1 The Licensee shall only operate the Mobile Crushing and Screening Plant(s) in accordance with the Mobile Iron Ore (WA) Crushing and Screening Management Plan (RTIO-HSE-0235877). 2 The Licensee shall ensure that effluent from the Mine Camp WWTPs is discharged only to the splash fields described in Appendix 3. 10 The Licensee shall ensure that all dewatering discharges flow through a gabion outlet at the point of discharge of the debt described in Appendix 6.

17 The Licensee must ensure that at least 1 meter of freeboard is maintained at all times at the main bank. 19 The Licensee must ensure that the tipping area of ​​the perishable landfill is not greater than:. ii) 2 meters above ground level in height. 20 The Licensee must ensure that waste in the dumping area of ​​the perishable landfill is covered:. ii) with a dense (at least 200 millimetres), inert and non-combustible material; and (iii) completely, so that no waste is left exposed.

IR2 - The Licensee will submit a report to the Executive Director on the drainage of the Tom Price TSF.

L8 – L10 The license contains condition L8 (formerly L13) which relates to the monitoring of surface water and drainage discharge points on the Greater Tom Price. Due to the inclusion of WDL1 and WDL2 and the increase in capacity for category 64, there will be no changes in monitoring frequency or monitoring locations. The waste disposal sites (WDL1 and WDL2) are mainly intended for the disposal of inert waste, except for wood. packaging and broken wooden pallets, which are classified as perishable.

The nearest surface water feature to WDL1 is the B1 dewatering discharge point which is approximately 1.9 km to the north east, and to WDL 2 the Hardy River which is located approximately 2.45 km to the west. Stormwater at the landfill sites will be managed in such a way that water that has come into contact with the waste is retained on site. The removal of reference to targets is in line with Departmental reform as published on DER's website under "Administrative changes implemented within the Department of Environmental Regulation" www.der.wa.gov.au.

The licensee will still be required to compare surface water monitoring results with the corresponding ANZECC 2000 water quality values ​​in the annual environmental report, including comparison with previous years' monitoring data. Condition L10 (formerly L15) has been changed to reference infrastructure constructed to reduce erosion and scour at the discharge site. The licensee must monitor and manage the health of the vegetation along the Greater Tom Price in accordance with Ministerial Statements 807 and 946 (Western Turner Syncline).

5 Advertisement and consultation table

In relation to condition L27, IR3, the licensee requested that this item be removed given that the Contaminated Sites Act 2003 (CS Act) is the main legislation for the identification, recording, management and remediation of contaminated sites. The Tom Price mining area was notified under the CS Act in June 2015 and was subsequently classified as "Potentially Contaminated - Investigation Required". Since receiving the site classification, the Licensee has commissioned an independent and suitably qualified consultant, ERM Australia, to undertake an Acid Metal Drainage (AMD) review and comprehensive hydrogeological risk assessment for the Tom Price Iron Ore Mine site to bridge the CS requirements. action

The licensee believes that the inclusion of IR3 overlaps between Part V and the CS Act. The licensee declares that they will continue to provide the DER progress reports in accordance with the Guidelines for the Identification, Reporting and Classification of Contaminated Sites (Draft, September 2015).

6 Risk Assessment

Appendix A

The Licensee's Annual Environmental Report for the 2014 reporting period noted that there were numerous exceedances of the effluent quality targets for the MOC and Beneficiation Plant WWTPs. Refinery WWTPs do not discharge to the Reclamation Dam as previously advised by the licensee. The Licensee informed DER that the MOC-RIWTP discharges treated wastewater to a confined earthen basin located directly south of the RIWZI.

Consequently, the permit holder did not comply with condition L3, which required that the waste water from the Beneficiation Plant MOC and WWTPs be discharged only to the Reclaim Dam. Misinformation about the environmental location of the MOC and Beneficiation Plant WWTPs thought to flow into the Reclaim dam. However, due to the moderate risk classification, improvement condition L27 (IR4) has been included in the permit, requiring the permit holder to provide further information on the Beneficiation Plant's MOC and WWTPs, including an assessment of their environmental risks.

Condition L2 (formerly L3) was changed to accurately reflect the WWTP discharge locations at the facility (ie, the KOM and Benefit plant PPUs do not discharge to the recovery dam). Installed signs will indicate acceptable and approved waste that can be disposed of in landfills. The nearest sensitive receptor is the B1 discharge point which is approximately 1.9 km to the north-east.

The permit holder considers that the risk associated with the types of waste that are disposed of at these landfills does not warrant specific monitoring. Some groundwater monitoring is taking place in the vicinity of the landfill (under the groundwater management strategy associated with RiWI Act licenses GWL107418 and GWL167297), but this is to manage the potential impacts of dewatering. Potential impacts to groundwater from the operation of these landfills should be detected through this monitoring.

The existing Permit has conditions regarding the management of the landfill sites (currently L23 – L26). Impact: Hydrocarbons in high concentrations can have toxic effects on aquatic organisms if released into surface waters near the installation. The general provisions of the Environmental Protection Act 1986 relating to pollution and environmental damage also apply.
