.6 per cent of Australia’s veal production is exported (see Appendix 2).
