To make the Foundation Training Course more focused on common needs of probationers of all cadres belonging to Bangladesh Civil Service and also make the training result oriented.

They are: (i) response level - how well the trainees liked the programme; in other words, it is the 'smile test' or 'happiness test', e.g. daily and weekly evaluation as well as evaluation of the end of the course by the trainees from the FTC at BP ATC; (ii) level of learning - what principles, facts and techniques were learned, e.g. pre-test and post-test practiced in FTC by BPATC; (iii) behavioral level - what changes in work behavior as a result of the program; 'and (iv) level of results - what were tangible results - of.

Table 10 shows the application of the knowledge acquired in the course Public Administration, which consists of the modules State System, Managerial Behavior and Changing the Public Sector. The relevance of weighted scores of objectives ranges from 78 to 86. Supervisory officers were asked to comment on behavioral changes of the trained officers in 21 different areas. The study interviewed 71 trained subjects (64 males and 7 females) from 38 to 40 Foundation Training Course (FTC) representing the BCS Agriculture, Fisheries and Livestock cadres, and 88 district level supervisory officers of the said three cadres.

The study reveals that out of nine objectives of FTC, seven are highly relevant (weighted score 91.31 to 97.65) for newly recruited officers belonging to BCS Agriculture, Fisheries and Livestock Cadres as assessed by the trained probationers who have already participated in FTC (Table 6) ). Although the respondents considered the objectives to be relevant to the probationers, they have identified some reasons for less achievement of the objectives. The knowledge and skills gained from the modules under the subjects of Bangladesh Studies, Public Administration and Skills Development help most of the trainees to perform their duties significantly.

By means of a questionnaire survey, the study also reveals the views of the supervising officers on the role of FTC in bringing about behavioral and attitudinal change among the trained subjects in the same 21 areas that they (trained officers) mentioned earlier (Table 21). Supervisory officers further considered that the FTC role is not satisfactory (weighted score to bring about changes in two important behavioral aspects, such as admitting personal weakness and refusing to carry out the unethical order (if any) of the higher authority For them none of the 21 behavioral and attitudinal aspects of FTC appear to be satisfactory in bringing about change among the participants.
