Automatic registration of equivalent VET qualifications/units of competency

Purpose

To notify school registered training organisations (RTOs) about Queensland Curriculum and Assessment Authority’s (QCAA’s) implementation of the VET Reform Taskforce’s decision that RTOs’ scope of registration will be automatically updated on www.training.gov.au for revised equivalent training package qualifications and units of competency.

Background

The Australian Government is reducing the regulatory burden on RTOs. The VET Reform Taskforce’s decision to automatically update equivalent qualifications and units of competency will remove the requirement for RTOs to apply for a change of scope.

From 1 July 2014, when a training package product has been updated, any qualification and units of competency deemed in the training package as equivalent will be automatically added to an RTO’s scope of registration on www.training.gov.au provided that the RTO has the superseded qualification on their current scope of registration.

Information

For Queensland school RTOs, with qualifications and units of competency registered by the QCAA as delegate for the Australian Skills Quality Authority (ASQA), the automatic updating of a school RTO’s scope on www.training.gov.au will not lead to an automatic updating of the QCAA’s database, which is linked to Student Data Capture System (SDCS).

To ensure QCAA conforms to the VET Reform Taskforce’s decision on automatically updating equivalent qualifications and units of competency, procedures will be put into place to

automatically update equivalent qualifications/units of competency on QCAA’s database for school RTOs. As this will involve both manual inputting of data by the VET Branch, as well as work by the ICT Branch, there will be a time lapse in a school RTO’s scope being updated on www.training.gov.au to being able to access the equivalent qualifications and/or units of competency through SDCS.

To align with ASQA’s processes, all school RTOs will be registered only for all the core and elective units of competency listed in the packaging rules for the equivalent qualification provided the superseded qualifications are listed on their current scope of registration with the QCAA.

What you need to do

After a training package has been updated and

1. the qualification and/or unit of competency is not deemed equivalent:

School RTOs must apply to the QCAA to have a non-equivalent qualification and/or unit of competency added to their scope of registration using the relevant form available at https://www.qcaa.qld.edu.au/12264.html

2. the qualification and/or the unit of competency is deemed equivalent and:

a. after a school RTO’s scope of registration has been updated on www.training.gov.au they will be able to deliver the equivalent qualification and/or unit of competency (no Application to change scope form required), and

b. then school RTOs will be able to enter students against the qualification/unit of competency into SDCS after the QCAA has notified schools that it has updated its database.

i. School RTOs will be registered for all the units of competency listed in the packaging rules for the qualification. The individual school RTO will select the units to be delivered from the list of units of competency. The units of competency listed on the training and assessment strategy are the only units that will be audited at any subsequent post-initial, renewal, compliance or complaint audit.

c. if school RTOs wish to add any non-listed elective units of competency to the equivalent qualification, they need to apply using the relevant form available at

https://www.qcaa.qld.edu.au/12264.html.

RTOs must ensure compliance with ASQA’s General direction: Transition and teach-out. This provides timelines on transitioning to new qualifications and units of competency.
