PRESIDENT'S ANNUAL REPORT 1982-1983

LADIES AND GENTLEMEN,

I am pleased to submit this, the 40th Annual Report, on the year's activities of the Dim boo la Dis­

trict Hospital's Board of Management.

It has been a very busy and gratifying period, and as Chairman of the Board, I have much pleasure in bringing to your notice the following achieve­

ments: Air Conditioners have at last been installed in the Alister Hinchley Wing, and my sincere thanks go to the Apex Club. Your efforts in raising funds to supply these units is indeed a magnificent effort.

We are also indebted to the Gateway Shop for the air conditioner, E.C.G. unit and the fish tank in the Alister Hinchley Wing; to Dimboola Lions Club for their donation to the Cardiac Monitor Appeal; to Horsham & District Police and Patrons Charity Golf Day and to Dimboola Railway Centenary Committee and Dimboola Fox Shooters for their donations.

On Sunday March the 27th, the dedication of our Chapel took place. With us on that day was the Right Reverend John Hazelwood who, apart from being the Guest Speaker, took part with the local Clergy in the Dedication Service. I know that the Chapel will be of great benefit, not only to patients, but to visitors and Clergy alike.

The Director of Nursing has received approval from the Health Commission to attend Board Meetings and we make you most welcome Matron.

A Medical Advisory Committee has been formed to approve Medical appointments according to standards set by the Health Commission to ensure high quality care for patients,

Last year our Guest Speaker was Mr. Alan Lock­

wood, Editor in Chief of the Wimmera Mail Times, whose address on "The Way of Life in China" was well received, and I thank him for his help at such short notice.

Delegates from the Board attended the Austra lian Hospital's Association Conference in Adelaide, and were also represented at the Victorian Hospitals Association Conference held in Melbourne.

Dr. Paul Davey was appointed under the Family Medical Programme for a period of six months, and I thank him for his contribution during his stay with us.

We were grateful to receive legacies from the Estates of the Late Mrs. Muntz, Mr. Con Gaulke, Mrs. A. Bennett, Mrs. M. Bretag, Mr. A. Collard and Mr. J. E. A. Pohlner. These gifts have been put to good use.

The House, Finance and Building Sub Committees

met regularly and were well attended.

During the year several inspections of the hospital complex were held. Dr. G. trevaks, Chairman of the Health Commission, and Dr. David Race, Direc­

tor of the Hospitals division within the Commission, were both very impressed and made many compli­

mentary remarks regarding Health Care in our Community. We also received a very favourable report from a Health Commission Management Inspection. These people looked at us with a critical eye but only recommended minor improvements.

Staff Advisory Committee's also met regularly and were well attended. The following Committee's deal with inte rn al matters and their discussions and ideas contribute much towards smooth Manage­

ment in the Hospital. There are now fourteen such Co m mi tt ees: Executive, Staff, Environmental, Safety, Nursing, Medical Records, Drugs, Team, Dom esti c , Engineering, Food Services, Infection Control, Library and Der:al.

On April 26th. this year an Accreditation team ex a m ined every aspect of our hospital and associa­

ted H ealth Care Facilities. It is with a great deal of pride that I can i n c l u de in this report that the Dimboola and District Hospital received Accredita­

t i on for three years, the highest degree of excel­

lence that any hospital can achieve. I express the Board's since r e thanks to all concerned in making this possible. You have been j ustly rewarded for all y o ur extra efforts.

Once again the Auxiliaries have been very active.

The two Ladies Auxiliaries work hard to p rovide the items that we request from time to time. At the m oment the Appeals Auxiliary is conducting a Q ueen Co m petition in con j unction with the Wim­

mera M o llee Radio Hospital Appeal. Proceeds will be used to purchase a Cardiac Monit o r, and on the Board's b ehalf I wish them every success. We thank Miss Marion Phillips for her willingness to participate

in this fund raising activity.

Works completed and new service in use are as follows:

Staff car park,

V ehi c le for use of the district Nurse, Telex e q uipment installed,

A m u c h needed dishwasher in the kitchen.

In conclusion Ladies and G e n t l e m e n , I wish to t h a n k each Board Member for t h e i r support, Mr.

W e l l s and Mr. Walker for t h e i r h e l p to me as Presi­

dent, Matron and the Heads of Departments w i t h i n the Hospital, and every m e m b e r of staff for t h e i r dedication to t h e i r work.

I convey the Board's t h a n k s to the Clergy who gives so much i n many ways to the sick and bereaved.

ADMINISTRATOR'S ANNUAL REPORT 1983

The m a j o r task d u r i n g the year was to prepare for the A u s t r a l i a n C o u n c i l on Hospital Standards survey on Tuesday the 26th of A p r i l 1983, on t h i s day every aspect of the D i m b o o l a Hospitals s e r v i c e was examined and assessed by h i g h l y q u a l i f i e d and experienced health Administrators, represent­

ing Management, Medicines and Nursing d i s c i ­ p l i n e s. We were awarded f u l l accreditation, the highest grade possible, and so j o i n the ranks of a recognised efficient, w e l l equipped and safe Hos­

pital of w h i c h the c o m m u n i t y can feel j u s t i f i a b l y proud.

If I was to briefly s u m m ar i s e the benefits of the two years preparation and r e s u l t i n g co n t i n u i n g service, I would say that it (the preparation and result) has resulted i n " i d e n t i f y i n g areas of need regarding the p h y s i ca l aspect of the Hospital, and an enlightenment for all staff to perform our respec-

live roles more efficiently with greater interest and participation."

F i n a l l y , I wish to pay tribute to a l l staff for t h e i r wonderful support and effort, frequently over and above their n o r m a l d u t i e s ; and c o n g ra t u l a t i o n s , for w i t h o u t you the Hospital w o u l d not be what it is today; our c h a l l e n g e is to m a i n t a i n our standards and service to the sick and needy my personal thanks to you a l l.

I am unable to report a successful f i n a n c i a l year, although I was aware that early in the year, we could not possibly " l i v e" w i t h i n out budget especially regarding salaries and wages, repairs and maintenance and power costs, most, if not al I p u b l i c Hospitals are i n the same boat.

Miss Karen Argall resigned on the 6th of May after 3 ½ years service, I very much regretted Karen's decision, but wish her success.

We were pleased to appoint Mr. Brenden Hoff­

mann to the c l e r i ca l feam, and w e l co m e h i m to h i s position as Paymaster and assistant to Miss Menzel.

Miss B e l i n d a Boone has resigned to transfer her Dental Technicians Apprenticeship to Albury.

B e l i n d a is n e ar i n g the c o m p l e t i o n of her course (November 1 9 8 3 ) and we w i s h her every success and thank her for her co n t r i b u t i o n. B e l i n d a commenced her course at D i m b o o l a on the 1 7 t h of March 1980.

1982/83 was a year of cha I lenge and d i s a p p o i n t ­ ment. A c h a l l e n g e because of the d e c l i n e i n the economy and our endeavours t h r o u g h educa­

t i o n a l and t r a i n i n g a c t i v i t i e s a i m e d at improved management and staff performance.

A d i s a p p o i n t m e n t because we were not a b l e to meet the p l a n n i n g schedule for i m p r o v i n g patients comforts, I refer to a i r c o n d i t i o n i n g of the g e n e ra l ward area, and m e c h a n i c a l services to the A m i n i ­ stration area.

New i n i a t i v e s i n c l u d e d a B i - a n n u a l " A l l Staff' l u n c h e o n m e e t i n g , a motor v e h i c l e for the District N u r s i n g Service and the formation i n October 1982 of a Medical Advisory Board. T h i s C o m m i tt e e plays an important role in m a k i n g recommendations co n c e rn i n g a p p o i n t m e n t of m e d i c a l officers g i v i n g due regard to qualifications, experience, practice and l i c e n s u r e before granting Hospital p r i v i l e g e s.

It is another step taken to ensure c o n t i n u i n g h i g h q u a l i t y care.

I am a g a i n indebted to Mr. Walsgott and the C o m m i t t e e of Management for t h e i r support and understanding and to my co l l e a g u e s Dr. P i c k e r i n g , Mrs. McQuilton, Dr. Muggleton and Miss Menzel for t h e i r co-operation and a d v i c e.

TREASURER'S REPORT

As is usual, I am presenting the Treasurer's Report for the year ending J une 30th 1983.

It is disappointng to report that the statement of income and expenditure discloses a deficit of $43,516 as compared with a deficit of $5818 the previous year.

I n most items on the expenditure side there was an increase on the 1981-82 figure but some of these were in areas which we have no control salaries, fuel, light etc. Repairs and maintenance showed a marked increase, but this is not an o ng o ing expense and most of the work done, particularly around the new admini­

strative block, should not need to be repeated.

The income received by the Hospital, m a i nly from Government Grants -both State and Federal showed a decrease of $97,685 which also affected the finances of the Hospital.

The Committee of Management is grateful to all those people who have helped financial l y to enable the Hospital to continue the high quality of patient care which we belive is found here. This can only be maintained by the continued support of all the Community.

AUDITORS' REPORT

We report that we have e x a m i n e d the accounts of D i m b o o l a District Hospital for the year ended 30th J u n e 1 983.

The basis of accounting is on an accural basis to comply with regulations established by The Health Commis­

sion of Victoria.

These accounts comprise Statement of-Income and Expenditure for the Operating Account for the year ended 30th J u n e 1983, Statement of Income and Expenditure for the Capital Fund for the year ended 30th J u n e 1983, Statement of Balances at 30th J u n e 1983 and Supplementary Information.

I n our o p i n i o n , the Statement of Balances and Statements of I n co m e and Expenditure are properly drawn up i n accordance w i t h a c c o u n t i n g instructions issued by The Health Commission of Victoria so as to give a true and fa i r view of the s i t u a t i o n of the Institution at 30th J u n e 1983 and of the I n co m e and Expenditure for the period ended on that date.

We have examined the Supplementary Information at 30h J u n e 1983 and, i n our o p i n i o n , it is i n accordance w i t h the records of the I n s t i t u t i o n and has been properly prepared so as to g i v e a true and fair view of those items. The accounting and other records e x a m i n e d by us have been properly m a i n t a i n e d .

MEDICAL REPORT FOR 1982-1983

The past year has been a very eventful one. The activities leading up to our successful Accreditation survey have demanded a total commitment by all members of the staff and the result has been an even better team spirit and understanding of each others roles and problems. I know Matron McQuilton Mr. Wells join with me in extending our thanks to them.

We welcome Dr. & Mrs. Stephen Lapin to Dim­

boola where Stephen is working as a Family Medi­

cine Programme appointee in my practice for the next six months whilst his wife, Penny, is on the staff of the Hospital as a Nursing Sister.

DENT AL ANNUAL REPORT 1983

The past year has been quite busy for us conside­

ring the harsh economic c l imate and local condi­

tions. The numbers of Health Care Card Holders being treated has increased dramatically, most of them coming from Warracknabeal, Rainbow, Jeparit and Nhill, whilst some patients re q uiring more complex treatment were referred to us from the clinic at Wimmera Base Hospital in Horsham.

Without doubt the most significant event during the year was the ga i ning of Accreditation by this Hospital. All departments were heavily committed to this gaol and it was extremely pleasing to obtain the maximum possible result. Denis certainly devoted a lot of extra time in his role as Safety Officer and it was this sort of effort put in by all staff that gained Accreditation for this Hospital.

We had a number of staff changes during the year; Bel inda moved to Albury to complete her apprenticeship with a private laboratory. Carol decided to go Nursing and left in September to train at Warracknabeal Hospital. It was decided to employ two Dental Nurses and I would li k e to welcome Arlene McCann from Dimboola and Vicki Lavi this from Horsham. Vickie has her D . A.A . badge and Arlene is studying for it at the momen t.

Our equipment is functioning extremely well and seems as good as new although it is nearly ni n e years old. I feel sure that the regular servicing by the Royal Dental Hospital and the care it receives from us are responsible for its trouble-free function­

ing. We recently received a new piece of equipment that is used for the setting of the latest filling material and I would li k e to thank the D imboola East Ladies Auxiliary for their support in providing the money for it.

NURSING SERVICES

DIRECTOR OF NURSING ANNUAL REPORT

It is with pleasure that I present my Annual Report particularly this year when the Hospital has received f u l l Accreditation in the recent Hospitals Survey.

Without the co-operation of a l l staff members t h i s w o u l d not have been possible and I t h a n k a l l Staff for h e l p i n g to a c h i e v e t h i s standard. The com­

ment by the N u r s i n g Surveyor that "loyalty to the Director of N u r s i n g was evident in a l l departments"

made me very proud to be part of the Dimboola District Hospital staff.

Thanks are extended to Dr. Pickering, V i s i t i n g Medical Officer and Mr Wells, Chief Executive Officer, for their support and advice during the year.

The two Ladies A u x i l i a r i e s are thanked for t h e i r tireless efforts in providing the Hospital with equipment which is beneficial to patient care and makes N u r s i n g easier.

OPERATING THEATRE REPORT

The Theatre contines to have its busy times. I have been kept busy in the Centreal Sterilizing Department preparing stock for use in various departments.

I have attended two one day courses at Mayfield on Theatre and Sterilization. These courses are very interesting especially talking to staff members from various Hospital on the problems they have and t h e i r suggestions. I am very confident that for a Hospital our size we have the latest fa c i l i t i e s .

The Thermometer Monitor bought last year is in c o n t i n u a l use. I am looking forward to the arrival of the Cardiac Monitor.

Sister C. Watson and I attended Wangaratta Hos­

pital for a course i n v o l v i n g Infection Control. Sister Watson is a great h e l p with items needed for the use of heat s t e r i l i za t i o n .

DISTRICT NURSE REPORT FOR 1982/83

The year has been an increasingly busy one with the number of visits per month reaching a maximum of 324. Actual patient numbers are also increased with many fr a i l elde rly patients successfully being kept at home with a c o m b i n a t i o n of various com- munity services. .

I have been fortunate to be the proud driver of the first Dimboola Hospital car purchased in Novem­

ber w h i c h has c e r t a i n l y improved my t r a v e l l i n g comforts. It has also allowed us to attend many Graduate Nurse lnservice Education Program Lec­

tures at the Wimmero Base Hospital which hove been most informative.

The Regional Social Workers Meetings have con­

tinued on a two m o n t h l y basis and have proved very beneficial. As w e l l as the variety of interesting topics w h ic h have been discussed the support gained through this c o m m u n i c ati o n with other Social Workers has been very valuable and greatly appreciated.

The meals on wheels service has run smoothly t h is year with another public meeting being well attended. The c o m m u n i t y effort roster for Januory was q u i c k l y compiled from v o l u n t e e r names and a l l other organizations once a g a i n contributed their valuable assistance throughout the remainder of the year.

The Geriatric Surveys are being reviewed three m o n t h l y and new Surveys are b e i n g carried out as t i m e permits which unfortunately is l i m i t e d .

D u r i n g the year we have established a closer liaison with Aboriginal Health. We look forward to this continuing t h ro u g h o u t the co m i n g year.

The District N u r s i n g Welfare Services could not run as smoothly as they do without the c o n t i n u a l l i a i s o n between other health professionals and community services personnel on both a formal and informal meeting basis. The importance of this cannot be over estimated in the improvement and maintenance in t h e care and support of the people in our C o m m u n i t y over the coming years.

ALISTER HINCHLEY WING REPORT FOR 1982-1983

The Nursing home unit remains busy, providing extended care for 17 residents.

The past year has been particularly busy with the preparations for the accreditation Survey which was held on April 26th, 1983. At this point I would like to thank all Staff members in the Alister Hinchley Wing for their enthusiasm and hard work during this time.

The day Centre and para-medical services have continued to function smoothly and are kept busy.

Staff meetings are held monthly, the Nursing Staff and Ancillary Medical team meetings are essential to patient care and cordial working rela­

tionships between all Staff.

Survey meetings are held three monthly, these are to review all aged surveys, updating current ones and assessing newly surveyed people.

Dr. Pickering keeps an eye on the Nursing Horne with regular weekly rounds. There has not been a great turn over of staff, as in the previous year ..

This year we farewelled:­

Sr. Ann Raven, S.E.N. Rosemary Hine, S.E.N. Rosie O'Brien, S.E.N. Sue Ball, S. E. N. Jo Eldridge.

New Staff members are:­

Sr. Glenda Blake, S.E.N. E. Francisco, S.E.N. Neree Jones,

and we welcomed back S.E.N. Jan Barry.

Due to a directive from the government we will shortly be reduced to 16 patients. It is planned to renovate a small ward currently being used as a two bed ward, into a single room, allowing for more room and comfort for one patient.

The entire staff, Nursing and Domestic are to be commended for maintaining a high standard of care in the Alister Hinchley Wing.

DAY CENTRE REPORT

Activities in the Day Centre for the past twelve months have been many and varied. .

Projector movies are popular with patients.

The Red Cross Concert and Widows concert were enjoyable.

A trip by Day Centre bus to Nhill and Jeparit was organised by Mr. McKenna the Shire Recreation Officer.

The Country Womens Association party was another popular occasion.

The new sewing machine donated by the Gate­

way Shop will get plenty of use in the next twelve months and is very much appreciated. We look for­

ward to another successful year in our Doy Centre.

Catering and Domestic Services Report

The Catering Department is kept busy preparing special diets and following our new menus.

The dishwasher is a great asset and releases a staff member for other duties in the kitchen area.

The Kitchen provided 52,802 meals this last financial year so you can see we have been kept busy.

The Cle a ning Staff are also doing good work in keeping all areas of the hospital clean.

We are all pleased with the Accreditation results.

N u r s i n g Staff:

The lengthiest and most involved program in Education this year has been, the Mayfield Course

on Infection Control undertaken by Cheryl Watson.

This involves five one week sessions throughout the year at Mayfield with assignments and e x a m i ­ nations done by correspondence in-between.

This course is recognised by the Victorian N u r s i n g C o u n c i l , and has proved very beneficial to Cheryl in her role as Infection Control Sister. She in turn has been able to teach others in the increa­

singly important area of Infection Control, w h i c h relates lo all Departments and involves a l l Staff.

Cheryl has received excellent results in exams.

The Wimmera Base Hospital commenced a program of lectures for graduate Nurses, Sisters and E n ro l l e d Nurses in January. These are h e l d three limes a week, one topic per week, and many of our Nursing Staff attended regularly. Topics covered i n c l u d e :

Obstetrics Antenatal, Labour, the Neonate, P u e r p e r i u m , R e n a l F a i l u r e , Dialysis.

Isolation N u r s i n g .

Nursing Records Histories, care plans reports, the law and the Nurse.

DIMBOOLA LADIES AUXILIARY REPORT

It is my pleasure and privilege to present this report, and, in doing so, to thank all members for their loyal support to the Auxiliary and thence to our Hospital.

Despite the fact that we enrolled five new members this year, our numbers are down on last year's figure. Some members have seen fit to resign, unfortunately, and we were very sad to lose one of our foundation members, Mrs. E. Muntz.

Mrs. Muntz gave many years of valuable service as a member and also as President. As well she was a Life Governor of the Hospital. We shall miss her very much. I urge you all to try and recruit some more members to this worthwhile organisation.

The purpose of our existence is to raise money to provide for our hospital items of equipment and amenities. which enable the staff to provide even better care for its patients.

To do this, in the year we organised two fetes and a morning coffee party. Thanks to the genero­

sity of the public we raised just over $1,500. This money was spent in the following way:

A Centrifuge, an Enuresis machine, an Electric Cardiograph machine, an Automatic Blood Pressure monitor and a Chair Support.

My sincere thanks go to the Secretary, Mrs. Wells, Treasurer Mrs. Philmore, Assistant Secretary Mrs.

Stalker, and Matron McQuilton for their support and co-operation.

APPEALS AUXILIARY ANNUAL REPORT 1983

Another successful fund raising year has ended and I must thank Dimboola and district people for their support.

At the present time, in conjunction with the 3WM Wimmera & Malle Hospital Appeal we have an entrant in a quest organised by that Committee wh ich ends in October.

Our entrant is Miss Marion Phillips. Marion is a physical education teacher at the High School. A special thank you for the job you are doing, from the Comm ittee and myself. Our aim is to raise in excess of $5000 for a heart monitoring machine.

Duri n g the year we were fortunate to gain two new members, Mr. Mal Salmon and B ill Fraser.

I personally thank members of the Committee for a job well done and anyone else who helped in any way.

DIMBOOLA EAST LADIES AUXILIARY

It is my pleasure to present the A n n u a l Report of the Dimboola East A u x i lia r y for 1983. We have a membership of twenty-two and meetings are held monthly.

Once a g ain a most successful garden party was held in the Hospital grounds. We express our thanks to the staff for their co-operation and assistance.

Two cake stalls were conducted d u r i n g the year and we thank the donors of the articles which were raffled, especially the Drama Club for tickets for their production.

This year the venue for our barbeque had to be changed because of rain, but was a social and f i n a n c i a l success.

Our Auxiliary have paid half the cost of the E . C. G.

m a c h i n e . A m i n i - fl o w meter and l u n g vaporizer were also bought. $ 1 0 00 was g i v e n towards the furnishings of the Day Room chapel. An activator for the Dental C l i n i c has been ordered. We have invested $ 1 5 0 0 on short term deposit for future requirements of the Hospital.

I would like to thank the members of our Auxiliary for their support during my term as President and the pub I ic for their support of our efforts.

LIBRARY REPORT

The showing of f i l m s in the Day Centre continues to be well attended by our senior citizens attending the Doy Centre. Films also shown for Staff education are on Infection Control and Fire Safety f i l m s w h i c h were w e l l attended.

Text books are c o n t i n u a l l y b e i n g added to our supply. At present we have 1 1 1 text books on our list kept in the Library and the areas where needed throughout the Hospital.

We subscribe to 21 j o u r n a l s also situated in appropriate areas. As each new j o u rn a l arrives the outdated ones are returned and stored in the library.

RED CROSS LIBRARY SERVICES ANNUAL REPORT 1982-83

The Red Cross Library associated with the Hospital, continues to provide reading material for those people who would otherwise have a lot of tim e on their hands.

Thanks must go to the Red Cross Association for the supply of books, esp eci a l ly large print books and magazines.

I would also lik e to a g ain express sincere thanks to Mrs. Kath Fechner and Mrs. Jean Martindale, who each week vis i t the Hospital and distribute books to the patients. Their c o nti n u e d interest and support is much appreciated.

The service also provides pictures on a six monthly rotation for patients i n the Alister Hinchl e y Wing. I wi sh to t h a n k the Hospital staff, e s p e c i al ly Sister Eldridge, for their assistance throughout the year.

RED CROSS HOME NURSING UNIT

I om pleased la report that the home nursing service is sti l l a v aila b l e for persons at home who may require short term (3 months) loan of equip­

m e n t such as crutches, wheelchairs, frames. Red Cross does a wonderful job i n providing a ll of the above mentioned services. Anyone wishing to join Red Cross or to contribute financially towards this work would be most welcome to do so.
