BP1)B is responsible for the major part of electricity generation and distribution mainly in all areas (except Dhaka city) in the country. In order to ensure quality service, reduce abnormally high system losses to an acceptable limit and increase revenue collection in the greater Dhaka area, the Dhaka Electric Supply Authority (DESA) was separated from BPDB in October 1991.

Background of the research
Every distribution organization in Bangladesh follows very primitive procedures, tools and equipment for distribution system activities. Although most of the activities of the distribution system are risky, the workers remain unsafe due to lack of proper safety guidelines.
Present state of art of the research topic
It also provides information about the safety clearance of sales-work procedures of distribution lines, safety tools necessary in distribution works, etc. One of the goals of this study is to see if this approach can be replicated in our country's distribution system.

Accident records of the last few years were collected by contacting distribution system personnel. Activities carried out by the distribution system were also closely observed during the visit to understand the risks and hazards involved in each activity.
Procedures of data collection
In such a situation, if the questionnaire did not cover the required quarries, the respondents were asked the three necessary questions directly. The collected data (causes of the accident and suggestions for avoidance) were analyzed and arranged according to the weight given by the respondents.
Interpretation of the Results
The collected data were classified into two large types, one for workers and the other for the public fbr. The collected data were placed in a tabular fbrmat and analyzed to achieve the objectives of the study.

The above statistics are authentic documents against the comments of section - 4.1.1 The study provides information about the most victimized groups and this information will help to take safety measures for the prevention of accidents from these groups. The questions were open-ended and close-ended and the workers were made clear about hazards. The workers were asked to name at least two hazards that they believed existed in the distribution system.
The main objective of the research is to determine the causes responsible for accidents in the distribution system. The employees who suffered fatal or minor accidents were mainly involved in the study as respondents. On the other hand, most of the employees of West Zone Power Distribution Company are too aggressive to express their comments against the management.
Since a large part of the workers blamed the accidents exclusively on the manager's negligence with evidence, their opinion on the manager's accident prevention activities was invited during the interview. Except for a few, most of the workers admitted that in addition to the managers, the workers are also responsible. The workers were asked an additional question about ways of preventing accidents by workers.

After being made aware of the hazards, workers are in most cases unable to remove them from the system. Managers also supervise the work of workers, so managers must have in-depth knowledge of the hazards associated with the distribution system to prevent system hazards in potential cases. On the other hand, the intensity of hazard knowledge of managers with non-technical education is relatively weak.
The session was open-ended and among the twenty managers, most managers mentioned more than one hazard. When managers were asked to name some causes of accidents, most managers mentioned more than one cause. Most managers insisted on increasing employees' sincerity for accident prevention.
In response to the question, the managers emphasized on awareness campaigns such as safety meetings, motivational meetings, safety exhibitions, etc. Some managers emphasized on safety training to develop the skills and technical knowledge of the employees. The managers, especially at the executive level, emphasized increasing the continued control of the workers by the lower class managers.

Analyzing the data collected, it was found that a significant number of people died in accidents due to contact with the trees next to the distribution line. With the aim of informing about the hazards, the workers were requested to mention that there exist some hazards in the distribution system that are mainly liable for public accidents. During this session, employees were invited to give their comments on the causes of accidents related to the public sector.
Since the workers were excited for the public, their stated causes could be influenced with their ICelings. When the workers were asked about the causes of the accidents, the causes mentioned by them were almost similar to the causes in Table-I I. Citing these activities the workers blamed the lack of public display of the accidents during the cause finding session.
In response to such an invitation, most of the workers gave their opinion as; the public should refrain from such illegal activities to keep them for sale. The workers were reminded that according to the Electricity Act-1910, cutting down trees near the distribution line, carrying out the operation to remove illegal connections, undertaking activities for public awareness on the use of electricity is the responsibility of the respective distribution system. A field visit was conducted to find out the causes of accidents, according to public opinion. Since most of the people were illiterate, they were reluctant to comment in written form. A large portion of respondents blamed the negligence of distribution system employees for the occurrence of accidents.
In response to the question, they mentioned that distribution system workers do not attend on time even in case of a risky situation of distribution line or equipment. Some people cited the tree along distribution line, side connection and illegal use of electricity as the causes of accidents. In response to the question, the respondents described each of the activities in an Ibilowing way.
Where it is impossible to maintain a safe distance, the distribution authority should periodically prune the small portion of trees near the line throughout the year. In the case of 'side connection and illegal use of electricity, they mentioned that such activities are mainly carried out by the people who are not the consumers of distribution system. They mentioned that if they are fusilified electricity, not a single one side connection will take and the possibility of accidents will be reduced.

From the analysis of the previous section, it is clear that accidents occur due to failure to follow proper safety guidelines. During the field visit, negligence in following safety rules was observed in all distribution organizations. In this session, they tried to find out the obstacles in following the safety rules and regulations.
Barriers to following security guidelines are not only limited to the root level of the distribution system, but spread all the way to the top of the system. Despite having adequate safety tools, good work environment safety guidelines are not properly followed here. Activities to improve workers' sincerity towards safety such as safety training, safety meeting, motivational meeting, safety exhibition, etc.
To build public awareness about safety, the necessary activities such as motivational meeting in the field, safety meeting, distribution of 'safety leaflets among consumers/public, safety advertisements in press media to increase public sincerity, miking etc. Managers found these limitations. asked about the obstacles to following safety guidelines properly. Discussion with various managers about the obstacles to following the safety rules in PBS is found as follows.

Of the twenty managers, most managers have been working in the distribution system for a long time. It is alarming that after accidents, the distribution organization authority tried to hide the factual information about the accident to avoid legal complexity. The activities that are needed. Motivating the employees and the public to follow safety rules and regulations is virtually absent in most distribution organizations.
From 1) the workers and managers were told that these two groups carry out most of the day-to-day activities of a distribution system. From discussion it was realized that most of the employees have at least a minimum sense about safety in distribution line works. Distribution system performs various daily activities, most of the activities have to be performed very close to the distribution line which is very dangerous.
Research has shown that the contact of trees next to the distribution line is one of the leading causes of public accidents. During a field visit it turned out that most of the distribution organization prunes the trees near the distribution line three times a year for the same duration. The employee of the PBS system is frustrated and is one of the causes of accidents in this system.
