COMMUNITY FORUM

244 PETITIONING THE FEDERAL GOVERNMENT TO PUBLICLY RELEASE AGGREGATED AND DE-IDENTIFIED ATTENDANCE DATA TO HIGHLIGHT AREAS OF CHILDCARE OVERSUPPLY & UNDERSUPPLY”

Mr Chiang Lim, CEO of the Australian Childcare Alliance NSW addressed Council (through the General Manager).

Mr Lim thanks Council again for the third opportunity to speak to again as a peak body representing 1,600 early childhood education and care services owned and operated overwhelmingly by small-to-medium sized family businesses.

Mr Lim seeks Councils support in petitioning the Federal Minister for Education to make public aggregated and de-identified attendance data so that new childcare entrants and developers can be properly informed of where the areas of oversupply and undersupply are.

246 RESOLUTION

Council approve the construction of a single lane circulating roundabout at the intersection of Fairway Drive and Stone Mason Drive, Norwest/Kellyville in accordance with Attachments 1 and 2 to the report.

ITEM-3 LTC RECOMMENDATION APRIL 2021 - NETBALL NSW JUNIOR STATE TITLES EVENT - WELLGATE AVENUE, NORTH KELLYVILLE

247 RESOLUTION

Council approve the temporary change to the existing “No Stopping 8.30am - 6.00pm Saturday’ restrictions on Wellgate Avenue between Hermitage Avenue and Nos. 26 and 28 Wellgate Avenue on the northern and southern sides of the road for the three day Netball Junior State Titles from 26-28 June, 2021 as detailed in Figure 2 in the report.

ITEM-4 LTC RECOMMENDATION APRIL 2021 - EUROPA STREET, BOX HILL - PROPOSED GIVE WAY SIGNS AND LINEMARKING

248 RESOLUTION

The installation of a Give Way control with associated linemarking in Europa Street, Box Hill at the intersections of Ceres Way and Luminous Way, and 10 metres BB linemarking in Avior Street and Luminous Way be approved in accordance with Attachment 1 to the report.

ITEM-5 LTC RECOMMENDATION APRIL 2021 - KELLYVILLE METRO STATION - RAISED PEDESTRIAN CROSSING AND SPEED CUSHION

249 RESOLUTION

Council approve the proposed improvement works at Kellyville Metro Station in Guragura Street, Kellyville at the intersection with Darani Avenue in accordance with Attachment 1 to the report.

ITEM-6 LTC RECOMMENDATION APRIL 2021 - HOUSEHOLD CHEMICAL CLEANOUT EVENT

250 RESOLUTION

1. The Household Chemical Cleanout event to be held at Castle Hill Showground on Saturday 20 and Sunday 21 November, 2021 be classified as a Class 2 event in accordance with the RMS “Guide to Traffic and Transport Management for Special Events”.

2. Council endorse the Traffic Management Plan as submitted by The Hills Shire Council’s Resource Recovery Team.

3. The signed Traffic Management Plan be forwarded to Transport for NSW (RMS) and the Police for their concurrence to hold the event.

ITEM-7 LTC RECOMMENDATION APRIL 2021 - ARNOLD AVENUE, KELLYVILLE - PROPOSED PEDESTRIAN REFUGE ISLAND

251 RESOLUTION

Council approve the construction of a pedestrian refuge island on Arnold Avenue, Kellyville between Butler Avenue and McCausland Place, Kellyville as detailed in Attachment 1 to the report.

ITEM-8 LTC RECOMMENDATION APRIL 2021 - THE GABLES ESTATE - APPLICATION FOR FULL TIME BUS STOPS 252 RESOLUTION

Approval to be given to Busways for the installation of bus stops in ‘The Gables’ estate at:

1. Valletta Drive, Gables on the eastern side of the road south of Cavalo Way, adjacent to the public reserve;

2. Bunyarra Parade, Gables on the northern side of the road, east of Valletta Drive adjacent to the public reserve.

ITEM-11 BUDGET REVIEW AS AT 30 APRIL 2021 253 RESOLUTION

1. The proposed budget variations in Attachment 1, Pages 5 to 11 and the variations detailed in page 13-34 be adopted.

2. Council authorise delegation to the General Manager to write off debt as outlined in this report.

3. Council authorise the variation of $5,000 to increase the maximum contract value of T21- 0077 to $148,889.90.

ITEM-12 ACQUISITION OF EASEMENT OVER LOT 60 DP 10702 BEING 8 MEMORIAL AVENUE, KELLYVILLE

254 RESOLUTION

Council inform Transport for NSW that it will agree to a reduced period of Proposed Acquisition Notice of 7 days for the compulsory acquisition of easement over Lot 60, DP 10702, 8 Memorial Avenue, Kellyville.

ITEM-14 LEASE TO KIDS OF THE CASTLE OCCASIONAL CARE CENTER INC AT 3 LES SHORE PLACE, CASTLE HILL 255 RESOLUTION

Council enter into Lease with The Kids of the Castle Occasional Care Centre Inc at 3 Les Shore Place, Castle Hill as detailed in this report with a Lease authorised for execution under seal

256 RESOLUTION

1. The Draft Master Plan for the Anthony Skarratt Reserve be adopted as detailed in Attachment 2.

2. The Box Hill Nelson Progress Association be given the opportunity to comment on the proposed design of the new Box Hill and Nelson Community Centre as well as any proposed interpretation of the history of the Association and the existing community centre.

ITEM-10 OPERATION OF THE DEVELOPMENT ASSESSMENT UNIT

257 RESOLUTION

The delegations in respect to the Development Assessment Unit be amended as outlined in Attachment 4.

1. Council authorise the General Manager to enter into short term leases with the NSW Electoral Commission for 269 Old Northern Road, Castle Hill, Wrights Road Community Centre, Kellyville and Baulkham Hills Community Centre, Baulkham Hills, and Bella Vista Public School Hall, Bella Vista on the terms and conditions detailed in this report.

2. The General Manager write to the NSW Electoral Commission seeking an understanding of the increase in demand for three pre-poll sites given their close proximity to one another.

258 RESOLUTION

260 FINDING A WAY TO MOVE FORWARD

Councillor Tracey noted National Reconciliation Week will be held from 27 May to 3 June with the theme “More than a Word. Reconciliation Takes Action.”

Councillor Tracey referred to the Mayoral Minute of 8 June 2020 “Finding a Way to Move Forward” and part of the motion which included “Council investigating practical ways to recognise our indigenous Australians” and requested an update.

The General Manager advised he would take the matter on notice.

261 REQUEST FOR FOOTPATH

Councillor Haselden received a request from a resident, Ms Melinda Ta, to install a section of footpath to connect those already in place on Darcey Road and Castlewood Drive, Castle Hill.

The General Manager advised he would take the matter on notice.

262 RED LIGHT CAMERA

Councillor Haselden asked if Council could approach TfNSW to generate interest in the installation of a red light camera at the intersection of County Drive, Highs Road and Castle Hill Road, Castle Hill with an emphasis on the right turn from County Drive into Castle Hill Road?

The General Manager advised he would take the matter on notice.

263 COST OF BUSINESS PAPERS

Councillor Haselden requested an assessment of the direct cost of printing, binding and distributing hard copies of Council’s Business Papers, Workshop Briefings and Audit Committee documents?

The General Manager advised he would take the matter on notice.

264 CAR PARKING

Councillor Collins OAM noted poor parking results in a lot less car parking spots. Would there be an opportunity for Council to investigate painting white lines to delineate individual car spots in built up areas where there is limited parking?

The General Manager confirmed yes, but would take the matter on notice and provide a response.

265 SHOPPING TROLLEYS

Councillor De Masi noted there was a build-up of shopping trolleys around the Castle Hill CBD, particularly apartment complexes. Could Council do a blitz and remind the retailers of their responsibility to clean up the mess?

The General Manager advised he would be happy to do so.

266 RED SHIELD APPEAL

Councillor De Masi confirmed the Red Shield Appeal is on this weekend and he is the area chairman. Last year there were droughts, floods and COVID which had a huge impact on our community. The Salvation Army was there to help those impacted but due to COVID restrictions their fundraising had to be cancelled. Councillor De Masi asked if Councillors and Council staff could spare time to assist in this year’s fundraising or organise in-house donations with Council Staff.

267 RECONCILIATION WEEK AND NAIDOC WEEK

Councillor Jackson noted Reconciliation Week will run from 27 May to 3 June and NAIDOC week runs from 4 July to 11 July with the theme being “Heal Country – Heal our Nation”.

Could Council provide a list of activities put on for Reconciliation Week and NAIDOC week this year?

The General Manager advised a list would be provided.

268 HEZLETT/WITHERS/BARRY ROAD BYPASS

Councillor Dr Gangemi requested an update on the design progress of the Hezlett, Withers, Barry Road bypass in North Kellyville and discussions with TfNSW

The Group Manager – Shire Strategy, Transformation and Solutions confirmed progress was continuing with TfNSW testing some of the assumptions Council have put to them as part of the traffic modelling and are waiting on an update from their consultant. A full update will be provided to Council.

269 ON STREET PARKING RESTRICTIONS

Councillor Russo referred to the intersection of Affleck Circuit and Hector Court, Kellyville and the increasing traffic. Parked cars are causing traffic issues with buses having difficulty turning right from Affleck Circuit onto Hector Court. Could this section of road be reviewed and possibly some parking restrictions installed?

The General Manager acknowledged there was a bus stop at the intersection but happy to take the matter on notice and provide a response.

270 SAMANTHA RILEY DRIVE, KELLYVILLE

Councillor Jethi advised she was contacted by a resident regarding concerns about the safety of a roundabout on Samantha Riley Drive and would forward the email to the General Manager for a response.
