I have the honour, iu accordance with Section 27 of the University Act 1890, to submit to yom- Excellency the following report of the proceedings of the Univer- sity during the past year: —

1.—THE WAR.

During the whole of the past year the Empire has been engaged in the Great War, and the University has felt the effects in much the same manner as the com- munity generally. At the outbreak a fair number of students volunteered, a- short special regulation was passer] authorising special arrangements and. adjust- ments of courses in the cases of students engaged in military duties, and a University Patriotic Fund . was established.

I n other respects the war was not a t first greatly felt;

b u t as t h e months have passed, and t h e increasing gravity of the position has been more and more realised, both members of the staff and the students have been led to consider what further they could do. Some of the resu'lts are set out in the following p a r a g r a p h s : —

Over 800 members of the University have gone over sea on military service. Among these arc 47 mem- bers of the teaching staff, over 300 graduates and licentiates, about 160 past students, and about 300 undergraduates.

Eight of the attendants have enlisted. Among

G. A. Syme are away on active service. Among the senior lecturers are Colonel F. D. Bird, Lecturer in Surgery; Lieut.-Colonel H. C. Maudsley, Lecturer in Medicine; Lieut.-Colonel J. W. Springthorpe, Lecturer in Therapeutics, and Dr. A. C. H. Rothera, Lecturer in Bio- chemistry. Among the past students are Brigadier-General McCay and Lieut-Colonel McNicoll, D.S.O. Considerably over two hundred medical practitioners trained in the Medical School of t h e University are serving a t t h e Front.

The casualties among the members of the Univer- sity include about thirty killed and about fifty wounded. Among t h e killed, mention must be made of Captain G. C. M. Mathison, Sub-Director of Pathology at tho Melbourne Hospital, Captain S. J. Campbell, formerly Stewart Lecturer ou Pathology, and Captain E. F. R. Bage, B.C.E, who was a member of Sir Douglas Mawson's Austra- lasian Antarctic Expedition.

In addition, a very large number of teachers, graduates and undergraduates, are performing military service within the Commonwealth.

Professors Masson, Osborne and Laby, with the assist- ance ot members of their staffs, have collaborated in the design of a, respirator for use by troops exposed to the noxious gases employed by the Germans. They have designed and produced a respirator which has been ap- proved by the Defence Department, and has been for- warded to the W a r Office. The Defence Department has placed an order for a large number of respirators according to this design.

Professors Masson, Lyle and Payne, Mr. A. J . Higgin and Mr. W. N. Kernot, have been devoting a consider- able amount of time to t h e work of the Munitions Com- mittee. Professor Lyle, whose time was free, has been made a member of the Federal Munitions' Committee;

the others named have been made consulting members.

In addition, the Defence Department has asked for Pro- fessor Payne's services for several months in order t h a t he may form one of a delegation of experts t o visit I n d i a t o gather d a t a for t h e establishment of an arsenal in Australia.

Professor Herry and Dr. A. C. D. Rivett have been

appointed to the offices of Registrar and Assistant Registrar

respectively a t the Base Hospital for A ustralian Wounded,

St. Kilda Koad.

A committee organised a scries of public War Lec-

tures, which it was able to make free through the generosity of a private citizen, who undertook t o defray tho necessary expenses. The serii-s, which is still being

As the University branch of the Red Cross Society a large body of ladies meet regularly in the Club House every Wednesday afternoon for Red Cross W

ork.

Many members of the staff and many students unable' a t present to enlist have joined the University Rifle Club, and drill and shoot regularly.

Various efforts have been made for augmenting the Patriotic Fund, In particular, a number of women graduates organised series of lectures, delivered to. small groups in private houses, t h e fees for which have re- sulted in substantial donations to the Red Cross Funds. .

9.—COUNCIL.

Sir J o h n Madden, G.C.M.G-., and Dr. J . H . MacFar- land have been re-elected Chancellor and Vice-Chan- cellor respectively.

Leave of absence has been granted to Dr. B a r r e t t , Colonel Monash and Mr. Syme during their absence on duty with the military forces.

Archbishop Clarke, having forfeited his seat on t h e Council, Mr. W. S. Littlejohn has .been elected to fill tho vacancy.

Dr. Wilson's seat having become vacant by effluxion of time, he has been re-elected for 5 years.

10 OBITUARY.

Professor Marshall-Hall, whose rc-appointmcut to the Ormond Chair of Music was recorded only in the last report, died on t h e 18th J u l y . The Council, recognising his gifts as a composer, his ekil'l as a conductor, his strong personal influence, and his zeal and unselfish de- votion t o the elevation of music, records its deep sense of tho loss which tho University and the community have sustained.

11.—PROFESSORS.

Professor Thomas H . Laby, M.Ai., Professor of Physics

iu Victoria University College, Wellington, N.Z., has

been appointed to the Chair of Natural Philosophy, in

succession t o Professor Lyle, whose impending retirement

was announced in the last report. Professor Laby took

up his duties in March last-.

12.—LECTURERS AND DEMONSTRATORS.

M. Maurice-Carton has by decree of the President of the French Republic, been promoted to tho distinction of an Officier de 1'Instruction Publique.

Dr. W. C. Mackenzie, Lecturer in Regional and Applied Anatomy, has been granted 12 months' leave of absence.

Dr. H. A. S. Newton being appointed substitute.

Miss S. B. Mitchell, Mistress of Method in History and Geography, has been granted 12 months' leave of

absence. * The following were appointed substitutes for lecturers

22.—STATUTES AND REGULATIONS.

The Statute providing for the constitution of the Faculty of Dentistry has been amended with the object of placing on the Faculty the Professors and Independent Lecturers in the School of Dentistry; in this respect placing it on the same basis as most of the other Faculties.

A new Statute—No. XXIII.—Students' Representative Council—has been made for the purpose of giving formal status to the representative body of students elected from the various courses which-has existed for a number of years, and has had charge of students' interests.

The amendment of the Regulations governing Public Examinations, which was foreshadowed in the last report, has been made. The new provisions will not come fully into force until the examinations of Decenvber, 1917.

of courses, however, they are already in force, and t h e Government has appointed three Inspectors, whoso ser- vices will be available for tho purpose of the necessary inspections and reports.

The Regulation providing for tho Masters' degrees in Engineering has boon revised, and the degrees aro now obtainable (a) by exaniination, plus suitable experience, or (b) after suitable experience by the presentation for examination of a dissertation in the branch of engineer- ing, of which a special study has been made.

A new Regulation, providing for the degree of Doctor of Engineering, has- been made. Candidates must be

graduates of four or live years' standing, and m u s t submit published work, constituting a definite advance in Engineering Science.

TTie Regulation governing the Agricultural degree has been entirely rc-ca.st, iu order to introduce definite and formal teaching in Agriculture throughout the course, and to provide that the course at Dookie Agricultural College sliall be taken in tho second your, instead of in the fourth.

Temporary Regulations, arising out of the war, have boon passed with the object—'-(1) of securing special concessions to those who interrupt their studios to take p a r t in the war, (2) of compressing the period covered by the Medical and Veterinary courses, so a,s to accele- rate tho rate at which men. may qualify, and (3) to enable men in other courses to complete their years- early in order t h a t they may enlist.

23.—STEW A RT L E C T U R E S .

Dr. Eric Sinclair, of Sydney, has been appointed t o deliver the biennial course of throe Stewart Lectures, his 'Subject generally being •''Insanity in Australia;" but on account of the prevailing conditions the delivery h a s been postponed till next year.

24.—BUILDINGS.

The Government having provided a sum of .£20,000

as a first instalment of a total g r a n t of £80,000, to pro-

vide a. new building for the School of Arts and Educa-

tion, and to complete the original main building, it was decided, after consultation with the Government, and with the advice of the Chief Government Architect, to call for designs for the proposed works.

This necessarily took a good deal of time, and it was not until May that the designs were received. A com- mittee of professional advisers, consisting of the late Colonel Watson (Chief Government Architect), Mr. H . W, 'Tompkins (President of the Royal Victorian I n s t i t u t e of Architects), and Mr. A. M. Henderson (University Lecturer in Architecture), was then appointed to con- sider the designs, and, on their advice, the prizes were awarded as follows:-—First, =£300, Messrs. Eggleston and Oakley: second, ,£200, Mr. R. G. Gordon; t h i r d , ,£100. Messrs. Bates, Peebles and Smart. As, however, none of the designs was considered a. suitable one to»

carry out. a request was made to the Government that the work might be undertaken by the Government Archi- tect., and tin's has been acceded to.

25. -MEDICAL SCHOOL SITE.

There has been pressed upon the Council a proposal, of which Professor Berry was the author, t h a t the Medical School should bo removed from the University to a site contiguous to the Melbourne' Hospital, in order t h a t all the teaching subsequent to the first year might bo carried nut in close contact with the hospital. The Council having listened to the views in support of the proposal, and, having sought the opinion of representa- tive sections of the medical profession concurred in t h e view t h a t if practicable the proposed removal of the school would make for greater efficiency in medical educa- tion a.ud medical service.

2 C . - M E D I C A L RESEARCH INSTITUTE.

The Trustees of the Walter and Eliza Hall Trust h a v e

most generously offered the sum of ,£2500 per annum, for

a period of six years, in the first instance, to equip and

endow a Walter and Eliza Hall Research I n s t i t u t e in

Pathology and Medicine, in association with the Mel-

bourne TlnspitaI. The Institute is to be under the direc-
