SUMMARY OF REPORT:
Council has received notification that it has been successful in its application through Round Three of the Regional Development Australia Fund (RDAF) for $500,000 for development of the Knox Park Youth Precinct. In order to meet timelines for lodgement of the application, Crown Lands provided in principle support for the project as landowner.
The funding agreement now enters the contract negotiation phase where the execution of appropriate contract documentation and settling of relevant project details is undertaken.
One element of this phase as required by RDAF is formalised written confirmation of owners consent. Crown Lands have advised that they will issue a formal letter of support to the Reserves Trust for the works upon receiving confirmation of the Reserves Trust's concurrence and the statement of consistency of the proposal with a plan of management for Knox Park.
Accordingly, it is recommended that the Reserves Trust confirms its concurrence for the construction of a youth precinct within Knox Park.
RECOMMENDATION:
That the Reserves Trust confirms its concurrence for the construction of a youth precinct within Knox Park, Murwillumbah.

OPTIONS:
1. As per the recommendation.
2. The Reserves Trust does not confirm its concurrence to the construction of a youth precinct.
CONCLUSION:
In order for Council to take advantage of funding offered through the RDAF and finalise contract documentation, a number of administrative and project details need to be finalised.
A critical requirement is concurrence of the land owner being Crown Lands. Crown Lands have previously provided in principle support, and now require formal notification of the concurrence of the Reserves Trust prior to providing formal approval.
