SUMMARY OF REPORT:
The NSW Department of Industry, Land and Water (DOI) has advised the Tweed Coast Reserve Trust that they have received an application from Roads and Maritime Services (RMS) for a licence for the purposes of installing a safety camera at the mouth of Cudgen Creek.
Correspondence from RMS to Council, as Trustee states that “the installation will be used to promote safe boating in NSW navigable waterways and to provide live time footage to boaters to check conditions before embarking on voyages past the coastal bar in the Tweed region”. The correspondence indicates that another camera will be installed within freehold land at Fingal Head at the mouth of the Tweed River.
The location of the Cudgen Creek camera will be within Lot 7056 DP 1113366 being a part of Crown Reserve 1001008, which is reserved for Public Recreation and Coastal Environmental Protection. DOI will issue the licence, as the purpose falls outside the reserve purpose, and in this regard, DOI are seeking the concurrence of the Trust to the issuing of the licence and installation of the camera.
It is recommended that the Tweed Coast Reserve Trust make no objection to the granting of the licence by DOI.

REPORT:
The NSW Department of Industry, Land and Water (formerly Lands and Forestry) (DOI) has advised the Tweed Coast Reserve Trust that they have received an application from Roads and Maritime Services (RMS) for a licence for the purposes of installing a safety camera at the mouth of Cudgen Creek. The letter from DOI is attached to this report. The plan below, included in the letter, shows the location of the proposed camera.
Earlier correspondence from RMS to Council states that “the installation will be used to promote safe boating in NSW navigable waterways and to provide live time footage to boaters to check conditions before embarking on voyages past the coastal bar in the Tweed region”. The correspondence indicates that another camera will be installed within freehold land at Fingal Head at the mouth of the Tweed River.
A copy of their correspondence is an attachment to this report. There are no planning constraints for the installation, so this report relates to the provision of tenure only.

OPTIONS:
1. Council is to make no objections to the granting of a licence by DOI for a safety camera at the mouth of Cudgen Creek.

CONCLUSION:
The installation of the safety camera will improve safety for the boating community and assist in rescue operations. There may be other benefits for Council to the camera installation such as opportunities for monitoring of coastal processes around the mouth of Cudgen Creek. To facilitate the installation of the camera, it is recommended that the Trust make no objection to the granting of a licence to RMS.

b. Budget/Long Term Financial Plan:
No financial implications arise from this report, as RMS will install the camera, and the licence will be granted by DOI. All maintenance costs will remain with RMS, there will be no costs to be borne by Council.
