The consent holder must ensure that the detailed design of the proposed earthworks is carried out in accordance with the Auckland Council Code of Practice version 3, including climate change provisions. Before wood is chipped on site, at least one of the following measures must be taken:. A local acoustic barrier should be built on the west side of the wood chipper to shield receivers on the west side of the site.

Location of the dust disturbance, taking into account the sensitivity of the host environment. No bulk earthworks on the site shall be undertaken between 30 April and 1 October in any year without the written approval of the Council.

SUBDIVISION CONDITIONS (S11)

The approval of road names must be obtained from the local board prior to submission of the survey plan in accordance with section 223 of the RMA. Prior to the release of s224(c) for stage 1a, the permit holder must ensure that the work to underground the existing 110 kV overhead lines (as it affects the 116 Waihoehoe Road site) is completed and in accordance with the engineering plan approvals. Prior to the issue of s224(c) for stages 1a, 1b and 1c (inclusive), the permit holder must ensure that all the following transport upgrades are operational and have been carried out generally in accordance with the plans referred to in the condition 64:

The consent holder must submit a survey plan for each stage(s) of the subdivision to Council for approval under section 223 of the RMA generally in accordance with the scheme plans entitled. The permit holder must cover the costs for the preparation, review, registration of the care instruments on the relevant title records. The permittee must design and construct connections to the public stormwater network to serve all sites within the development in accordance with the requirements of the stormwater utility service provider.

A certificate from the utility service provider that the work has been satisfactorily completed must be submitted when you apply for a certificate under Section 224(c) of the RMA. The consent holder must design and implement connections to the public sewerage network for the supply of all sections within the facility in accordance with the requirements of the utility service provider. The holder of the consent must design and implement connections to the public water supply network for the supply of all plots within the facility in accordance with the requirements of the water utility service provider.

The consent holder must provide for a telecommunications and electricity supply to serve all Lots within the development in accordance with the requirements of the relevant utility operators. Certification by the utility operator that the work has been satisfactorily completed must be provided when applying for a certificate under section 224(c) of the RMA. The amount of the bond will be 1.5 x the contracted maintenance rate and will be agreed in consultation with the Council.

This certification must be completed in accordance with the Design Manual certification process and no construction work must begin until Auckland Council receives this certification.

STREAMWORKS CONSENT (S13)

A pre-commencement meeting must be held prior to the commencement of any streamworks activity in any period between October 1 and April 30 when this approval is exercised. The local freshwater fish translocation plan should include the following details: a) Time, duration and methodologies used for catching and transporting fish. If a freshwater native fish translocation plan is required under Condition 145, prior to entering any watercourse, a qualified and experienced ecologist must be appointed to implement the Native Freshwater Fish Translocation Plan.

A record of any maintenance work must be kept and provided to Auckland Council on request. Any sediment or material excavated from the bed of the stream must be stockpiled outside the 100-year floodplain area and managed with appropriate erosion and sediment control measures in accordance with Auckland Council's Guideline Document 2016/005 Erosion and Sediment Control Guide for Land Disturbing Activities in the Auckland Region (GD05) . All areas of exposed soil, including stream beds, must be stabilized in accordance with Auckland Council's Guideline Document 2016/005 Erosion and Sediment Control Guide for Land Disturbing Activities in the Auckland Region (GD05) at any time when work is to stop due to rain.

The permit holder must ensure that all machinery, vehicles and equipment used for the activity must be cleared before entering any natural wetland. A record must be kept of the date, time and any interview undertaken in relation to this condition, which must be sent to the Council on request. Stream construction and bank improvement planting must be undertaken on site and in accordance with the approved Ecological Management Plan referred to in Condition 143 and must include the following:.

A copy of the up-to-date Computer Register and/or Title Record showing that the legal mechanism is registered must be provided to the Council to ensure compliance with this condition.

WATER PERMIT (S14) (ATTENUATION BASIN 1)

It is envisaged that this permit will pass to Auckland Council after the end of the defect liability period (which is two years). After successful construction and commissioning, dams, spillways, fish passages and related structures must be operated and maintained to ensure that, at all times, they are structurally sound, do not present an unnecessary risk to life of man, property or the natural environment, and are capable of performing satisfactorily to their approved design standard. Dam maintenance includes tasks necessary to minimize damage (including wave run, vegetation and stock management), erosion and erosion along with any structural maintenance of the dam and associated facilities.

Trees or large vegetation can weaken the structural stability of the embankment, create seepage paths and impede visual inspection and should therefore not be allowed to grow on the embankment. If the top of the dam is to be used as a trunk, the dam must be protected by appropriate measures such as covering the top of the dam with gravel, fencing the sides of the top, and diverting rainwater away from the upstream and downstream dam faces. The dam, fish passages and associated structures must be inspected quarterly and during and after extreme weather events.

Inspections by a suitably qualified and experienced engineering professional should be made if there are significant changes to the dam, spillways, low flow bypass or associated structures. Access for native fish species to cross the dam at all times must be provided by creating and maintaining fish passage. Prior to the exercise of this permit, a riparian planting and management plan must be drawn up and submitted to the Council for certification.

Planting must be carried out in full in accordance with the approved planting and riparian management plan and must be maintained for the duration of this permit.

WATER PERMIT (S14) (ATTENUATION BASIN 2)

It is the responsibility of consent holders to determine which other consents are required and to obtain them before any work commences. After construction and successful commissioning, the dam, spillways and associated structures must be managed and maintained to ensure that they are structurally sound at all times, do not pose an undue risk to human life, property or the natural environment and can perform satisfactorily in accordance with to its approved design standards. It is the responsibility of consent holders to determine what other consents (if any) are required and to obtain them prior to commencing any work.

The dam, spillway and related structures must be inspected quarterly and during and after extreme weather conditions. A sample inspection sheet is attached in Appendix 1 of this consent to provide guidance to the Consent Holder on the type of matters to be addressed when carrying out an inspection. Inspections by a suitably qualified and experienced professional engineer should be undertaken if there are any significant changes to the dam, spillway or related structures.

The plan should generally be consistent with Auckland Regional Council's Coastal Zone Management Strategy for the Auckland Region Technical Publication 148 June 2001 (or any subsequent supplement). All information requests of this permit can be emailed to Auckland Council at monitoring@aucklandcouncil.govt.nz. The NZ Society of Large Dams (NZSOLD) publishes guidelines for the construction, operation, maintenance and inspection of dams.

We advise the consent holder to be familiar with the association's guidelines.

STORMWATER DISCHARGE PERMIT (S15)

In the event that there is a need for changes to the stormwater management system that will not result in an application under section 127 of the RMA, the following information must be provided:. Supporting information describing how the proposal does not affect the capacity or performance of the stormwater management system. Any change to the proposal which will affect the capacity or performance of the stormwater management system will require an application to the council under section 127 of the RMA.

A pre-construction meeting shall be held by the permittee, prior to the commencement of construction of any on-site stormwater devices, which:. The following information must be made available before, or during, the pre-construction meeting: a) timeframes for key phases of the works authorized under this consent;. As-Built certification and plans of the stormwater management works, certified (signed) by a chartered professional engineer as a true record of the stormwater management system, must be provided to Council for approval.

As-Built Plans must show the entirety of the stormwater management system and must include:. a) the observed location (to the nearest 0.1 m) and level (to the nearest 0.01 m) of the discharge structure with coordinates expressed in terms of NZTM and LINZ data;. Minor changes to conditions in response to the Stormwater and Flood Technical Report dated 9/6/2022. b) a program for the maintenance and regular inspection of the stormwater management system; The stormwater management system must be managed in accordance with the approved operation and maintenance plan.

The maintenance report must contain the following information:. a) details of who is responsible for maintaining the stormwater management system and the organizational structure that supports this process;
