Rector is supported by Six Member Director Staff (MDS) of the rank of Additional/Joint Secretary to the Government and equivalent status. Headed by MDS, each division consists of a number of wings, each wing headed by a Director of the rank of Deputy Secretary and Equivalent. Advanced Course on Administration and Development (ACAD) is one of the main courses of BPATC for mid-level government officials. The overall objective of the ACAD is to develop the leadership competencies of participants for the strategic management of their own organizations.
Formulate strategic plan after analyzing internal and external environments of the organization using various tools and techniques and implement them efficiently and effectively. Out of the 70 days, 60 days are spent at BPATC, and the rest days are for the overseas part.

During the visit, the participants learn about different policies, strategies and practices, both in general and sector wise, which contribute to the visiting country's development. As part of the OT, the participants get the opportunity to visit different institutions, and through that they learn many things in detail. Participants prepare a comprehensive report on the OT, where the following issues are included: (a) an overview of the visit; (b) different aspects of the development journey of the country (overall and sector specific); (c) learning points for Bangladesh.
Participants should be very active and engaged in the visit to understand and identify the critical factors that contributed to the development of the visiting country.

Before joining here, he served in different organizations in the private sector of Bangladesh as HR and Management person. After his postgraduate studies, he completed Postgraduate Diploma in Personnel Management and MBA in Human Resource Management. In addition to various local trainings, in 2018 he attended a short course on "Leadership in the public sector" at Duke University, USA, and training on "Good Governance" in Hong Kong University in 2019.
Every modern state generally strives to establish a training institute for public administration at the national level to alleviate the demands of human resources ready for the effective management of the affairs of the state and to provide the best services to the citizens. Bangladesh Public Administration Training Center (BPATC), as a center of excellence and a regional flagship, is committed to providing effective, comprehensive and self-mandated and bespoke training for civil servants in the public sector in Bangladesh. The center is entrusted to face the national and global challenges of the modern era by imparting modern training in the public sector.
BPATC can be considered as the nursing home of human resources to meet these urgent needs. BPATC's primary mandate is to provide the highest quality training to develop entry-level, mid-level and even senior-level officers to become the best administrative leaders in the country. That's why we try to encourage the participants by saying the best words and demonstrating the best practices.
Our modest expectation from our participants is that they will also take advantage of the opportunity to strengthen their positive attitude, proactivity and work ethic through the training they receive here. Foundation Training Course (FTC) is the Center's premier core course for aspiring officers who are future administrative leaders of the country.

Set amidst a landscape of velvet of lush green natural environments and aesthetic beauties interspersed with planned trees housing chirping birds, flowers, gardens, water body - a habitat for flora and fauna surrounded by a mini tea garden, a herb garden, and plants and modern infrastructures, the center is located in Savar on a surface of 54 acres of land which is 28 km away from the maddening crowd of the capital Dhaka. Despite the limitation imposed by its remote location, the center prides itself as the alma mater of most laurels in the civil service across the country.

The Center is headed by a Rector who is Secretary to the government, who is entrusted with transforming the vision, mission of the Center into reality by holistically managing human and other resources in his domain. Followed by the Rector, there are six members of the Management Staff (SMH) of the rank of Additional Secretary/Joint Secretary to the government, dedicated to the supervision of the six divisions of the center. The center acts as a virtual melting pot where participants from different generations, qualifications and socio-economic backgrounds meet, interact and learn from each other, starting from juniors and brilliant youngsters who start their civil service careers after qualifying in the competition rigorous. examination for middle and high level officials.
Since its inception, the Center has grown into a trusted training center for officials of government, autonomous and non-governmental organizations. One of the core courses conducted by the Center is the FTC for the new entrants in the Bangladesh Civil Service (BCS), while the Advance Course on Administrative and Development (ACAD) is for mid-career Deputy Secretaries and their equivalent, Senior Staff Course (SSC). ) is for the Joint Secretaries and equivalent officers of the Defense Services and Police, while the Policy Planning and Management Course (PPMC) is for the Additional Secretaries. The Center also conducts a plethora of short courses to sensitize officials about the policies of the government, familiarize them with the rules, regulations, etc. and appraise them on the relevant reforms and changes.
The center occasionally caters for bespoke training, eg, Special Foundation Training Course (SFTC), to entertain the requirements of valued clients. Indeed, the Center has four wings as the Regional Public Administration Training Center (PRTC), planned to extend to all eight Divisions of the country soon, with the mandate to conduct specialized training courses for support staff and officials at the regional level. . Understanding the rural people and the dynamics of field administration through field visits and attachments is a mandatory part of BPATC training.
The center encourages participants to develop their oral English skills, so they are expected to speak English with colleagues and faculty members during their stay at BPATC. Participants must adhere to the norms, code of conduct, dress code, table manners and standards set by the Center. As a government think tank, the Center conducts research and provides advisory services to the government and esteemed clients on governance and development to address immediate problems and strategic challenges and formulate sound policies.
There is a research committee headed by the Vice Chancellor of Jahangir Nagar University with scope for two external experts nominated by the BOG to carry out the Centre's research activities. The Center publishes BPATC English and Bangla Journals, annual Bangladesh Lok-Prashashon Potrika, bi-annual Lok-Prashason Samoeky. There is a publications committee headed by the Vice-Chancellor of the Center, which includes a professor from Jahangir Nagar University from the Department of Public Administration or Political Science.

Apart from these, the library received a good number of books, journals, seminar papers, conventional and non-conventional research reports, annual reports, newspapers and magazines as supplementary copies through exchange programs with various local and foreign organizations. Recently, a 'Muktijuddho Corner' has been opened where almost all the books about independence and our liberation struggle are available. The library is open from 8:00 a.m. to 10:00 p.m. non-stop from Sunday to Thursday.
Each faculty member can borrow ten books, while an intern can borrow four books at a time for a month. The library also subscribes to international magazines such as The Economist, Times, Reader's Digest and National Geographic. The library is a subscriber to several well-known journals, namely Proshikhyan, International Review of Administrative Science, etc.
