1 The licensee may only operate the mobile crushing and screening plant(s) in accordance with the Iron Ore (WA) Mobile Crushing and Screening Management Plan (RTIO-HSE-0235877). 3 The licensee must ensure that the concentration of total recoverable hydrocarbons in water discharged from the premises does not exceed 30 mg/L. 11 The licensee must ensure that at all times a freeboard of at least 300 mm (top of embankment to tailings level) is maintained at the main embankment.

13 The Licensee shall ensure that the collection area of ​​the rotting landfill is not larger than:. ii) 2 m above ground level in height. 14 The Licensee shall ensure that the waste in the landfill disposal area is covered:. ii) with a dense material (at least 200 mm), inert and non-combustible; and (iii) thoroughly, so that no residue remains exposed. 15 The Licensee will ensure that there is no waste inside:. ii) 3 m from the highest aquifer level of the water table in the decaying landfill.

3 Executive summary of proposal and assessment

A specific channel within the landfill will be designated to accept only Type 1 (eg protective equipment from personnel working in areas with potentially fibrous materials such as personal ventilation. collection systems, used air filters and clothing) and special waste of type 2. The landfill is expected to have an annual capacity of 3,000 tonnes per annum (tpa) and have an operational life of 10+ years. The Licensee has constructed a waste dump within the previously mined and filled 4W pit.

The landfill will accept predominantly inert waste (rubber tires, conveyor belt, low-grade steel coils, concrete, non-recyclable steel and inert plastic), but also broken wooden pallets, which are classified as perishable under the landfill definitions. The design capacity of the landfill is approximately 2,000 tonnes per year and will have an expected life of 5+ years. A reconciliation of diesel storage tanks was carried out across the site and it was determined that approximately 5,903 kiloliters (kL) of fuel were stored on site.

This triggers category 73 'storage of chemicals in bulk' as it exceeds the threshold of 1000 cubic meters (m3) in the aggregate. The licensee has a current registration (R1891 issued in 2006) for category 73 and has requested that category 73 be added to the licence. A condition and a map were added to the license to illustrate these stations and their corresponding stack air emission points.

Where conditions have been added or removed from the existing licence, this is justified in Section 4.

4 Decision table

The permit holder previously had a registration for category 73, but wants to include this on the permit. The current permit has conditions related to the operation of the rotten landfill site (length of the landfill area and height above the ground). As a result of this amendment, no additional landfill management conditions for the rotten landfill site need to be added to the permit.

Conditions L17 – L20 have been added to the permit to ensure that the new landfill is constructed in accordance with the documentation submitted to DER and that a document of compliance is submitted when the works are completed. Air emissions from point sources are not expected during construction or operation of the expanded landfill. There is no need to add specific conditions to the permit regarding point source emissions to air or the monitoring of such emissions.

No air emissions from point sources are expected during the operation of the site's landfill. This assessment determines whether air surveillance conditions are required on the license for Paraburdoo. L4 – L6 Conditions are included in the Permit that relate to the supervision of the drainage from discharge points to surface water.

No point source emissions to surface water are expected during the construction or operation of the new perishable landfill. No point source emissions to surface water are expected during the operation of the site landfill. No specified conditions related to point source emissions to surface water or the monitoring of such emissions need to be added to the permit as part of this amendment.

No point source emissions to groundwater are expected during the construction or operation of the extensive perishable landfill. No point source emissions to groundwater are expected during the operation of the landfill site. As a result of this amendment, no additional conditions with regard to general supervision need to be added to the Licence.

Information L26 – L29 Former conditions 1, 2, 4(c) and 4(d) have been moved to the end of the License to form a consolidated reporting section. N/A The license term has been extended until Friday, May 27, 2033 in accordance with DER's Guidance Statement on License Term.

5 Advertisement and consultation table

An email request was received on 21/04/16 to remove bores MB7, MB8 and MB9 from the old landfill site due to waste last dumped in the 1990s. The requirement to monitor MB7, MB8 and MB9 remains a requirement of the current amended licence.

6 Risk Assessment

Appendix A

Emission: release of waste leachate to the ground, generation of windblown debris, and discharge of contaminated stormwater (which has been in contact with the waste) to the ground. Impact: Contamination of the surrounding environment, including soil, surface water and groundwater, causing the potential death of vegetation and fauna. The waste disposal site is located in an area separated from surface water bodies (>17 km away) and groundwater (>70 mbgl).

Only inert waste will be accepted at the landfill in accordance with the classification of waste at landfills and definitions of waste (1996) and wooden pallets. Due to the type of waste being disposed of, the risk of windblown debris at the landfill is low (ie stormwater runoff will be diverted around the landfill using earthen embankments where practical.

To ensure that only inert waste and wooden pallets are disposed of at the waste landfill, a condition L20 has been added to the permit outlining this restriction. This ensures that all other perishable waste is disposed of in the site's perishable landfill. Conditions L21 - 23 have been added to the permit to ensure appropriate management of waste at the landfill.
