Applicability
This licence is issued to Skank Boy Pty Ltd for the El Caballo Golf Resort located at Lot 88 on Plan 39712, Great. Eastern Hwy, Wooroloo WA 6558 (Attachment 1),
This licence covers the operation of the domestic wastewater treatment plant, consisting of a series of three treatment ponds, and the storage, treatment and irrigation of abattoir effluent from the Linley Valley Pork abattoir and the irrigation of treated sewerage waste from Acacia Prison in Wooroloo. Approximately 71.6 ha of the golf course are currently irrigated.
The water requirement for the golf course has been estimated at 180,000 cubic metres per year. Treated wastewater is discharged from the final polishing pond to Lake 4(a) where it then overflows into Lake 4. From Lake 4 the wastewater is then pumped to Lake 5 prior to irrigation. If required, the licensee has the ability to shandy the wastewater by directing water from the Jacoso Rise Dam into Lake 4(a).
The three domestic wastewater treatment ponds have been designed to fully contain wastewater discharged to them. There is provision, however, for an emergency overflow from the last treatment pond to the Jacoso Rise Dam.
Nutrient Application Rates
This facility is prescribed within Schedule I of the Environmental Protection Regulations 1987, as outlined in Table 1 below.

Nominal Rated Throughput

Any significant increase (greater than 10%) above the nominal rated throughput listed shall not occur, unless the licensee has been granted prior written approval from the Director, under the provisions of the Environmental Protection Act 1986.

Non-standard Operations
The licensee should inform the Department of Environment and Conservation at least 24 hours prior to the commencement of any planned non-standard operations, which may have the potential to cause pollution.
Emergency, Accident or Malfunction - Discharge of Waste
The licensee should inform the Department of Environment and Conservation as soon as is practicable of any discharge of waste which has occurred as a result of an emergency, accident or malfunction, otherwise than in accordance with any condition of this licence and has caused, or is likely to cause, pollution.
Alteration to Premises
Prior to making any alterations to the premises which may affect the air, water or noise emissions from the premises, the licensee must submit an application for works approval to the Director accompanied by supporting information and plans, which allow the environmental impact of that change to be assessed.

In these Conditions of Licence, unless inconsistent with the text or subject matter:
"ASINZS5667 or. Australian standard 5667" means that most recent version and the relevant parts of the Australian and New Zealand series of guidance standards on water Quality Sampling;
"Director" means Director, Environmental Regulation Division of the Department of Environment and Conservation for and on behalf of the Chief Executive Officer (CEO) as delegated under Section 20 of the Environmental Protection Act 1986;

GENERAL CONDITIONS MONITORING AND REPORTING
01 For the purpose of supplying the Director with information relating to the charaeteristics, volume and effects of waste being or to be discharged, the licensee shall provide the Director, by 1 February each year, an annual monitoring report containing data collected over the previous year (1 January to 31 December). The report shall contain:
(1) monitoring data or other collected data required by any condition of this licence;
(ii) explanation of the monitoring results with respect to the environmental impacts of the project;
(iii) the number and type of complaints received including complainants name, address, nature of complaint (where appropriate cross referenced with prevailing wind directions) and action taken; and
(iv) any changes to site boundaries, location of groundwater monitoring bores, surface drainage channels and on-site or off-site impacts or pollution.
ANNUAL AUDIT COMPLIANCE REPORT
G2 The licensee shall by 1 February in each year, provide to the Director an annual audit compliance report in the form in attachment 2 to this licence, signed and certified in the manner required by Section C of the form, indicating the extent to which the licensee has complied with the conditions of this licence, and any previous licence issue under Part V of the Act for the Premises, during the period beginning 1 January the previous year and ending on 31 December in that year,
WATER POLLUTION CONTROL CONDITIONS STORMWATER MANAGEMENT
W 1(a) The licensee shall ensure there is no direct or indirect surface discharge of contaminated, or potentially contaminated, stormwater into the Wooroloo Brook or its tributaries.
W1 (b) The licensee shall advise the Director prior to the discharge of any surface or piped flows from the premises.
WI (c) The licensee shall make provision to monitor this discharge for quality and quantity.

MONITORING REQUIREMENTS - WASTEWATER SAMPLING
W3 The licensee shall, every 3 months, collect and have analysed representative water samples discharged from the main 'irrigation pump in Lake 5 (Monitoring Point 2), The following parameters shall be determined:
(1) pH;
(ii) Total Dissolved Solids;
(iii) 5-Day Biochemical Oxygen Demand (BOD5);
(iv) Total Nitrogen; and (v) Total Phosphorus.
With the exception of pH, all measurements are to be reported in mg/L. The results shall be presented in each annual monitoring report.
WATER FLOW AND VOLUME MONITORING
W4 The licensee shall maintain a suitable meter• to measure the monthly cumulative volume of water drawn from Lake 5 by the main irrigation pump (Monitoring Point 2). The licensee shall record the flow results every month and present them in each annual monitoring report in a tabular form.
REPORTING REQUIREMENT - SIZE OF IRRIGATION AREA
W5 The licensee shall record the size of the irrigation area being utilised in hectares and present this information in each annual monitoring report.

W6 The licensee shall calculate, using information obtrtined from conditions W3, W4 and W5, the application rate (flow times concentration divided by the application area) of Nitrogen and Phosphorus per month and per year, and present this information in each annual monitoring report in a tabular form.
ALL WAS IEWATER TREATMENT PONDS
W7 The licensee shall manage and operate the wastewater treatment ponds in a manner such that;
(i) all uncontaminated stormwater shall be diverted away from the ponds to minimise the threat of erosion of pond embankments or flooding;
(ii) there is no discernible seepage loss of wastewater from the outer pond embankments;
(iii) a minimum of 300 millimetres of freeboard is maintained in all wastewater treatment ponds;
(iv) trapped overflows are maintained on the outlets of the wastewater treatment ponds to prevent the carry-over of floating matter to subsequent ponds;
(v) aerobic wastewater pond surfaces are kept clear of floating matter and algal mats. Vegetation on inner pond embankments shall not interfere with the integrity of pond walls or mask overtopping or other leakage. Vegetation on the anaerobic pond shall not interfere with the integrity of the crust; and
(vi) the licensee shall, if required, direct discharges front the third domestic wastewater pond to the Jacoso Rise Dam.
WASTEWATER DISCHARGES
W8 The licensee shall not discharge raw, stabilised or any other contaminated wastewater directly, or indirectly, into the Wooroloo Brook or its tributaries.
GENERAL MONITORING REQUIREMENTS
W9(a) The licensee shall collect all water samples in accordance with Australian Standard 5667, or other approved standard.
W9(b) All water samples shall be submitted to a laboratory with current NATA registration for the analyses specified, and analysed in accordance with the current "Standard Methods for Examination of Water and Wastewater-APHA-AWWA-WEF".
