The study requirements set out in this document will guide TfNSW's investigation into new planning controls for the central SSP study area, shown in Figure 1. Author - outlines the specific experience and expertise of the individual who will conduct the study; And.
Public Domain, Place and Urban Design
Development options for the area and sub-area, including testing different land use scenarios, building envelope forms and the distribution of the proposed GFA in relation to the provision of the public domain in the area;. A secondary space connected to the northwest terrace (Grand Concourse) of the existing station; and.
Planning
Confirms or updates the vision for the area and each sub-area included in the strategic framework; and. It summarizes the key results of the various studies carried out and how these have influenced the planning control of the area. Prepare draft planning controls for the area, including zoning, maximum building heights, FSR and parking, to be adopted by amendment to the SEPP.
Project controls must be described in the Planning Report and in an Intended Effect Explanation (EIE). The documentation must justify any proposed deviation from the approach outlined in the Sydney Central Planning Strategy. Prepare a draft Development Control Plan or Design Guidance, including appropriate development controls to inform future development of the area, including: public domain, street hierarchy and typologies, connectivity, car parking, access, building footprints, development heights, street frontages, setbacks, building typologies, open space and public domain, biodiversity, waste management, solar access, public art, sustainability, heritage and heritage interpretation.
The suitability of the site for any proposed land use taking into account environmental, social and economic factors and any state or regional planning strategies; The study should be informed in consultation with DPIE's demographics team, the City of Sydney, the Greater Sydney Commission, the NSW Government Architect, the NSW Heritage Council (or delegate) and the NSW Treasury's TTIP division. Planning documents, controls and guidelines should be prepared by qualified planning professionals with the necessary experience and expertise to undertake the required works.
Amenity
Prepare a site view and visual assessment (VIA) for the Area that assesses the visual impact as a result of the proposal. The assessment should consider and identify important views to be protected in the context of the changing environment of the CBD and present an analysis of the views in relation to relevant parts of the Central Area Strategic Framework, the Draft Central Sydney Planning Strategy and aspirations government for the Sydney Innovation and Technology Corridor. The study should propose visual impact development standards to be implemented in later stages of development.
The study should propose development standards for daylight, sky views and solar access to be applied to subsequent development stages. The careful arrangement of the public domain to address the wind impacts generated by the proposal;. The wind study must be prepared by suitably qualified wind professional(s) with the necessary experience and expertise to undertake the required works, including wind tunnel testing;.
The noise and vibration assessment must be carried out and signed off by a suitably qualified acoustic and vibration professional(s) with the necessary experience and expertise to carry out the required work; The sight and visual assessment must be prepared by a suitably qualified professional(s) with the necessary experience and expertise to carry out the required work; And. The analysis of daylight, sky view factor and solar access must be carried out by a suitably qualified professional(s) with the necessary experience and expertise to carry out the required work.
Population and demographics
City of Sydney codes in the public domain, including: the Streets Code and Technical Specifications, the Readable Sydney Planning Strategy and Manual, the Street Tree Master Plan, the Urban Forest Strategy and any other relevant Sydney codes; and.
Heritage
The visual analysis should also consider how the proposal affects the wider visual environment of the site including adjacent heritage conservation areas; and. Informs and supports the preparation of framework planning provisions for the area (including recommended development control provisions for any future DCP). Recognizes and celebrates the Aboriginal connection to the area and its spiritual, intangible and cultural values for Aboriginal people and addresses the full history of the place (ie the landscape through the eyes of Indigenous people);
Takes into account existing and planned (where possible) interpretive approaches within other projects within and near the site; and. Any direct and/or indirect impacts (including cumulative impacts) on the heritage significance of station buildings, structures including viaducts adjacent to Belmore Park and other heritage features and conservation areas adjacent to the site. Cumulative impact of changes, densification of development and erosion of legibility (legibility) of cultural landscape heritage;.
Where damage is likely to occur, it is recommended that the significance of the relics be considered. Attempts to avoid and/or mitigate impacts on the heritage significance or cultural heritage value of the area and surrounding heritage and heritage elements. Guidelines set out in the NSW Heritage Handbook, 'The Conservation Plan' and the Burra Charter;.
Social sustainability and infrastructure
The study will be informed in consultation with DPIE's demographics team, the City of Sydney's demographics (and other social infrastructure related teams) and the Greater Sydney Commission, Sydney Local Health District and NSW Health and NSW Treasury's TTIP Division. The survey must be prepared by suitably qualified professionals with the necessary experience and expertise to carry out the required works.
Transport
How the proposal will deliver a healthy built environment and support a healthy active lifestyle for the residents, including consideration of the relevant guidelines. Provides an understanding of travel behavior and patterns (all modes) of future workers, visitors and residents of the proposal through benchmarking, forecast modeling tools and other sources of evidence. Provides details of the proposed transport strategy, including any necessary transport infrastructure and service improvements; the proposed approach to pedestrian and cycle facilities, car parking; and entry and exit.
Informs and supports the preparation of the proposed planning framework, including any recommended planning controls or DCP/Design Guide provisions that would provide an appropriate planning outcome. The overall interchange function of the area, prioritizing pedestrian access, safety, connectivity, wayfinding and signage;. Performance of the existing and future cycling, public transport and road network around the area, including possible improvements;.
Cumulative growth of the surrounding area based on committed and planned developments (such as the Tech Central development and potential regeneration of the area subject to the Pyrmont planning review) and proposed infrastructure (such as WestConnex, Metro Sydney and related projects); Specific consultation should be undertaken with the City of Sydney in relation to its forthcoming Sydney 2050 reference document and on key issues such as modal split objectives and study methodology. The study must be prepared by a qualified transport professional(s) with the necessary experience and expertise to carry out the work required.
Environmental Sustainability, Climate Change and Waste Management
Integration with the cycle network, including consideration of direct and safe cycle paths along the east and west sides of Central Station and provision of end-of-trip facilities. In particular, the City of Sydney must be consulted, and agreement must be obtained from the City of Sydney and DPIE, on the methodology for the study. Includes measures to address the impacts of climate change, including urban heat and extreme weather events;.
How sustainability principles will be incorporated into the design, construction and ongoing operational phases of the redevelopment to achieve best practice sustainability initiatives. Water, wastewater and rainwater plus options for potential alternative water supply, including potential to achieve a water positive area;. The inquiry is to be informed in consultation with the City of Sydney and the NSW Environment Protection Authority.
The survey must be prepared by suitably qualified sustainability professionals with the necessary experience and expertise to carry out the required works. Guidelines for Better Practices for Waste Management and Recycling in Commercial and Industrial Facilities (EPA, December 2012); Draft Central District Plan "Creating an efficient Central District" to achieve net-zero CO2 emissions by 2050;.
Green Infrastructure, Ecology, Urban Forest and Greening
Environmental Risks (Environment Protection and Heritage Council, the Natural Resource Management Ministerial Council and the Australian Health Ministers Conference 2006); Retention of existing trees and provision of new trees, the capacity of the proposal to enable the growth of new trees to maturity; Impacts on biodiversity and measures to avoid and minimize impacts, protect and enhance biodiversity through the greening of public and private spaces and the conservation of existing habitats, including those provided by built structures;
The potential habitat link provided by the rail corridor, as set out in the City's Urban Ecology Strategic Action Plan, which is currently being reviewed as a Key Biodiversity Corridor; Water-sensitive urban design and integration with the flood survey, plus options for possible alternative water supply; And. The research must demonstrate that it has been conducted in consultation with the City of Sydney, key agencies, the local community and other key stakeholders.
The Study must be prepared by an appropriately qualified landscape architect with specialist advice and input as needed from an ecologist, arborist, Water Sensitive Urban Design engineer, soil expert and urban forestry professionals with the necessary experience and knowledge of the site and expertise for the work. City of Sydney Urban Forest Strategy (and draft revised targets), Urban Ecology Strategic Action Plan, Green Roof and Walls Strategy, and Landscape Code;. Guidelines set out in Southern Sydney Regional Organization of Councils (SSROC) Connected Corridors for Biodiversity and the City's Urban Ecology Strategic Action Plan; and.
Utilities Servicing
The survey must be prepared by a suitably qualified professional(s) with the necessary experience and expertise to carry out the required work.
Infrastructure
The studies must demonstrate that they have been conducted in consultation with the City of Sydney in relation to local infrastructure and DPIE in relation to the state.
Economic productivity and job creation
Land uses that provide suitable space for business, including mixed use business models, visitor services and tourism;. Important public and private cultural infrastructure – carriage works, Museum of Applied Arts and Sciences, and small to medium arts sector, such as neighborhood studios, galleries, production and presentation spaces;.
