TheR.I.CoastalResourcesManagementCouncil(CRMC)ischargedwith
preserving,protecting,developing,andwherepossible,restoringthestate’scoastalresources.The preservationandrestorationofecologicalsystemsareCRMC’sprimaryguidingprinciples,andits primarypurposeislong-rangeintegratedplanning.CRMCisamanagementagencywithregulatory functions,includingundertakingplanning,adoptingpoliciesandregulations,andissuingpermits.

RhodeIslandSeaGranthasa40-yearhistoryoffundingresearch oncriticaloceanandcoastalecosystemissuesaswellasrunning high-qualityextension,legal,andeducationprogramsthatfocus ontwomainprogramareas—SustainableCoastalCommunities andSustainableFisheries.LocatedattheUniversityofRhode IslandGraduateSchoolofOceanography,theprogramisoneof over30thatmakeuptheNationalSeaGrantCollegeProgram,a partoftheNationalOceanic&AtmosphericAdministration.

TheOceanSAMPwillserveasafederallyrecognized coastalmanagementandregulatorytool.Usingthebest
availablescience,theSAMPwillbeanadaptiveplanningtoolthatpromotesabalancedand comprehensiveecosystem-basedmanagementapproachtothedevelopmentandprotection ofRhodeIsland’socean-basedresources.ItistheintentoftheSAMPtocontributeto themitigationof,andadaptationto,globalclimatechangeaswellasfacilitatecoordination betweenstateandfederalagenciesandthepeopleofRhodeIsland.
TheOceanSAMPStudyArea
TheOceanSAMPstudyboundaryincludesapproximately1,500squaremilesofportions ofBlockIslandSound,RhodeIslandSound,andtheAtlanticOcean.Thestudyareaincludes bothstateandfederalwatersandabutsthestatewatersofMassachusetts,Connecticut, andNewYork.

Area
Migratoryfish,marinemammals,birds, andseaturtlestravelthroughoutthis region,whilevesselstransportpeopleand cargotoportsandharborsthroughout thearea.Thewaterssupportcommercial andrecreationalfisheries,andareused bythousandsofrecreationalboaters.The regioncontinuestoexperienceincreased marinetransportationtraffic,theimpacts ofglobalwarming,andthecallsfornew usesofoffshorewaterssuchasfor renewableenergyinfrastructure.
