Ministry of EMR Launches Simbara, a System to Control Illegal Mineral and Coal Trade

A

NUMBER of ministries and agencies collaborate to build a mineral and coal information system between ministries and agencies (Simbara). Minister of Energy and Mineral Resources (MEMR) Arifin Tasrif said this system could curb illegal mineral and coal trade.

This is only one part of the function of Simbara's existence. In general, Simbara will be an application as a monitoring tool in the mineral and coal trade in a complete form.

In addition to supervising illegal trade, Simbara also plays a role in supervising the Domestic Market Obligation (DMO) policy.

The goal is to keep the mineral and coal trade in compliance with applicable regulations.

"With Simbara, the monitoring of compliance with DMO by Business Entities can be carried out more optimally and at the same time controlling illegal mineral and coal trade by business actors both as producers and intermediary traders which can result in leakage of state revenues," he said at the launch of Simbara, Tuesday (8/3/2022).

In this way, Simbara will play an important role in the development and supervision of the mineral and coal trade system. Among them are the supervision of Non-Tax State Revenue (PNBP) and the mineral and coal trade system including the process chain from upstream to downstream.

EJUMLAH kementerian dan lembaga berkolaborasi membangun sistem infor- masi mineral dan batu bara antar kemen- terian dan lembaga (Simbara). Menteri energi dan Sumber Daya Mineral (ESDM) Arifin Tasrif menyebut sistem ini bisa menertibkan perdagangan mineral dan batu bara ilegal.

Ini hanya salah satu bagian dari fungsi adanya Simbara. Secara umum, Simbara akan jadi satu aplikasi sebagai sarana pengawasan dalam perdagangan mineral dan batu bara dalam bentuk yang lengkap.

Selain mengawasi perdagangan ilegal, Simbara juga berperan dalam melakukan pengawasan terhadap kebijakan Domestic Market Obligation (DMO). Tujuannya, agar perdagangan minerba tetap patuh sesuai aturan yang berlaku.

“Dengan adanya Simbara, maka peng- awasan kepatuhan terhadap DMO oleh Badan Usaha dapat dilakukan dengan lebih maksimal dan sekaligus menertibkan perdagangan mineral dan batu bara ilegal oleh pelaku usaha baik sebagai produsen maupun pedagang perantara yang dapat mengakibatkan kebocoran terhadap pene- rimaan negara,” katanya dalam pelucuran Simbara, Selasa (8/3/2022).

Dengan begitu, Simbara akan memegang peran penting dalam rangka pembinaan dan pengawasan tata niaga minerba.

Diantaranya pengawasan Pendapatan Negara Bukan Pajak (PNBP) dan tata niaga minerba termasuk juga rantai proses dari hulu ke hilir.

Sign MoU

On the same occasion, Arifin assessed that the signing of the MoU between the Ministry of Finance and SKK Migas was able to improve cooperation in the future.

"Today we will also witness the signing of the MoU between the Ministry of Finance and SKK Migas regarding the implemen- tation of the development and construction of an integrated information system and the exchange of data or information on upstream oil and gas. Through this development, it is hoped that it will be able to improve cooperative relations that are more effective and more accurate in the future," he said.

In addition, in the future, this collaboration will facilitate the management and recording of reporting of business entities in the upstream oil and gas sector.

Lalu, perencanaan penambangan, peng- olahan bahan tambang, pemurnian komoditas minerba dan berbagai bentuk turunannya dengan pemenuhan kewajiban pembayaran negara dan clearance ke pelabuhan.

“Melalui koordinasi yang baik dari semua pihak untuk mewujudkan efektivitas dan optimalisasi penerimaan negara. Simbara telah hadir untuk mendukung sinergi proses bisnis dan aliran data minerba antar kementerian dan lembaga,” tuturnya.

“Melalui pengembangan sistem ini fasiiltas single submission system untuk pengapalan menjadi lebih praktis dan akuntabel,” imbuh dia.

Teken MoU

Pada kesempatan yang sama, Arifin menilai penandatangan MoU antar Kementerian Keuangan dan SKK Migas mampu meningkatkan kerja sama yang lebih baik kedepannya.

“Hari ini juga kita akan saksikan pelak- sanaan penandatangan MoU antara Kemenkeu dan SKK Migas tentang pelak- sanaan pengembangan dan pembangunan sistem informasi terintegrasi serta pertukaran data atau informasi hulu migas.

Melalui pembangunan ini diharapkan mampu meningkatkan hubungan kerja sama yang lebih efektif dan lebih akurat kedepannya,” tuturnya.

Serta, kedepannya melalui kerja sama ini akan memudahkan dalam pengelolaan dan pencatatan pelaporan badan usaha di hulu migas.

Selling 7.2 Million Treasury Shares, Indo Tambangraya (ITMG)

T INDO Tambangraya Megah Tbk (ITMG) has again sold some of its treasury shares from the buyback. This coal mining issuer has sold 7.2 million shares on March 7, 2022.

The selling price of shares refers to the closing price of daily trading on the stock exchange one day before the date of sale of shares. Thus, the selling price was Rp.

28,125 per share.

Meanwhile, the funds obtained by ITMG from the sale of these shares reached Rp 210.42 billion, before deducting transac- tion costs.

"After the sale of the shares, the remaining shares from the repurchase that have not been transferred are 7.98 million shares,"

wrote Junius Prakasa Darmawan, Director of Indo Tambangraya Megah in a statement on the Indonesia Stock Exchange, Tuesday (8/3).

Previously, on March 4, 2022, ITMG also sold 7.85 million shares from the repurchase. The selling price was Rp 28,125 per share, and ITMG earned Rp 220.78 billion before deducting transaction fees.

Previously, ITMG planned to sell 33.37 million treasury shares it owns starting February 18, 2022. Prospective recipients can be in the form of investment managers, insurance, pension funds, and other business activities.

T INDO Tambangraya Megah Tbk (ITMG) kembali melakukan penjualan sebagian saham treasury hasil pembelian kembali (buyback). Emiten tambang batubara ini telah menjual sebanyak 7,2 juta saham pada tanggal 7 Maret 2022 lalu.

Harga penjualan saham mengacu pada harga penutupan perdagangan harian di bursa efek satu hari sebelum tanggal penjualan saham.

Dus, harga penjualan tersebut sebesar Rp 28.125 per saham.

Adapun, dana yang diperoleh ITMG dari hasil penjualan saham tersebut mencapai Rp 210,42 miliar, sebelum dikurangi biaya transaksi.

“Setelah pelaksanaan penjualan saham, maka jumlah sisa saham hasil pembelian kembali yang belum dialihkan adalah sebanyak 7,98 juta saham,” tulis Junius Prakasa Darmawan, Direktur Indo Tambangraya Megah dalam keterangan di Bursa Efek Indonesia, Selasa (8/3).

Sebelumnya, pada 4 Maret 2022, ITMG juga melakukan penjualan saham hasil pembelian kembali sebanyak 7,85 juta saham. Harga penjualan senilai Rp 28.125 per saham, dan ITMG meraup dana sebesar Rp 220,78 miliar sebelum dikurangi biaya transaksi.

Sebelumnya, ITMG berencana menjual saham treasury yang dimiliki sebanyak 33,37 juta saham mulai 18 Februari 2022. Calon pihak penerima dapat berbentuk manajer investasi, asuransi, dana pensiun, dan kegiatan usaha lainnya.

As an illustration, ITMG recorded a classy performance throughout 2021. The net profit of this coal mining issuer flew up to 1,104.9% to US$ 475.57 million in 2021.

Whereas in 2020, ITMG only narrowed its net profit of US$ 39.47 million.

ITMG's soaring net profit was in line with soaring revenue. ITMG recorded revenues of US$ 2.07 billion, up 75.18% from revenue in 2020 of US$ 1.18 billion.

Sebagai gambaran, ITMG mencatatkan kinerja mentereng sepanjang 2021. Laba bersih emiten tambang batubara ini terbang hingga 1.104,9% menjadi US$ 475,57 juta di 2021. Padahal di tahun 2020, ITMG hanya mengempit laba bersih US$ 39,47 juta.

Melesatnya laba bersih ITMG seiring dengan melesatnya pendapatan. ITMG mencatatkan pendapatan senilai US$ 2,07 miliar, naik 75,18% dari pendapatan pada 2020 sebesar US$ 1,18 miliar.

2022, Bukit Asam Pegs 36.41 Million Tons of Coal Production

T BUKIT Asam Tbk (PTBA) in 2022 has set a coal production target of 36.41 million tons. The production plan is above the realization of last year's production, which was 30.4 million tons.

Arsal Ismail, President Director of PTBA, said that this year the company's overall operating targets have increased compared to last year. In addition to production for transportation, it is also targeted to increase to 31.5 million tons.

"Production is 36.41 million tons, an increase of 21 percent from the realization in 2021. Transportation will increase to 31.5 million tons or an increase of 24 percent from the realization in 2021. Sales are targeted to be 37.10 million tons, an increase of 31 percent from the realization of sales in 2021," said Arsal, Monday (7/3).

According to Arsal, in 2022 the company will maintain the opportunity to increase its export portion without forgetting the obligation to ensure domestic coal supply.

2022, Bukit Asam Patok Produksi Batu Bara 36,41 Juta Ton

T BUKIT Asam Tbk (PTBA) pada 2022 mematok target produksi batu bara men- capai 36,41 juta ton. Rencana produksi tersebut diatas realisasi produksi sepan- jang tahun lalu yakni 30,4 juta ton.

Arsal Ismail, Direktur Utama PTBA, menyatakan tahun ini seluruh target operasi perusahaan mengalami pening- katan jika dibandingkan dengan tahun lalu.

Selain produksi untuk angkutan juga ditargetkan meningkat menjadi 31,5 juta ton.

“Produksi 36,41 juta ton atau naik 21%

dari realisasi 2021. Angkutan naik jadi 31,5 juta ton atau naik 24% dari realisasi 2021.

Penjualan mentargetkan jadi 37,10 juta ton atau naik 31 % dari realisasi pejualan 2021,” kata Arsal, Senin (7/3).

Menurut Arsal, tahun 2022 perusahaan tetap menjaga peluang untuk menambah porsi ekspor tanpa melupakan kewajiban untuk memastikan pasokan batu bara untuk dalam negeri.

"So we, from PTBA, will follow the rules in the RKAP. The additional portion of exports, of course, returns to the RKAP. But PTBA as a state-owned company certainly doesn't pursue profit, but we also have to prioritize domestic needs," said Arsal.

PTBA production last year was also quite high. The company successfully boosted production to 30.4 million tons with an increase in transportation volume reaching 7% from 2020. In detail, the portion of PTBA's production last year was intended for domestic as much as 57% and for exports 43%.

"This increase in production and volume is followed by an increase in coal sales in 2021, 28.37 million tons, up 9% from the previous year," said Arsal.

Asam made history in terms of financial performance. Throughout 2021, PTBA's net profit was recorded at Rp 7.91 trillion.

This realization is the highest in the history of the company's establishment. In 2020, PTBA's net profit was Rp. 2.39 trillion or increased by 231.4%. (RI)

“Jadi kami, dari PTBA akan ikutin aturan aturan dalam RKAP. Tambahan porsi ekspor, tentunya kembali ke RKAP. Tapi PTBA sebagai BUMN tentunya tidak mengejar keun- tungan tetapi kami juga harus memprioritas- kan kebutuhan dalam negeri,” ujar Arsal.

Produksi PTBA sepanjang tahun lalu juga cukup tinggi. Perusahaan sukses menggenjot produksi hingga mencapai 30,4 juta ton dengan kenaikan volume angkutan men- capai 7% dari tahun 2020. Secara detail porsi produksi PTBA tahun lalu diper- untukan untuk domestik sebanyak 57% dan untuk ekspor 43%.

“Kenaikan produksi dan volume ini diikuti kenaikan penjualan batubara di 2021, 28,37 juta ton atau naik 9% dari tahun sebelum- nya,” ungkap Arsal.

Bukit Asam mencetak sejarah untuk urusan kinerja keuangan. Sepanjang tahun 2021 lalu laba bersih PTBA tercatat mencapai Rp7,91 Triliun. Realisasi tersebut merupakan yang tertinggi dalam sejarah berdirinya per- usahaan. Pada tahun 2020 laba bersih PTBA sebesar Rp2,39 triliun atau melonjak 231,4%. (RI)

Simbara was formed and developed to realize integrated mineral and coal management from upstream to down- stream. Simbara is an initiative of the Ministry of Finance (MoF) with other relevant agencies.

The relevant agencies in question are the Ministry of Energy, Resources and Minerals (MEMR), the Ministry of Trade, the Ministry of Transportation, and Bank Indonesia (BI).

The Director General of Budget at the Ministry of Finance, Isa Rachmatawarta, explained that Simbara development has been carried out since 2020, which is focused on monitoring coal exports with the output of traceability of coal data from upstream to downstream.

Simbara's development in 2020 also includes checking the validity of proof of payment of non-tax state revenues (PNBP) for export documents submitted through the system at the Ministry of Trade, as well as the availability of analytical tools in export supervision.

Then, in 2021 Simbara will be redeveloped with a focus on domestic coal sales and other mineral sales, with the output of connected systems and data flows with Inaportnet at the Ministry of Transpor- tation.

Also included in checking the validity of payment of PNBP proof for data at the Ministry of Transportation and the availability of analytical tools for monitoring domestic sales.

This year (2022), Simbara was developed by integrating data on foreign exchange proceeds from exports by Bank Indonesia in order to monitor sales of mineral and coal exports and ensure that foreign exchange flows into the country,"

explained Isa, Tuesday (8/3/2022).

Simbara dibentuk dan dikembangkan untuk mewujudkan pengelolaan minerba yang terintegrasi dari hulu ke hilir.

Simbara merupakan inisiasi Kementerian Keuangan (Kemenkeu) dengan instansi terkait lainnya.

Instansi terkait yang dimaksud yakni Kementerian Energi Sumber Daya dan Mineral (ESDM), Kementerian Perda- gangan, Kementerian Perhubungan, dan Bank Indonesia (BI).

Direktur Jenderal Anggaran Kemenkeu Isa Rachmatawarta menjelaskan, pengem- bangan Simbara telah dilakukan sejak 2020 yang difokuskan untuk pengawasan terhadap ekspor batu bara dengan output berupa ketelusuran data batu bara dari hulu ke hilir.

Pengembangan Simbara pada 2020 juga meliputi pengecekan validitas bukti bayar penerimaan negara bukan pajak (PNBP) dokumen ekspor yang disampaikan melalui sistem di Kementerian Perda- gangan, serta ketersedian alat analisis dalam pengawasan ekspor.

Kemudian, pada 2021 Simbara kembali dikembangkan dengan fokus terhadap penjualan batu bara domestik dan penjualan mineral lainnya, dengan output terkoneksinya sistem dan aliran data dengan Inaportnet di Kementerian Perhubungan.

Juga termasuk di dalam pengecekan validitas pembayaran bukti PNBP untuk data di Kemenhub dan tersedianya alat analisis untuk pengawasan penjualan domestik.

"Pada tahun ini (2022), Simbara dikem- bangkan dengan mengintegrasikan data devisa hasil ekspor oleh Bank Indonesia dalam rangka mengawasi penjualan minerba ekspor dan memastikan devisa tersebut mengalir ke dalam negeri," jelas Isa, Selasa (8/3/2022).

Now, in this year's Simbara development momentum, BI Governor Perry Warjiyo hopes that the monitoring of foreign exchange traffic from exports is not only for coal commodities, but also for nickel whose prices are currently skyrocketing.

As is known, on Tuesday (8/3/2022) at 13.14 WIB, nickel price was recorded at US$ 101,350 per ton, an increase of 110.8% compared to the previous position.

"We hope that the use of information on natural resource management will not only stop at coal, but also be expanded and synergized for other commodities such as nickel," said Perry on the same occasion.

Perry explained that Simbara is a system that really supports BI in formulating monetary policy.

"This system is very supportive for not only monitoring the condition of the balance of trade balance of payments. But also for the formulation of macroeconomic policies, external, as well as from the monetary and financial system," he said.

BI, said Perry, will fully support it through the integration of information systems and data from DHE for coal commodities into Simbara. So far, BI has collaborated with the Ministry of Finance to monitor DHE through the Instant Integrated Foreign Exchange Monitoring Information System (SiMoDIS).

"BI will continue to contribute to convey- ing not only data, but also supervision of foreign exchange traffic," he explained.

Nah, di momentum pengembangan Simbara tahun ini, Gubernur BI Perry Warjiyo berharap agar pemantauan lalu lintas devisa hasil ekspor bukan hanya untuk komoditas batu bara saja, tapi juga untuk nikel yang harganya saat ini tengah meroket.

Seperti diketahui, pada Selasa (8/3/2022) pukul 13.14 WIB, harga nikel tercatat US$

101.350 per ton, naik 110,8% dibanding- kan posisi sebelumnya.

"Kita berharap agar penggunaan informasi pengelolaan sumber daya alam tidak hanya berhenti pada komoditas batu bara, tapi juga diperluas dan disinergikan untuk komoditas-komoditas lain seperti nikel,"

jelas Perry dalam kesempatan yang sama.

Perry menjelaskan Simbara menjadi sistem yang sangat mendukung BI dalam menyu- sun kebijakan moneter.

"Sistem ini sangat mendukung untuk tidak hanya pemantauan mengenai kondisi neraca perdagangan neraca pembayaran.

Tapi juga untuk perumusan kebijakan- kebijakan ekonomi makro, eksternal, mau- pun juga dari moneter sistem keuangan,"

tuturnya.

BI, kata Perry, akan mendukung penuh melalui integrasi sistem informasi dan data dari DHE komoditas batu bara ke dalam Simbara. Selama ini, BI bekerja sama dengan Kementerian Keuangan untuk me- monitoring DHE melalui Sistem Informasi Monitoring Devisa Terintegrasi Seketika (SiMoDIS).

"BI akan terus berkontribusi untuk menyampaikan tidak hanya data, tapi juga pengawasan terhadap lalu lintas devisa,"

T MERDEKA Copper & Gold Tbk (MDKA) will be one of the companies that have benefited the most from the surge in commodity prices, particularly gold and copper, in recent weeks.

“This prompted us to recommend buying MDKA shares with a target price of Rp 4,900. This target illustrates the estimated solid financial performance of the company, supported by the surge in gold and copper prices," wrote BRI analyst Danareksa Sekurtias Hasan Barakwan in research published in Jakarta recently.

Not only that, he said, Merdeka Copper has several promising projects to be developed, such as AIM together with Tsingshan, The Pani project which has a large gold content, the TB copper mine.

The company also formed a partnership with the world's electric vehicle battery manufacturer, namely CATL.

Based on information that CATL intends to become a 5% stakeholder in Merdeka Copper. The shares will be obtained by buying new shares (rights issue) which will be implemented in the second quarter of this year.

The price target also takes into account BRI Danareksa Sekuritas' estimates regarding the increase in Merdeka Copper's net profit to US$ 80 million in 2022, compared to the realization in 2021 of US$ 33 million. Minister of EMR: Simbara Prevents Illegal Minerba Trade

THE GOVERNMENT, through a collaboration between the Coordinating Ministry for Maritime Affairs and Investment, and the Ministry of EMR, the Ministry of Trade, and the Ministry of Finance, has just launched the Mineral and Coal Management Information System (Simbara).

Minister of Energy and Mineral Resources (MEMR) Arifin Tasrif said this application contains a series of processes starting from upstream to downstream.

He explained that it consisted of the mining planning process, refining processing and sales of mineral and coal commodities, as well as its relation to fulfilling the obligation to pay state revenues and clearance to ports.

"Through good coordination from all parties to realize the effectiveness, supervision and optimization of state revenues, Simbara is here to support the synergy of business processes and the flow of mineral and coal data between ministries and institutions,"

said Arifin Tasrif at the Simbara Launching event and the signing of the MoU on the Integrated System of Upstream Oil and Gas Business Activities, Tuesday (8/3/2022).

According to him, through the development of this system, the single submission system facility for the shipping process becomes more practical, fast and accountable.

With Simbara, Arifin continued, monitoring of compliance with domestic market obligations (DMO) by business entities can be carried out more optimally, while preventing illegal mineral and coal trade by business actors, both as producers and distributors, which can result in leakage of state revenues.

Dia menjelaskan terdiri atas proses peren- canaan penambangan, pengolahan pemurnian dan penjualan komoditas minerba, serta kaitannya dengan pemenuhan kewajiban pem- bayaran penerimaan negara dan clearance ke pelabuhan.

“Melalui koordinasi yang baik dari semua pihak untuk mewujudkan efektivitas, peng- awasan dan optimalisasi penerimaan negara, Simbara telah hadir untuk mendukung sinergi proses bisnis dan aliran data minerba antar kementerian dan lembaga,” kata Arifin Tasrif pada acara Launching Simbara dan Penanda- tanganan MoU Sistem Terintegrasi dari Kegiatan Usaha Hulu Migas, Selasa (8/3/2022).

Menurutnya, melalui pengembangan sistem ini, fasilitas single submission system untuk proses pengapalan menjadi lebih praktis, cepat dan akuntabel.

Dengan adanya Simbara, lanjut Arifin, peng- awasan kepatuhan terhadap domestic market obligation (DMO) oleh badan usaha dapat dilakukan dengan lebih maksimal, sekaligus mencegah perdagangan mineral dan batu bara ilegal oleh pelaku usaha baik sebagai produsen maupun distributor yang dapat mengakibatkan kebocoran terhadap penerimaan negara.

OAL prices have continued to heat up throughout the year. Monday (7/3), coal price was again perched above US$ 400 per metric ton after closing at US$ 427 per metric ton.

ARGA batubara terus memanas di sepanjang tahun ini. Senin (7/3), harga batubara kembali bertengger di atas US$

400 per metrik ton setelah ditutup di level US$ 427 per metrik ton.

Bahkan pada 2 Maret 2022, harga batubara kontrak pengiriman Mei 2022 di ICE Futures cetak rekor tertinggi setelah ditutup di level US$ 429,85 per metrik ton.

Analis Fundamental B-Trade, Raditya Pradana melihat dengan kenaikan harga batubara tersebut, emiten-emiten batubara tentunya mendapatkan keuntungan dari situasi ini. Hal itu disebabkan oleh pertumbuhan harga jual rerata atau average selling price (ASP) batu- bara yang sangat tinggi.

"Menurut analisis kami, potensi kenaikan ASP dengan situasi saat ini secara konser- vatif adalah dobel digit," kata dia kepada Kontan.co.id, Selasa (9/3).

He added that ADRO and PTBA also received more positive catalysts because of last year's performance which was quite significantly impacted by ASP.

For information, in 2021 ADRO will record a revenue growth of 57.51% year on year (yoy) to US$ 3.99 billion. Thus, ADRO's net profit also flew 535.34 percent, from US$

146.93 million in 2020 to US$ 933.49 million in 2021.

Likewise, with the increase in selling prices coupled with increases in sales and production volumes, PTBA's performance shot up.

PTBA's coal sales volume rose 9% to 28.37 million tons, with 57% sold to the domestic market and 43% to the export market.

Raditya said that coal issuers did use a contract scheme with their clients. Even so, coal issuers can still benefit from the current increase in coal prices. This condition is because the market is dynamic and always adapts to supply and demand.

"For current conditions, due to the heating up of relations between Russia and Ukraine, there is a shortage of supplies for commodities, including coal," he explained.

On the other hand, he also advised investors to keep an eye on the coal reference price on the ICE Newcastle Futures as a reference.

Senada, dengan kenaikan harga jual di- barengi dengan kenaikan volume penjualan dan produksi membuat kinerja PTBA melesat.

menjadi 28,37 juta ton, dengan komposisi 57% dijual ke pasar domestik dan 43%

dijual ke pasar ekspor. Sementara volume produksi juga naik 21% menjadi 30,04 juta dan volume pengangkutan naik 7% menjadi 25,42 juta ton.

Alhasil, PTBA membukukan laba bersih tertinggi sepanjang sejarah bagi emiten pelat merah tersebut senilai Rp 7,90 triliun atau melesat 231,47% yoy.

Raditya bilang, emiten batubara memang menggunakan skema kontrak dengan kliennya. Walau begitu, emiten-emiten batu- bara masih dapat menikmati dari kenaikan harga batubara yang terjadi saat ini. Kondisi ini dikarenakan pasar itu dinamis dan selalu menyesuaikan dengan supply and demand.

"Untuk kondisi saat ini, akibat memanasnya hubungan Rusia dan Ukraina, terjadi kelang- kaan suplai untuk komoditas termasuk batubara," jelasnya.

Di sisi lain, dia juga menyarankan investor untuk tetap memperhatikan harga acuan batu- bara di ICE Newcastle Futures sebagai acuan.

According to him, as long as the price of Newcastle Coal continues to strengthen, coal issuers will still have the potential to fly.

"But for now, we are inclined to suggest taking profit first for coal issuers and buyback again when there is a correction,"

said Raditya.

Menurutnya, selama harga Newcastle Coal masih mengalami penguatan, maka emiten-emiten barubara juga masih akan berpotensi terbang.

"Namun untuk saat ini, kami condong untuk menyarankan taking profit dulu untuk emiten batubara dan buyback lagi ketika koreksi," pungkas Raditya.

ENAMBANG batu bara di Indonesia selaku pemasok utama tengah mempersiapkan rencana pembatasan baru terhadap ekspor, sebuah langkah yang akan menambah tekanan pada harga yang sudah mencapai rekor tertinggi.

Pembatasan baru pada penjualan luar negeri rencananya dilakukan pada bulan April atau Agustus - ketika produksi tambang biasanya lebih rendah - untuk memastikan pembangkit listrik lokal memiliki pasokan yang cukup, menurut Pandu Sjahrir, ketua Asosiasi Pertam- bangan Batubara Indonesia.

Coal prices jumped in response, before shipments resumed in February.

Main coal prices have hit new records this month as utilities in Europe, along with other major consumers, are looking for alternatives to cargo from Russia after the invasion of Ukraine.

Asia's benchmark Newcastle coal price jumped 35 percent to a new record of

$353.75 a tonne on Friday, according to a weekly index compiled by IHS Markit and Argus.

By tonnage, Indonesia is the world's largest exporter of coal, followed by Australia, with Russia in third, according to the International Energy Agency.

Power plants could face supply shortages in periods of the year when coal production is constrained by factors including heavy rains, Sjahrir said. April is usually a low month for production, and this year coincides with Ramadan, potentially hampering further production.

Indonesia requires coal producers to supply at least 25 percent of output to meet local demand and sets the highest price for coal sold to local power plants at US$70 per tonne, a policy known as the domestic market obligation rule.

According to Sjahrir, the higher the international coal price, the more likely local miners are to sell the rest of their production abroad, which will increase the possibility of another export disruption.

New System Helps Gov’t Keep Close Eye on Mineral, Coal Producers

HE GOVERNMENT on Tuesday launched an integrated information system called Simbara, which is set to help them keep a close eye on coal and mineral producers.

The Simbara app records all coal and minerals management processes, starting from the upstream to downstream. This includes the mine planning, refining, sales of the mineral and coal commodities, fulfillment of obligation to pay state revenues, and port clearance, according to Energy and Mineral Resources Minister Arifin Tasrif.

“Simbara is here to support the synergy of business processes and data flows between ministries and institutions. This system will make the single submission system for the shipping process to be convenient, faster, and accountable,” Arifin said on Tuesday.

He added that the Simbara would enable a more optimal monitoring of business entities’

compliance with the domestic market obligations (DMO).

The system will also help the government control illegal mineral and coal trade by businesses, be it as the producer or intermediary, which can result in the leakage of state revenues.

According to Finance Minister Sri Mulyani, mineral and coal prices are soaring, and so is the sector’s contribution to the state revenue.

Last year, the state revenue from the mineral and coal sector reached Rp 124.4 trillion or about $8.6 billion. But the higher the prices for coal and minerals are, the larger the threat to governance is.

“The incentives for violating good governance in the form of smuggling, under invoicing, tax evasion become enormous,” Sri Mulyani told the Simbara app launch on Tuesday.

She added that the integration of business processes and data between ministries or institutions should have been effortless in today’s era of technology. Such integration has also become a must.

“It has become key to improving governance, strengthening supervision, and enhancing services for businesses,” Sri Mulyani said, while adding that businesses could gain assurance from the ministries and institutions, with the information in sync.

HE LONDON Metal Exchange (LME) was forced to halt nickel trading and cancel trades after prices doubled on Tuesday to more than $100,000 per tonne in a surge sources blamed on short covering by one of the world's top producers.

The LME's shock move came as Western sanctions threatened supply from major producer Russia and marked the biggest crisis to hit the 145-year-old exchange in decades.

In the 1990s a rogue Sumitomo trader tried to corner the copper market and tin trading was stopped for five years in the 1980s.

"The current events are unprecedented," the LME said in a notice to members. "The suspension of the nickel market has created a number of issues for market participants which need to be addressed."

Amid market panic sparked by Russia's invasion of Ukraine, buyers are scrambling for the metal crucial for making stainless steel and electric vehicle batteries.

Traders said some position holders have also been struggling to pay margin calls.

China's Tsingshan Holding Group, one of the world's top nickel and stainless steel producers, had been building a short position in nickel since last year, betting prices would fall, three sources familiar with the matter said.

Prices rocketed as Tsingshan bought large amounts of nickel to reduce those short bets and its exposure to costly margin calls, they said.

Tsingshan and the LME declined to comment.

The LME raised margin requirements for nickel contracts by 12.5% to $2,250 a tonne and suspended nickel trading on all venues for at least the rest of the day.

The LME announced that all trades will be voided from midnight until 8:15 a.m. on Tuesday when trading stopped and added that it was considering a closure of several days.

"People will be asking if this really a functioning market... This is meant to be a market of last resort and people can't get inventories to deliver against positions," said Colin Hamilton, managing director of commodities research at BMO Capital Markets.

The LME also deferred physical delivery of maturing contracts and announced it would temporarily stop publishing official and closing nickel prices.

"The LME will actively plan for the reopening of the nickel market, and will announce the mechanics of this to the market as soon as possible."

PRICES DOUBLE IN HOURS

Three-month nickel on the LME more than doubled to $101,365 a tonne before the LME halted trade on its electronic systems and in the open outcry ring.

Nickel had pared gains to $80,000 a tonne when trading was halted, up 66% on the day and a staggering 177% since Monday.

In China, the Shanghai Futures Exchange raised fees for nickel trading and urged investors to

"fend off risks, invest rationally, and work together to maintain market stability".

Nickel on the Shanghai exchange hit its upward limit in night trading at a record 267,700 yuan ($42,380.39) per tonne and also reached the 15% limit up early on Tuesday.

CITIC Futures, China's biggest futures company, warned clients that if nickel prices continued to jump on Wednesday, the Shanghai exchange could take action, including forced position cuts, an internal notice seen by Reuters showed.

The explosive gains, which have seen prices quadruple over the past week, resulted from two major players facing off, said Malcolm Freeman of Kingdom Futures, who declined to identify them.

One entity has control of between 50% and 80% of LME inventories, LME data shows.

"There's a very big short and a very big long who've been sparring. And because of their sparring, it's brutalised so many other shorts," said Freeman.

Some small industrial users have been caught in the crossfire, having taken positions to get physical delivery but then hit with margins calls costing millions of dollars, he added.

The uncertainty caused by Russia's invasion and resulting sanctions has added to an already bullish nickel market due to low inventories, which have halved on the LME since October.

Russia not only supplies about 10% of the world's nickel but Russia's Nornickel is the world's biggest supplier of battery- grade nickel at 15%-20% of global supply, said JPMorgan analyst Dominic O'Kane.

The LME is owned by Hong Kong Exchanges and Clearing Ltd.

In the heady days of the 2000s commodities supercycle, Brazilian iron ore giant Vale SA made a $17 billion bet on a metal used mainly to make stainless steel. The purchase of Canadian nickel miner Inco Ltd., announced in 2006, was part of then-CEO Roger Agnelli’s goal of turning Vale into a diversified global heavyweight at a time of seemingly insatiable Chinese demand for raw materials.

As the nickel bull run turned into a stampede in early 2007, Agnelli’s aggressive outbidding of rivals for Inco’s sprawling deposits in Canada, Brazil, Indonesia and New Caledonia looked like a stroke of genius. But then prices crashed and the foray into nickel quickly become an albatross around Vale’s neck.

“It was a midsummer night’s dream,” Jose Carlos Martins, a former senior executive at Vale, said in an interview Tuesday. “Prices retreated and were running closer to the cost of production for years.”

But nickel’s fortunes began to change as it became a key ingredient in rechargeable batteries.

With the electric-vehicle revolution gaining momentum, the market for battery-grade nickel started to tighten, boosting the value of those deposits snapped up in the Inco deal.

Then the invasion of Ukraine saw nickel prices skyrocket, as fears over Russian supplies left buyers exposed to a historic squeeze.

Nickel’s brief spike above $100,000 a metric ton on the London Metal Exchange may not be sustainable. But as the world’s No. 2 producer, Vale stands to benefit from worries surrounding supply from Russia’s MMC Norilsk Nickel PJSC, the top producer.

According to Itau BBA analyst Daniel Sasson, every $10,000 change in the price of nickel translates to $1.8 billion in Vale’s earnings before items. That boosts assets that Vale was already considering spinning off in a bid to unlock value potential that the company calculated last month at $40 billion.

Nickel’s dizzying liftoff this week is a signal for Vale to finally move forward on the base metals spinoff, according to Martins, now a managing partner of Neelix Consulting Mining &

Metals. “It’s time to make a bold move in nickel.”

The past week’s nickel market turmoil may help Vale tout the strengths of its base metals portfolio, which is recovering from a series of operational setbacks in Canada and Brazil.

Higher prices could also speed up a new joint venture in Indonesia.

Vale can “make magic happen” in base metals, Deshnee Naidoo, the company’s new head of base metals, said on an earnings call Feb. 25. “We have the right assets and an unmatched resource base in strong jurisdictions with technical expertise to unlock the value chain to deliver into this demand growth.” (By Mariana Durao and James Attwood)

Iron ore, nickel prices compete for best-in-show

HE IRON ore price has reached six-month highs at $US156 ($212) per tonne (t) after it gained 8 per cent in five consecutive days of growth, mainly due to Russia’s war on Ukraine.

The milestone follows a relatively stable period of growth since iron ore’s most recent lows in mid-November at $84.50/t.

The Singapore Exchange (SGX) stated this positivity be maintained as current political tensions continue.

“If the Ukraine crisis persists and escalates, we could see further gains. Iron ore inventories are little changed over the past two weeks, at near-decade highs,” SGX stated.

“We expect China will try to limit further iron ore price increases by drawing down inventories in coming months.”

Chinese Premier Li Keqiang has indicated the country is seeking “economic stability” and has begun boosting infrastructure spending following the end of the Beijing Winter Olympic Games.

China had reduced steel output to reduce emissions and pollution while all eyes were on Beijing, but with the Games complete, iron ore demand is expected to rise.

Nickel skyrockets

The nickel price has had an even stronger week than iron ore, due to Russia-Ukraine developments, as it had the biggest ever one-day increase of the six base metals (nickel, tin, copper, aluminium, zinc, lead) on the London Metals Exchange (LME).

The three-month nickel price rose more than 47 per cent per cent over the weekend on the LME, moving from $US28,650/t ($39,083/t) to $42,200/t.

An LME spokesperson said the Exchange was aware of the unprecedented spike and would put measures in place to ensure liquidity.

“We note the large price move in nickel over the weekend and are monitoring all metals closely to ensure market activity remains orderly,” the spokesperson said.

Philippines Plans Bigger Subsidies, More Coal Use During Oil Shock

HE PHILIPPINES plans to spend more on fuel subsidies and increase coal supply, while considering additional food imports amid an oil price shock as the Russia-Ukraine war draws out.

“The Philippine economy will likely be collateral damage,” Finance Secretary Carlos Dominguez said in a televised briefing Monday night. “It’s as if we are hit by a ricocheting bullet.”

The Southeast Asian nation, which imports almost all of its petroleum requirements, is cushioning higher oil’s impact on food costs and the broader economy. The fallout from the war has pushed gasoline prices higher, leaving the consumer-driven economy vulnerable to shocks just as it has begun seeing a more solid recovery.

Economic Planning Secretary Karl Chua said the government can double the fuel subsidy to the public transport sector to 5 billion pesos ($96 million). It can also boost coal supply and reduce prices by cutting the so-called most favored nation tariff rate to zero from 7% until December, he said.

Other proposals include:

Boosting rice imports if local production falters, while extending lower tariff on inbound shipments of the grain and pork that was placed to curb previous price spikes

Possible fish imports given a supply gap of 200,000 metric tons

Increasing buffer stock of petroleum to 45 days from 30 days and of liquefied petroleum gas to 15 days from seven days

Allowing foreign ownership in micro-grid, solar, wind and tidal energy

Some of these proposals will require certain changes in existing laws, and a special session in Congress may be recommended if the situation escalates, Chua said.

India expects private coal mines to produce at least 350 mln tonnes by 2030

NDIA expects coal mines owned by private companies to produce 350-400 million tonnes of coal by 2030, a senior coal ministry official told an industry conference on Tuesday, potentially reducing the country's dependence on imports.

India, the world's second largest coal consumer behind China, opened up coal mining to the private sector companies, such as Adani Enterprises and Vedanta , for the first time in 2020, after years of lobbying by coal users to privatise coal mining.

The increased domestic production could mean lower imports. Indonesia, Australia and South Africa are the country's largest suppliers, and together account for over 90% of coal imports.

India's imports have fallen in the recent months due to high global prices, increasing dependence on Coal India. The state-run miner accounts for over 80% of India's domestic output, and is targeting an output of 670 million tonnes in 2021-22.

M Nagaraju, the additional secretary at the federal coal ministry, said he also expected mines recently allocated to state-owned firms along with those auctioned to the private sector to produce 80-85 million tonnes of coal in 2021-22.

The output from these mines is expected to increase by about 60% to 130-135 million tonnes during the year ended March 2023, Nagaraju told the Indian Coal Markets Conference.

India has since awarded licences to the private sector to operate 42 coal mines with a combined capacity of 86 million tonnes per annum.

But nearly 75% of the 145 mines auctioned in the first three rounds have so far attracted no interest from private sector participants. Only 11 of the 99 mines auctioned in the fourth round have received any interest from bidders. The fourth round auction process is still ongoing. (Reporting by Sudarshan Varadhan. HE AUSTRALIAN Bureau of Statistics latest International Trade in Goods and Services data shows total coal exports in the three months to January were $24.27 billion – a staggering 159 per cent increase on the same period a year earlier.

Total resources and energy exports were $356.5 billion in the 12 months to January 2022, a 29 per cent increase on the previous 12 months.

Minister for Resources and Water Keith Pitt said Australia’s thriving resources sector continues to be a significant contributor to the strength of the national economy.

“Recent requests from Poland to Australia for coal from sources alternative to Russia show the world is increasingly looking to Australia for the resources needed to provide energy security,” Pitt said.

“In uncertain times, our resources sector’s outstanding reputation as a leading and reliable supplier is providing stability here and abroad.

“Coal was a stand-out performer with $67.42 billion in total exports for the 12 months to January, up 60 per cent on the previous year.”

Iron ore export earnings for the 12 months to January totalled $151.65 billion, which was 24 per cent up on the previous year.

However, the $26.73 billion earnt for the three months to January was down 19 per cent on the previous three months to October 2021.

“Our resources and energy sector, Australia’s biggest export earner, continues to provide the backbone for a strong economy and importantly, create jobs, particularly for regional Australians.”

Pitt said liquefied natural gas also increased, with $52.85 billion in total export earnings for the 12 months to January, up 52 per cent on the previous year.
