34; Approved" - As applied to drilling equipment and materials approved by the American Petroleum Institute (hereinafter referred to in these regulations for brevity as "API"), or any other Australian-based drilling safety promotion body that may be designated by the Minister approved; The voltages specified above are nominal voltages between (i) the phases of a symmetrical three-phase system; or ii) the lines of a single-phase or direct current system. i) the locating, spacing, drilling, equipping, completing, operating or producing of a well in a manner that can be shown to result in a reduction in the quantity of oil, gas or water ultimately recoverable from a well under good engineering and economic principles; (ii) locating, drilling, equipping, completing, operating or producing a well in such a way as to cause excessive surface loss or destruction of oil, gas or water; (iii) any inefficient, excessive or improper use or loss of reservoir energy;. (iv) the inability to use appropriate and timely artificial secondary or additional recovery methods in a pool where it is demonstrated, based on available information, that any such method would result in an increase in the quantity of oil, gas or water ultimately recovered from a pool can be won. pool under sound technical and economic principles; (v) the escape or flaring of natural gas if the Minister is of the opinion that, by applying good technical principles, the natural gas can be collected and, if necessary, processed so that the gas or its by-products can be placed on the market or stored for marketing or advantageously injected into an underground reservoir; (vi) the inefficient and improper storage of oil, gas or water, both above and below ground; vii) the production of oil, gas or water outside appropriate storage facilities or transportation and marketing facilities. viii) the use of natural gas for purposes other than gas lifting, repression, recycling, drilling, pressure maintenance, or for the production of chemicals, light and fuel, unless the Minister is of the opinion that such use is efficient and useful in the public interest; 34; Well: a hole in the ground made or in the process of being made by drilling, drilling or any other means for the purpose of exploring for or obtaining oil or gas or for injecting fluid into an underground oil or gas reservoir , or through which any oil or gas is obtained or available, but does not include a water bore, a seismic blast hole or a shallow hole drilled for the purpose of determining geological structure.

PART II-ADMINISTRATION

Such permit, if granted by the Minister, shall be in Form J in the Schedule hereto and shall be endorsed with the conditions attached to such permit. An application pursuant to the provisions of section 9B of this Act must be in form P in the appendix.

PART III-SAFETY

Such notices shall be in large and legible type acceptable to the Senior Petroleum Technologist. It shall be the responsibility of the Responsible Person at all times to ensure that-. a) all mobile electrical equipment is maintained in good working order and must be operated in such a way as to prevent unnecessary danger to people working in the same area;

PART IV-EXPLORATION

Positions of these permanent markers must be clearly indicated on maps of the operational area which must be submitted to the Minister as required by Regulation 69 of this Part of these Regulations. Data submitted pursuant to this Regulation shall be accompanied by a detailed list of the material included.

PART V-EXPLOSIVES

The use of a mixture of ammonium nitrate as an explosive is subject to the provisions of this section unless the State Mining Engineer approves in writing other conditions governing its handling and use. Separate containers or separate compartments of a container must be used for the carriage of explosives, sealed fuses and electric detonators. Explosives may not be removed from a warehouse except in quantities required during the day, and any excess explosives must be returned to a warehouse unless the State Mining Engineer authorizes temporary storage in accepted containers.

A short circuit in the ignition cable must not open until all persons have been removed to a safe place and must be located so that a premature explosion will not injure the person initiating the short circuit. After a shot has been fired, the trigger cables must be immediately removed from the trigger switch and short-circuited.

PART VI-DRILLING, COMPLETION, MAJOR REPAIR, RECOMPLETION AND ABANDONMENT OF WELLS

The report shall be a faithful record of the drilling and completion or abandonment of the well. This report, in a form acceptable to the Senior Petroleum Technologist, shall be submitted within six weeks of the completion of this operation. When a well must be abandoned, the following provisions must be observed by the operator: -. a).

During any line cutting or slipping operation, the blocks must be placed on the rig floor. -AIR (GAS) DRILLING IN PROGRESS. are displayed at all entrances to the drilling site. At least two valves must be installed on the main air or gas supply line.

A wellbore float valve and a full-opening, quick-closing kelly cock must be installed in the drill string.

PART VII-PRODUCTION

An annual report on the total production from a field will be submitted by the operator to Senior Petroleum. A request to the Senior Petroleum Technologist to initiate secondary recovery must be accompanied by all the information necessary to enable the Senior Petroleum Technologist to fully evaluate the merits of the proposal. Before an artificial lift system is started in any field, details of the system proposed to be installed must be provided to the Senior Petroleum Technologist.

All lines leading to such tank or vessel shall either be disconnected or isolated and rendered innocuous before the entry of any person. All production risers and service equipment must be wired in accordance with the manufacturer's specifications.

PART VIII-ELECTRICAL INSTALLATIONS

All well connections must be checked to ensure that they have an adequate pressure rating for the purpose for which they will be used;. Production facilities shall be classified as hazardous locations to which the provisions of Class 1 Zone 2 of Australian Standard AS3000 apply, except where the State Mining Engineer requires a different classification to apply. Switches that are opened to permit work on lines or equipment must be prominently marked to warn against closing.

Before moving any electrical equipment, except a portable lamp or tool, it must be disconnected from the power supply lines. As amended by regulations published in the Gazette 31 August 1985, p. 1) Where live parts of appliances must be handled for the purpose of testing, adjusting, wiping or oiling, the person carrying out the work must be equipped with and must use rubber mats and - gloves.

PART IX-PIPELINES

This Regulation shall not apply to any equipment installed in Australia on or before the date of commencement of this Regulation or which is installed or brought into operation within six months after that date, unless the State Mining Engineer is of the opinion that the continued use of this the equipment is unsafe for reasons other than the lack of a safety interlock switch and informs the person in charge of his decision. If, in the opinion of the inspector, there are conditions in any section of the pipeline that may endanger life or property, he may order in writing that the section be taken out of service or that other safety measures approved by him be taken. to ensure safety, and the person in charge of the section must immediately comply with the order. If an accident occurs during the construction and operation of the pipeline, directly resulting therefrom, in which any person is killed or seriously injured, or serious damage is caused to property, the responsible person must immediately report such accident by telephone or telegram to the State Mining Engineer.

If a rupture occurs in a pipeline, the person in charge shall take such steps as are necessary to minimize the loss of oil and gas from the pipeline and the contamination of surrounding lands and waters by such oil and gas, and shall report such occurrence as soon as possible break per telephone or telegram to the State Mining Engineer. After repairing the fracture, the person responsible must immediately submit a written report to the State Mining Engineer with complete information about it, including-. a) time and place of the break;.

PART X-PENALTIES

APPLICATION FOR PERMIT FROM A COMPANY (§ 14). hereby applies for permission for the land described in the bylaws. one). Any person so authorized shall carry and produce a signed authorization of right of entry upon request by the owner, holder or occupant of the land. A duplicate of the proposal is returned to the responsible person, indicating approval or disapproval of the proposal.
