It is situated on top of a ridge that divides the site into two catchments, west and east of the site. Landfill operations have predominantly taken place on the western side of the watershed in the center of the property, which is well buffered by jarrah forest; However, there is limited potential for the area's expansion in order to maintain adequate separation distances to residential areas. The site was conditionally approved as a landfill by the Department of Health (DoH) in 1988, as a trade-off for the closure and rehabilitation of the existing landfills at Bridgetown and Greenbushes.

The report acknowledged the limited life left in Bridgetown and that the community is likely to reject any expansion of the site. By 2002, the site had reached capacity underground and disposal operations above ground began. Significant site upgrades were also carried out to ensure compliance with the license conditions, including sealing traffic areas within the site, introducing a recycling area, refined waste disposal areas and installing two groundwater monitoring boreholes downslope of both catchments.

In 2004 the Shire began negotiations to extend the site to the east, taking into account the maintenance of buffer distances to residential areas to the west and north. The Shire estimates the site currently accepts approximately 2,600 tonnes of municipal waste per year; based on the assumption that the annual volume of waste generated in rural communities is 800 kg per person, without considering recycling. Collected curbside waste is transported to the site; Recyclable materials are transported to a material recycling facility in Manjimup.

The council is in the process of proposing a transfer station at the front of the landfill that would collect incoming waste for on-site transfer to the disposal area in the short to medium term and eventually transport the waste to another site. when the site reaches its long-term landfill capacity. The landfill is fully occupied during working hours, and users are charged according to the type and amount of waste. Disposal of municipal waste at the location takes place via an above-ground cell, which is approaching capacity.

The site also contains separate areas for the temporary storage of scrap metal, wood (eg wooden pallets), C&D and other inert waste. Operations on the site have been assessed as a "prescribed site", category number 64 (Class II or Ill perishable landfill), under Schedule 1 of the Environmental Protection Regulations 1987. In order to determine the site's applicable environmental regulation, an emissions and exhaust gas risk -assessment was carried out of the facility using the environmental risk matrix set out in Appendix A.

Government of Western Australia

The complaints received Shire required approval of work related to evacuation for the new area, prior to a 12 evacuation order issued in the past.
