We have already mentioned that the proposals of the Government of East Bengal and Assam are for experimental introduction. The members of the Union Panchayats should be partly elected and partly nominated in the ratio of two-thirds elected and one-third nominated.
In connection with the control of the panchayats over the chaukidars, some points arise for consideration.
