TERMS OF REFERENCE for
“Consultants for designing the Undergraduate Course Curricula (Package Number: S-1)”
1. Background:
The Government of the Peoples Republic of Bangladesh has undertaken the Higher Education Quality Enhancement Project (HEQEP) with the support of the International Development Association (IDA) of the World Bank. Ministry of Education is the sponsoring ministry and the University Grants Commission of Bangladesh is the implementing agency of the Project. HEQEP aims to improve the quality and relevance of the teaching, learning and research environment in the higher education institutions of Bangladesh through encouraging both innovation and accountability within the institutions and by enhancing the technical and institutional capacity of the higher education sector of the country. As per Revised Development Project Proposal-III, the HEQEP comprises five components: (1) Promoting Academic Innovation; (2) Building Institutional Capacity of Tertiary Education Sector; (3) Raising Connectivity in the Higher Education Sector (BdREN); (4) Establishment of Quality Assurance Mechanism; and (5) Project Management & Communication (PMC) and Monitoring and Evaluation (M&E). In order to carry out the activities of the component (1), the sub-project will engage two consultants for designing the undergraduate course curricula of the department of Textile Engineering, KUET.
2. Objectives of the Assignment:
The Department of Textile Engineering, KUET, Bangladesh is implementing a Sub-Project entitled “Improvement of Teaching-Learning and Laboratory Facilities in the Department of Textile Engineering” under the HEQEP, UGC Bangladesh. The objectives of this specific work of the Sub-project are:
(i) To study and analyze the existing course curricula,
(ii) To collect and study the course curricula of other universities within the country and abroad,
(iii) To collect the requirements and job oriented information from related industries,
(iv) To analyze the undergraduate courses of different universities and find out the suitable course materials,
(v) To incorporate the industrial requirements in the courses, and
(vi) To prepare the most updated and time befitting course curricula for Textile Engineering which will suit to this university and the students will be able to compete globally following the curricula as well.
On the basis of the consultants’ recommendations the Sub-Project Management Team(SPMT) along with the consultants and other faculties of the department will prepare the final undergraduate course curricula and hand over it to the Head of the department for necessary action to implement.
3. Scope of Services of Consultants:
The scopes of work are as hereunder:
i) The consultants are supposed to study and analyze the existing course curricula of the department.
ii) They will suggest the course curricula from the universities and information of industrial requirements from the textile industries are to be collected.
iii) It is expected that after analyzing the gathered information and needful materials they will exchange their views in the meetings with SPMT.
iv) They will provide a report with recommendations and finally will prepare an update and time befitting course curricula along with SPMT which will be submitted to SPM.
4. Counterpart Support:
The SPMT along with the Head of the department of Textile Engineering, KUET will provide office space, logistics and institutional support and will assist the consultants particularly in collecting materials, typing and editing the course curricula, and exchanging views for carrying out the assignment.
5. Reporting Arrangements:
The consultants will report directly to the SPM of the Sub-Project.
6. Expected Outputs:
The new updated and time befitting course curricula of Textile Engineering that will be best suited to this university so that the students will be able to compete globally following this.
7. Qualification and Experience:
The consultants should have at least a post-graduate degree with sufficient experience in the field of Textile Engineering(industrial experience will be preferable). The candidate must possess the followings:
(i) Ph. D degree with 5 Yrs experience or M.Sc. Engineering(Textile) with 7 Yrs experience in the relevant field.
(ii) Demonstrated proficiency in writing and speaking English as well as Bengali.
(iii) Basic computer literacy and skills in MS Word, Excel, Internet etc.
8. Duration of Service:
The duration of the assignment is 2-3 months(as per the discussion with the consultants). The expected commencement of the assignment is 15 February 2015. However, the duration may be increased or decreased according to the requirement.
9. Selection Criteria:
Individual Consultant will be selected on the basis of their academic background, relevant working experience and its adequacy for the assignment following the procurement rules applicable for the Sub-Project.
