The Department of Environmental Regulation (DER) is a government department for the state of Western Australia in the portfolio of the Minister for the Environment. DER has responsibilities under Part V of the Environmental Protection Act 1986 (the Act) for the licensing of prescribed premises. The site is located in the catchment of Melijinup Creek, which drains into Lake Warden, which is part of the Lake Warden System (LWS).

AS 3543' means the Australian Standard AS 3543 Use of standard Ringelmann and Australian Standard miniature smoke charts;. AS/NZS 5667.1' means the Australian Standard AS/NZS 5667.1 Water quality – Sampling – Guidance on the design of sampling programmes, sampling techniques and the preservation and handling of samples;. AS/NZS 5667.6' means the Australian Standard AS/NZS 5667.6 Water quality – Sampling – Guidance on sampling of rivers and streams;. averaging period' means the time over which a limit is measured or a monitoring result is obtained;. bi-monthly' means every two calendar months;. bio-filter' means the biofilter installed by work approval W at the location depicted in the map of emission points in Schedule 1;. boilers' means the 5,000 kW fully unattended boiler unit or 3,500 kW additional boiler which burns tallow and sump oil to generate steam and hot water for the site;.

"freeboard" means the distance between the maximum elevations of the water surface and the top of the banks or supporting structures at their lowest point; freeboard marker' means a measuring device installed in a pond which enables visual measurement in millimeters at any time of the freeboard of that pond. hardstand is a surface with a permeability of 1 x 10-9 meters/second or less. NATA accredited means in relation to the analysis of a sample that the laboratory is accredited by NATA for the specified analysis at the time of analysis. Premises means the area defined on the facilities map in Table 1 and listed as the facility address on page 1 of the Licence;.

Annex 2' means Annex 2 of this Licence, unless otherwise stated;. spot sample' a discrete sample representative at the time and place at which the sample is taken;. ordinary working day' means hours, Monday to Friday, excluding public holidays in Western Australia;. waste water' means effluent generated from the abattoir, delivery and storage activities on the premises, including contaminated storm water;. waste water ponds' means all ponds containing untreated or treated waste water described as ponds 1 to 8 and pond 11 at the locations shown on the site map and map of emission points and containment infrastructure locations in Schedule 1; and. wastewater treatment system' means the dam-based system for the treatment, storage and wastewater, including connecting pipes and drains to and between dams as indicated on the site map and map of emission points and containment infrastructure locations in Schedule 1. ordinary working day' means hours, Monday to Friday, excluding public holidays in Western Australia;.

The units of measurement used in the information submitted in accordance with the requirements of Parts A and B shall be appropriate to the circumstances of the emission. There is a significant risk of groundwater and surface water contamination given the location of the facility and the age and condition of some of the existing infrastructure. This license amendment will allow for improvements to the site's infrastructure, which include closing and covering the stock yards, a concrete paddock and ramp adjacent to the tank farm and light vehicle fueling stations, the addition of an additional tank for fat, the installation of three interceptor traps and a strong bioremediation stand. Addition of two new evaporation ponds to the sewage treatment system approved under the W works approval and the dam previously referred to as the "storage dam".

Removal of liquid waste facilities in category 61, as the site no longer receives liquid waste from Myrup Truck Wash. Addition of a new 5,000kW boiler and clarification of the use of sump oil and tallow as fuel. DER has not approved this change as the supporting information provided with the application was deemed insufficient to enable an assessment of this request.

This request will be considered as part of a future amendment when the necessary supporting information is available. Other changes have also been made to reflect administrative changes implemented within the Department of Environment Regulation. As part of this change, DER has considered whether the risk profile for emissions and discharges from the premises has changed significantly since the previous permit was granted.

No other significant changes have occurred and, therefore, DER has not changed the conditions and discharges with respect to these unchanged emissions and discharges.

4 Decision table

Controls: As part of the works authorized by this amendment, the site plans to dam the tank farm area to contain a volume of 115.5 m3, which is more than 110% of the largest tank in the tank farm . The general provisions of the Environmental Protection Act 1986 and the Environmental Protection (Unauthorized Discharge) Regulations 2004 also apply to the property. However, the permit holder is exploring alternative recycling options and the option to incinerate the waste will be removed from the permit before it is reissued in October 2016.

Emissions: Low fugitive dust emissions are expected due to the earthworks and concrete making activities expected to take place on site as part of the upgrade. Impact: Disturbing impacts on the nearest sensitive receptor, 1 km from the slaughterhouse and rendering plant. Low risk dust emissions can be adequately regulated under section 49 of the Environmental Protection Act 1986.

Impact: On-site activities such as wastewater drainage and treatment from the abattoir, rendering and capping are likely to produce significant odors from the site. The Licensee has built a bio-filter, by means of Works Approval W, to treat odor fumes from the cooker, which also pass through a condenser. A site visit by the DER in October 2015 showed negligible odor generated from the premises, despite the condenser not being operational at the time of the visit.

Generic odor condition L2.7.1 has been removed in accordance with administrative changes implemented within the Department of Environmental Regulation. Low risk odor emissions can be adequately regulated under section 49 of the Environmental Protection Act 1986. Noise emissions from the Premises can be managed under the provisions of the Environmental Protection (Noise) Regulations 1997 and section 49 of the.

Changes to these terms have been made to include the addition of Pond 11 and to remove monitoring of liquid waste from the Myrup Truck Wash and Wastewater Treatment Plant. The registration, reporting and notification requirements have been updated to reflect the changed terms and to account for the administrative changes. The improvements improve the permit holder's ability to control emissions and discharges from the site.
