REPORT

The purpose of this report is to present to Council the recommendations of the Local Traffic Committee (LTC) for August 2014. In accordance with the "RMS Delegation of Authority" and the recommendations contained within Council’s resolution of the 27th May 2014, the LTC recommendations are attached to this report for consideration by Council.

There was no face-to-face meeting in August. The following matters were reported electronically to the members of the LTC via email. Member’s individual responses and comments are reported as received. Three items were dealt with. One relates to a road closure for a community event, another to install parking restrictions to allow a bus zone to ensure buses can set down and pick up passengers safety and another to deal with time limits on parking to address shopkeepers concerns raised through Area Managers.

LTC Recommendations ELECTORATE - CASTLE HILL

ITEM-1 ROWALLAN AVENUE, CASTLE HILL – BUS ZONE TECHNICAL OFFICER’S RECOMMENDATION TO LTC

The installation of ‘Bus Zone 3.00 – 4.00pm Monday to Friday’ outside No 3 Rowallan Avenue, Castle Hill be supported.

LTC MEMBER COMMENTS RECEIVED

RMS – “RMS has no objection to the proposed recommendations subject to the following:

The plan showing signposting scheme to include details such as location of the proposed signs along with length of the Bus Zone.”

Member for Castle Hill – no comments received.

LTC RECOMMENDATION TO COUNCIL

The installation of 30m of ‘Bus Zone 3.00 – 4.00pm Monday to Friday’ on the eastern side of Rowallan Avenue, Castle Hill from the southern side of the driveway of No. 1 Rowallan Avenue to the northern side of the driveway of No. 3 Rowallan Ave, be supported.

ITEM-2 CARMEN DRIVE, CARLINGFORD – SHOPPING PRECINCT PARKING RESTRICTIONS

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

It is recommended that 10 parking spaces from the Oakes Road end of the shopping complex be converted to 30 minute ‘Express Parking’ spaces between the hours of 9.00am and 9.00pm Monday to Sunday.

LTC MEMBER COMMENTS RECEIVED

RMS – “RMS has no objection to the proposed recommendations subject to the following:

The signposting proposed needs to be modified to comply with AS1742.11.

1) The required signposting is 1/2P 9.00am-9.00pm and not P30 min.

2) Where the times of the day apply to everyday of the week no days should be shown on the panels; therefore Mon-Sun should not be included on the signs if the signs apply to all days of the week.

3) Additionally 'Express Parking' is not a standard wording used on signs and therefore cannot be supported on the signposting.”

Member for Castle Hill – no comments received.

Police – “I agree with the recommendation. However due to the time periods at Carmen Drive, I would submit that Council would be in the best position to monitor the effectiveness of the time restrictions.”

LTC RECOMMENDATION TO COUNCIL

The 10 parking spaces closest to the Oakes Road end of the Carmen Drive shopping centre be converted to “1/2P 9.00am-9.00pm” spaces.

ELECTORATE - HAWKESBURY

ITEM-3 KENTHURST FAIR & STREET PARADE – TRAFFIC MANAGEMENT PLAN TECHNICAL OFFICER’S RECOMMENDATION TO LTC

The Traffic Management Plan for the proposed closure of Kenthurst Road for the Kenthurst Fair Street Parade be approved.

LTC MEMBER COMMENTS RECEIVED

RMS – “Traffic Committee classifies the event and endorses the special event traffic management plan submitted by the applicant as per Guide to Traffic and Transport Management for Special Events. I believe this event was classified as a class-2 event in the past and RMS will raise no objection to the event being classified the same for the current year.

PAGE 623 I have also spoken with Michael Lathlean earlier today about this process and the way forward to get all stakeholders to provide their comments.

Member for Hawkesbury – “Happy to support the recommendations.”

Police – “Police are supporting the application by Paul Rapp for the Parade, with conditional approval by the Region Commander dated 30 June (see Attachment 2).

Please note point 2 re Traffic marshals being RTA certified - RFS personnel alone are not covered by insurance for this role (non - emergency).

At this stage Senior Constable Wayne Foster (Hills HWP) has been rostered to monitor the traffic impacts and road closures.”

LTC RECOMMENDATION TO COUNCIL

1. Council endorse the Special Event Traffic Management Plan for the Kenthurst Fair and Street Parade to be held on Sunday 14th September 2014 as submitted by the event organisers.

2. The Kenthurst Fair and Street Parade be classified as a Class 2 event in accordance with the RMS’s ‘Guide to Traffic and Transport Management for Special Events’.

IMPACTS Financial

Items 1 and 2 of the LTC’s Recommendations to Council will require capital expenditure but these works can be implemented within the existing budget allocation for traffic facilities, signs and pavement markings.

Item 3 has no direct financial impact upon Council's adopted budget or forward estimates.

Hills 2026

The operation of the Local Traffic Committee ensures that local traffic conditions are safely managed for the benefit of the local community.

RECOMMENDATION

Council adopt the recommendations of the Local Traffic Committee for August 2014 as detailed in the report.

SOURCE OF ENQUIRY

A request has been received from two residents of Rowallan Avenue, Castle Hill for the installation of a bus zone on the eastern side of Rowallan Avenue between Castle Street and Patrick Avenue.

REPORT

School bus services have had difficulty dropping off school students in the afternoon on Rowallan Avenue between Castle Street and Patrick Avenue, Castle Hill due to parked cars from Castle Hill High School and the Childcare Centre located at No 1 Rowallan Avenue.

It is proposed to install a ‘Bus Zone 3.00pm – 4.00pm Monday to Friday’ outside No 3 Rowallan Avenue to resolve this issue. This will allow school bus services to drop children off safely prior to turning into Patrick Avenue.

Council has liaised with the resident at No 3 Rowallan Avenue and they have no objections to the bus zone being installed outside their property.

Hillsbus have also indicated their support for the installation of the bus zone in this location.

CONCLUSION

The installation of ‘Bus Zone 3.00-4.00pm Monday to Friday’ outside No 3 Rowallan Avenue, Castle Hill will improve safety for children using school bus services.

IMPACTS Financial

Funding for sign posting will be provided from Council’s existing signs and line marking budget

The Hills Future - Community Strategic Plan

The recommendation of this report demonstrates Council’s aim of achieving a safer road network through the installation, renewal and modification of traffic facilities.

ITEM CARMEN DRIVE, CARLINGFORD - SHOPPING PRECINCT PARKING RESTRICTIONS

HISTORY

Local shopkeepers have approached Council and used Councils social media pages to highlight the need for a review of parking restrictions at the Carmen Drive Shopping Centre. Currently there are 25 car parking spaces with one being a disabled parking spot and 24 with a two hour limit between the hours of 9.00am and 9.00pm Monday to Sunday.

REPORT

Consultation with the owners of the 11 small businesses took place between 16 June 2014 and 25 June 2014. Discussions on various parking options were held individually with each of the business owners and/or operators.

Options discussed were changing the two hour parking limits on 10 of the spaces to 30 minute ‘Express Parking’ between the hours of 9.00am and 9.00pm Monday to Sunday.

These 10 spaces would be from the Oakes Road end of the shopping centre which encompasses businesses such as the Newsagency, Shilkin’s Pharmacy, Just Delicious Fruits and Steve’s Fine Meats.

Other business owners consulted included Carlingford Chinese Restaurant, Bartley Hair, Red Heart Café and Skin Perfection, who require the two (2) hour limit to remain so that they can continue to service their customer base.

Carmen Drive Takeaway, The Valley Cellars Little Bottler and Carmen Drive Supermarket also support the proposal of 30 minute parking restrictions, however both Carmen Drive Takeaway and The Valley Cellars Little Bottler would prefer the 30 minute parking restrictions be applied to all spaces.

Additionally, all shopkeepers were keen to see an increase in parking patrols in and around the area, especially during times when events were being held around the Sydney City area as this was when the biggest issues occurred with overstaying M2 commuters.

Correspondence was also sent to the building owners of the shops on Carmen Drive, being Sarona Pty Ltd, who owns all of the buildings in the complex, asking if there were any objections to the proposal. No response has been received.

CONCLUSION

The parking spaces proposed to be converted to thirty minute limitations will be directly outside four businesses that have given full support for this proposal, being the Newsagency, Shilkin’s Pharmacy, Just Delicious Fruits and Steve’s Fine Meats.

While both Carmen Drive Takeaway and The Valley Cellars Little Bottler would prefer all spaces to be sign-posted at 30 minute limits, there are businesses within the shopping precinct whose trade rely on a minimum of two hour parking limitations, most notably Carlingford Chinese Restaurant, Bartley Hair, Red Heart Café and Skin Perfection.

There has been no correspondence received from the building owners (Sarona Pty Ltd) to object to this proposal.

IMPACTS Financial

Funding for the new signage will be provided from Council’s existing signposting and linemarking budget.

ITEM KENTHURST FAIR & STREET PARADE - TRAFFIC MANAGEMENT PLAN

BACKGROUND

The Kenthurst Fair and Street Parade is an annual event held for the Kenthurst community. It is made up of marching bands, community groups, local businesses, clubs, sports groups, entertainment groups and cultural groups.

There is a Street Parade held from 11.00am until 12.00pm and a Fair which is held in Kenthurst Rotary Park from 10.00am until 3.00pm, where the parade disembarks.

REPORT

The 2014 Kenthurst Fair and Street Parade will take place on Sunday, 14 September. The road closures will start at 11.00am and will reopen at 12:00pm. Kenthurst Road will be closed south from Jones Road to Nelson Street. Nelson Street will also be closed during this time for the disassembly of the Parade.

There are 1,000 people expected to attend this event.

A copy of the proposed Traffic Management Plan is attached.

Adequate advance warning of the closure will be provided in the local press and through the use of variable message boards in the weeks preceding the event. The VMS boards will also be used to direct traffic during the event. Directional signage will assist motorists in finding the closest available parking for the event; this will be by the use of static signage.

The matter has no direct financial impact on Council’s adopted budget or forward estimates

The recommendation of this report demonstrates Council’s aim of developing, marketing and the implementation of vibrant activities that create opportunities for community
