Analysis and Findings
Results of the statistical tests (Spearman's Rank Correlation or Co-efficient) used indicate that there is a significant (at 0.01 level) consistency between the views of former, ongoing (existing) and potential ACAD participants regarding their required knowledge, skills and attitudes in the delivery of services in the work situation and the extent of their fulfillment by ACAD. The reassessment of training needs validates the earlier assessment on the basis of which the curriculum of the existing ACAD was designed.
Recommendations
However, BPATC may strongly consider introducing private sector development issues (in the form of a separate module) into ACAD curriculum. The identified high priority issues, whose fulfillment rate with the existing form of ACAD is not sufficient, should be allocated more time and effort.
Conclusions
The duration of ACAD should be extended or the volume of input on relatively less prioritized/important issues should be reduced. The feedback processes adopted by BPATC should also be continued and there should be a regular follow-up process to assess whether the curriculum is aligned with that of the job requirements.

Justification/Rationale of the Study
ACAD is a generic management training course on administration and development for the mid-level government officials. The entire spectrum of mid-level government officials involves a number of stakeholder groups from diverse backgrounds. The nature of ACAD itself is a constraint for developing an effective curriculum for all mid-level government officials in a unified form.
A number of Focused Group Discussions (FGDs) were organized with various stakeholder groups, including GOB agencies and relevant professionals, to identify and prioritize the challenges, needs, values, cultures and environment of mid-level government officials. Based on the aforementioned assessment, consultation and input from the FGD, a comprehensive PTU/TNA survey questionnaire was developed, pre-tested and finalized and the PTU/TNA survey was conducted among the relevant stakeholder groups using a stratified, targeted random sampling procedure.

This part is designed based on the evaluations of the FGDs and the evaluation of the superiors (Joint Secretary). Part II includes questions about the extent to which the existing ACAD module/topics [contents] are useful in providing services in a work situation. Both open-ended and closed-ended questions were formulated to gather respondents' views.
Sample Size, Sample Design and Sampling Procedure
As illustrated in fig-2.1, five separate FGDs were conducted among 30 former, existing and potential ACAD participants to identify the most important areas of knowledge, skills and attitudes needed for service delivery in a work situation as a Deputy Secretary or equivalent. Previous and existing ACAD participants were also asked to rate the extent of knowledge, skills and attitudes they acquired through ACAD. Potential ACAD participants were asked to identify their knowledge, skills and attitude gaps in service delivery at the working level [Appendix-4].
As mentioned earlier, the first part of the survey questionnaire [Appendix-4, Part-I/A and Part-I/BJ was prepared based on FGD feedback. The second part included questions about the usefulness of the course content in the work situation of the existing employees.

All the respondents identified (a) Transparency and accountability in Administration (79.63%) and (b) Prevention of Corruption (78.40%) as the most useful topics of the module.
