Facilitating Development in the Mackay Region Policy STAGE 2 - APPLICATION

To be eligible for incentives under the Facilitating Development in the Mackay Region Policy, the development must be approved as a ‘qualifying development’. There are two stages of approval:

Stage 1: Expression of Interest Stage 2: Application

Following the assessment of an Expression of Interest and written advice that the development is approved as a qualifying development, a Stage 2 Application will be accepted for consideration of Specific Incentives.

Before you complete this application, please ensure you have reviewed the eligibility criteria outlined in the applicable schedule within the Policy.

1.4 INVESTMENT

Provide comprehensive estimates of the capital investment (e.g. plant and equipment), land and construction costs to be made as part of the development.

1.5 NEW JOBS

Submit the number of temporary (construction) and new permanent jobs (in Full Time Equivalent figures) based on the construction activity and the proposed final use. The Economic Development Program can provide assistance using REMPLAN modelling if required.

3 1.6 INFRASTRUCTURE

Include an assessment of the infrastructure required to service the development to demonstrate that there will be no additional infrastructure costs to Council.

1.7 BUSINESS AND REGIONAL BENEFITS

a) What benefits will the project generate for your business?

Is the development facilitating innovation, improving productivity, increasing sales and/or value- adding to the existing business activity?

b) For a development that is an expansion or relocation of an existing use, what is the net benefit beyond the construction phase of the project?

c) What benefits will the project generate for the Mackay regional economy?

Is the development facilitating the supply of a product or service that is either not represented or over-supplied in the marketplace? Is the development encouraging diversification, stimulating innovation and / or introducing new skills and technologies?

5 d) Demonstrate a commitment to use of local contractors and suppliers.

Who are your key project partners and suppliers? What % or $ of local suppliers and contractors will be used in the project? What % or $ of local suppliers and contractors will be used in the ongoing business?

The Policy seeks to attract investment in qualifying developments to stimulate growth, diversify and add value to the economy of the Mackay region. The Policy is discretionary and seeks to support projects that will deliver the greatest economic benefits to the area of Mackay Regional Council.

Submission of a signed application does not guarantee financial incentive approval for either all or part of the incentive being sought.

Approval of incentives under the Policy will be determined as follows:

a) Where the value of the combined incentives is greater than $20,000, approval is at the sole discretion of Council; or

b) Where the value of the combined incentives is less than or equal to $20,000, approval is delegated to the Director Development Services.

Council will provide a written notice to the applicant advising of the outcome.
