The Hills Shire Council is seeking Expressions of Interest (EOI) from qualified groups or organisations for Summer Series 2016/2017. Council is looking to showcase the Sydney Hills through a range of events that celebrate culture, heritage, music, sporting, theatre and arts. Council is seeking EOIs for events to be part of the Sydney Hills Summer Series of events occurring between 1 November 2016 and 28 February 2017.

To register as a supplier and to download the electronic version of the EOI document free of charge, go to https://www.tenderlink.com/thehills select ‘Registration’ and follow the prompts. A hard copy of the tender is also available during office hours 8.30am–4.30pm Monday to Friday at Council’s Customer Service Centre, 3 Columbia Court, Baulkham Hills NSW 2153 for a non-refundable fee.

EOI will close at 2 pm on Tuesday, 31 May 2016. Late submissions will not be accepted. For EOI enquiries, please contact the Supply Department on 9843 0555.

puBlic notice

2016–2017 communitY GrAnts proGrAm

Each year, Council calls for submissions for its annual grants program. Applicants must be not-for-profit organisations with projects that require seed-funding for a successful outcome and community benefits.

The annual grants program closed for judging at the end of March and as such the criteria from each submission has been matched with Council’s priorities and evaluated accordingly. Submissions are also marked against the specific criteria for the program.

Recommended projects that are to receive their requested funding from Council’s grants program can be viewed on Council’s website www.thehills.nsw.gov.au and public submissions to the Program close on 27 May 2016.

Round 2 submissions will be open for submission in July 2016.

HAve Your sAY: 2016–2017 DrAft Hills sHire plAn

The Hills Shire Council is calling for the community to view and comment on the draft 2016-2017 Hills Shire Plan - a five-part document that provides the framework by which the organisation plans to operate during the next financial year.

The Hills Shire Plan consists of the following five documents:

• Hills Future Community Strategic Plan;

• 2016–2020 Delivery Program;

• 2016–2017 Operational Plan;

• 2016–2017 Resourcing Strategy;

• 2016–2017 Fees and Charges.

The Executive Summary document provides a snapshot of the five documents which make up The Hills Shire Plan.

The Community Strategic Plan ‘Hills Future’ sets the long-term Strategic Direction for the Hills Shire and was prepared after extensive community consultation. This document is structured around five Themes. These Themes reflect the highest priority issues raised by the Community. Under each Theme there are various Outcomes. These reflect what the Community wanted. What Council will do to deliver the Outcomes is reflected under the Strategies. Effectiveness of these will be measured by the Quality of Life measures identified.

The Delivery Program responds to the Hills Future Strategic Direction and its main purpose is to communicate what Council will deliver to the community over its four-year term and it is updated each year with any new actions that are required.

The Operational Plan sets out in detail the activities Council proposes to carry out in the next financial year and will be contributing to achieving the Council Outcomes under each Theme.

Resourcing Strategy consists of the Long Term Financial Plan (LTFP), Asset Management Strategy and the Workforce Strategy. LTFP details all the Financial Policies upon which the LTFP has been prepared and it contains the Operating Statement, Balance Sheet, Cash Flow Statements for the next 10 years. It also shows how the Budget Result reconciles to the Operating Surplus. The Asset Management Strategy under the draft Resourcing Strategy outlines all capital improvements Council plans to carry out in 2016/2017 and an indication of what is planned for the next three years. Also included is a schedule of draft Fees and Charges proposed for the next financial year.

The 2016–2017 Hills Shire Plan is currently on public exhibition until Friday, 27 May 2016.

The draft Plan can be viewed on Council’s website www.thehills.nsw.gov.au, at Council’s Customer Service Centre at 3 Columbia Court, Baulkham Hills or at any of Council’s Shire libraries.

Any person may make a submission to Council. Submissions which contain objections must be specific in their content. If you make a submission objecting to, or supporting, a planning application you must disclose donations or gifts made to Councillors or Council staff. For your ease, Council’s preferred method of receiving submissions is via Council’s website – search for ‘Major Plans on Exhibition’.
