SUMMARY OF REPORT:
The Cabarita Beach Surf Life Saving Club is proposing to extend the operational area within the existing clubhouse, as well as constructing a viewing deck on the eastern side of the building.
The viewing deck will extend beyond the property owned by the Club into Lot 7010 DP 1055324, which is part of the coastal Crown Reserve 1001008.
The Club is seeking in the first instance, the provision of owners consent to lodge the development application for these works, and further, a lease for that part of Lot 7010 affected by these works.
It is recommended that the Tweed Coast Reserves Trust supports the lodgement of the development application over Lot 7010 DP 1055324, and approves the granting of the lease, subject to development consent being granted for the works.

RECOMMENDATION:
That the Tweed Coast Reserves Trust:
1. Supports the lodgement of the development application for the extension works for the Cabarita Beach Surf Life Saving clubhouse over Lot 7010 DP 1055324 within Crown Reserve 1001008;
2. Approves the granting of a lease for a term of ten years with an option for a further ten years with a commencing rental of $480 per annum being the statutory minimum rental, increased annually by CPI (commensurate from the date of development consent including advice of approved grant funding of the works involved); and
3. Executes all documentation under the Common Seal of Council.

The proposed works are supported in the current Tweed Coast Regional Crown Reserve Plan of Management, where one of the objectives for the coastal area in Cabarita Beach is to “support rescue and surf life saving activities and provide land for agreed associated infrastructure and storage”.
The granting of a long term lease is in the public interest as it will support the provision of improved surf life saving services to the community. It is intended that the Trust grant a lease for a term of ten years, with an option for a further ten years, at the statutory minimum rental of $483 per annum, to increase annually by CPI.
It is also intended to include a kiosk area into the lease area, which has previously been utilised under a temporary licence. The plan below shows the areas that will be leased to the Club:

It is recommended that the Tweed Coast Reserves Trust supports the lodgement of the development application over Lot 7010 DP 1055324, and to recommend the granting of owners consent by Crown Lands.
It is also recommended that the Trust approves the granting of the lease, subject to development consent being granted for the works.
OPTIONS:
1. To support the lodgement of the development application and the provision of owners consent, and the granting of a lease ; or
2. To not support the lodgement of a development application.
CONCLUSION:
The objectives of the Tweed Coast Regional Crown Reserve Plan of Management acknowledges the future needs for the coastal community, and clearly identified the future need for an expanded and improved surf life saving service in Cabarita, and in this regard, clearly underpins the Club’s proposal.
