STATUTES.
C H A P T E R I.—OF T H E ' C O U N C I L .
1. Tho Council shall meet on the last Monday of every month for the dispatch of business, and sh-.ll have power to adjourn to any intermediate period.
2. All proceedings of the Council shall bo entered in a Journal.
3. Tho Minutes of tho preceding Meeting shall bc read a t each Meeting of the Council, and confirmed or amended t h e r e a t ; and the Presiding Chairman shall sign them as confirmed or amended.
4. The Chancellor or Vice-Chancellor shall have power to call a Special Meeting for the consideration of business which either may wish to submit to the Council.
5. The Chancellor or Arice-Chancellor, or in their absence the Registrar, shall convene a Meeting of the Council upon the written requisition of four Members, setting forth the objects for which the Meeting is required to be convened, and the Meeting shall be called within fourteen days after the receipt of the requisition.
6. Each Member shall be supplied by the Registrar with a written or printed notice of all matters to be con- sidered at the n e x t ensuing Meeting of the Council, whether special or ordinary ; and such notice shall bo delivered or transmitted by post at least seven days before the day of meeting. .
7. 1 ho Registrar shall • insert in a book, to be called
" The Notice of Motion Book," the date of each Notice of Motion, t h a t of its discussion, and the final result. And no Member shall make any Motion, initiating a subject for discussion, except in pursuance of Notice given at least ten days previously.

8. If a quorum of tho Council be not preseat within half an hour after the time appointed for a Meeting, whether ordinary or special, all business which should have been transacted at such Meeting shall stand over for the next ordinary Meeting, and take precedence thereat.
CHAPTER II.—OF THE SEAL OF THE UNIVERSITY.
The Seal of tho University shall be entrusted to the Chancellor and shall not be affixed to any document except by order of tho Council.
CHAPTER III.—OF TERMS.
The Academical Year shall be divided into three Terms, that is to say:—
FEBRUARY TERM.—From the lastAVcdnesday inFobruary to the first AVednesday in Juno, with a recess of a fortnight, ending on the Thursday in Easter AVcek.
JULY TERM.—From the first AVednesday in July to the first AVednesday in September.
OCTOBER TERM.—From the first AVednesday in October to the first AVednesday in December.
CHAPTER IV.—OF THE PROFESSORS AND LECTURERS.
1. There shall bo a Professor for each of the following groups of subjects, with one or more Lecturers as occasion may require; that is to say, for—
(1.) Classical and Comparative Philology and Logic, (2.) Mathematics, pure and mixed.
(3.) Natural Science.
(4.) History and Political Economy.
2. Each Professor shall hold office quamdiu so bene gesserit; but in case any Professor should bo temporarily incapacitated by sickness or other cause from performing the duties of his office, the Council may appoint a substitute, who shall receivc,~at the discretion of the Council, a sum not exceeding one-half the salary of the Professor so incapacitated.
3. The Professors shall not sit in Parliament, nor become members of any political association ; neither shall they in any case give private instruction, nor, without tho sanction of the Council, deliver Lectures to persons not being Students of the University.
4. The Professors shall not receive any persons, whether Students or not, as Boarders in their houses.
5. The Professors and Lecturers shall conduct all Uni- versity Examinations according to the Regulations of the University.
6. Each Professor shall have the power of inflicting punishment for any breach of discipline in his class, which he docs not consider of sufficient importance to bring before the Professorial Board.
CHAPTER V.—OF THE PROFESSORIAL BOARD.
1. The Professors shall form a Board for the con- sideration of all questions relating to the Studies and Discipline of the University, and of this Board the Chan- cellor and Arice'-Chanccllor shall, ex officio, be Members, and the Registrar, Secretary.
2. Tho Professorial Board shall meet during the Term once at least in every month ; and the Professors during the last Term of every year shall elect one of their number to be President for the ensuing Academical Year.
3. The Professorial Board shall arrange tho days and hours of all Lectures and Examinations, and prescribe the subjects of Examinations for Prizes, Exhibitions, and other University distinctions.
4. The Professorial Board shall make regulations for the maintenance of discipline among the Students, and shall have the power of inflicting such punishments for breaches of good order and propriety as shall be considered most conducive to that end.
5. The Professorial Board shall make regulations for t h e management of the Library and Museum of the University.
6. The President shall regulate the duties of the Porters and Servants of the University, and shall have tho power of punishing them by fine or removal.
7. Tho President shall direct his particular attention t o the maintenance of order and discipline in the University.
8. The Professorial Board shall furnish to tho Council such information as may be from time to time required.
C H A P T E R VI.—OF T H E R E G I S T R A R . There shall bc a Registrar of the University, whose duty shall bc to prepare and have charge of the Records of t h e University, to keep all .Registers and Books of Accounts which may be requisite, and to conduct all correspondence and answer all inquiries connected with the University.
Tho Registrar shall also perform the duties of Librarian.
C H A P T E R V I I — O F M A T R I C U L A T I O N A N D D E G R E E S .
1. Tho Matriculation of Students in the University shall take place annually, on the first Saturday in the F'cbruary
Term.
2. A Matriculation Examination in the subjects prescribed by the Regulations of tho University shall be held, commencing on the first day of the February Term.
The names of all Candidates who shall have passed this Examination shall be laid before the Professorial Board on the following Friday, and shall bc entered in a book to be called " Tho Examination Book," and shall bc attested by the signatures of tho Examiners.
3. No person shall be permitted to matriculate who shall not have passed the Matriculation Examination, and who shall not have completed the full age of fifteen years.'
4. Every Student shall at Matriculation sign his name in the University Roll Book, and make the following declara- tion :—
" I do solemnly promise that I will faithfully obey the Statutes and Rules of the University, so far as they
may apply to me, and that I will submit respectfully to the constituted authorities of the University ; and I declare that I believe myself to have attained tho full age of fifteen years."
5. Matriculated Students shall be divided into Students attending and not attending Lectures. Students attending Lectures shall be enrolled as such at the time of matricula- tion, and those who are Candidates for the Degree of B.A.
shall pursue their studies in the University for three years after their matriculation, shall attend such Lectures and pass such Examinations as shall be prescribed by the Regu- lations of the University : provided that any such Student may with the leave of the Council become a Student not attending Lectures at the end of any one of such three years.
Students not attending Lectures shall be enrolled as such at the time of matriculation, and those who are Candidates for the degree of B.A. shall pass such Examinations as shall be prescribed by the University for Students attending Lectures : provided that any such Student may at the end of any year become a Student attending Lectures by enrolling his name with the Registrar- and attending tho Lectures of his year ; and also may at any time during any year, with the leave of the Council, become a Student attending Lectures, when such order shall be made with reference to the non-attendance at Lectures during the previous part of the year as to the Council shall seem fit.
6. All certificates of Attendance at Lectures and Exami- nations shall be laid before the Professorial Board, and the names of such Students as shall have been ascertained by the Board to have fulfilled the conditions required by the Regulations of tho University shall, at the end of each year, bc inscribed in tho Examination Book, as having completed that year, and authenticated by the signature of the President, affixed at a meeting of the Board.
7. No Student attending Lectures shall bo permitted to proceed with the business of the second or third year till he shall have duly attended the Lectures and passed the Examinations of the previous portion of the course. No Student shall bo permitted to proceed with the business of the second or third years unless he shall have duly passed the Examinations of the previous portion of the course.
8. Students who shall have fulfilled all the conditions prescribed by the Statutes and Regulations may bc ad-
mitted to the Degree of Bachelor of Arts at a Public Meeting of tho University to be held for the purpose on the Saturday in Easter week.
9. Bachelors of Arts of not loss than two years' standing, who shall have fulfilled the conditions prescribed by the Regulations, may be admitted to the Degree of Master of Arts.
10. Students of any College affiliated to the University shall bc allowed credit for attendance on such of the courses of Lectures in that College as shall be recognised in tho Statute of Affiliation, and shall bc permitted to proceed to any Degree in the University, provided that every such Student shall have passed all the University Examinations, and shall have complied in other respects with the Regula- tions of the University and the conditions of the Statute of Affiliation.
11. Persons who have been admitted to Degrees in any University recognised by the University of Melbourne, and who shall produce evidence of the same satisfactory to the Professorial Board may bo admitted to the same Degrees in the University of Melbourne.
12. Persons who have been admitted to the Degree of Bachelor of Arts, Bachelor of Medicine, Bachelor of Laws, or Bachelor of Music in any University in the British Dominions, may, on producing evidence of the same satis- factory to tho Professorial Board, be admitted to the Degree of Master of Arts, Doctor of Medicine, Doctor of Laws, or Doctor of Music, as the case may be, in the Uni- versity of Melbourne, on attaining the standing and fulfil- ling the conditions, except as to fees, which would entitle them to that Degree in their own University.
13. No person shall bc admitted to any Degree in the University of Melbourne till he shall have signed the following Declaration in the University Roll Book :—
" I do solemnly promise that I will observe the Statutes and Regulations of the University of Melbourne; and that I will not make use of the privileges now about to be conferred on mo so as in any way to cause injury to the University."
14. All Candidates for Degrees shall be presented by the President of tho Professorial Board for the time being.

16. The Fees payable by Students and Candidates for Degrees in the University of Melbourne, shall be:—

CHAPTER VIII.—OF EXHIBITIONS AND SCHOLARSHIPS.
1. There shall be Eight Exhibitions, each of the value of Fifty Pounds, tenable for one year, which may be awarded annually by Examination: two to Students at Matricula- tion, two to Students who have completed the first year of their course, and four to Students who have completed the second year of their course.
2. There shall be Four Scholarships, each of the value of One Hundred Pounds a year, tenable for two years, which may be awarded annually by Examination, two in each year, to commencing Bachelors.
3. Scholars must proceed to the Degree of Master of Arts on attaining the standing requisite for that Degree, or they will forfeit the emolument of their Scholarship for the second year.
4. All Matriculated Students may- compete for Exhibi- bitions and Scholarships, but if any Exhibition or Scholar- ship be awarded to a Student not attending Lectures he shall for the ensuing year become subject to the Regula-"
tiens for Students attending Lectures, or he will forfeit the emolument of the Exhibition or Scholarship. In any such case the Professorial Board may direct that the name of such successful Student be enrolled as honorary Exhibitioner or Scholar according to his standing.
