The Constitution of the Association and any amendments or changes or modifications thereof shall be submitted to the Council through the Secretary and shall be of no force or effect unless and until approved by the Council.
PART III-FUNCTIONS OF UNIVERSITY, ETC
Subject to the provisions of sub-section (1) of this Article, the Council may give such directions, not inconsistent with this Act, as it thinks fit to facilitate and enable the preparation and adoption of the constitutions of the Union and all things and steps taken by the Union adopted by or in connection with it in accordance with these instructions, shall have full force and effect and shall be binding on the Union and all persons. 16 s.31 NORTHERN UNIVERSITY JAMES COOK s. e) it becomes impossible, impracticable or inappropriate to carry out the purpose or all or any of such purposes; or (f) the property or income proves ineligible. for the carrying out of such purpose or all or any of such purposes, then, subject to the provisions of this section, the Council may arrange for the preparation of a scheme under which such property or any part or residue shall be kept on such terms as may require such property, part or residue or the income therefrom applied to the purpose or purposes specified in the scheme. ~amendments) in accordance with sub-section (3) of this section shall be referred to in this section and sections 31 and 32 of this Act in relation to the property in question or part or remainder thereof as an "approved scheme" and shall be published in the Official Gazette.
