Di luar dugaan kita, ekonomi Indonesia mengalami penurunan selama tahun 2013. Pertumbuhannya menurun ke sekitar 5.5 persen, dibandingkan dengan 6.3 persen di tahun 2012. hal itu akibat merosotnya pasar internasional dan menurunnya investasi di pertambangan, energi, dan infrastruktur, terutama akibat dari meningkatnya suku bunga, serta masalah hukum dan perizinan.
Dalam kondisi seperti itu, dapatlah dimengerti bahwa bisnis bahan peledak merosot pada tahun itu. Perusahaan-perusahaan tidak dapat memenuhi sebagian besar target mereka. namun kondisi pasar demikian, hendaknya tidak menyusutkan harapan kita. Biar bagaimana pun hitamnya mendung, di dalamnya selalu ada garis awan yang putih. Dengan melihat ke depan, saya melihat dan yakin bahwa memang selalu ada garis putih itu. Sebagaimana telah disyaratkan dalam budaya perusahaan dan pedoman internal kita, adalah tugas kita untuk mencari garis putih tersebut.
Dear all shareholders and stakeholders;
Beyond our expectation, the Indonesian economy slowed down during the year 2013. Its growth decelerated to around 5.5 percent, compared to it’s 6.3 percent growth in 2012. This was a result of the declining international market and the decrease of investment in mining, energy, and infrastructure, mainly due to the increase of interest rates, and also legal and licensing matters.
In such a condition, it is only understandable that the business of energetic materials stalled. Companies could not meet most of their targets. But such a gloomy picture should not dent our hope. Every cloud has a silver lining. Looking forward, I see and I believe there is always a silver lining. As our corporate culture and our internal guidelines have suggested, it is our duty to look for the silver lining.

Recently, the Indonesian government has issued regulations regarding the industry of defense and security in Indonesia. The new regulations have opened an opportunity for companies like PT Dahana to further expand their energetic material business from merely civil explosives to military explosives. Dahana can produce various kinds of products to support the military primary means of defence system (Alutsista) and the Police means of special material (Almatsus).
Dahana can also develop its
biodegradable explosives to strengthen its competitiveness. Or it can pursue the eforts of creating new innovative products, and further innovate its existing products through technological developments.
With the operation of our Energetic Material Center (EMC), which has integrated most of Dahana’s business activities, the innovative eforts can be more facilitated and accelerated. Of course, we also need to further improve the quality of all our human resources so that they would have better capability in pursuing innovative eforts. With a higher quality of workers, we would be able to maintain our competitiveness at the local and foreign market. And we can only realize the higher quality of our human resources by conducting regular trainings for all of the employees.
I strongly believe that with good leadership and strong commitment from the board of directors to manage Dahana in accordance with the corporate culture and internal guidance, Dahana will be able to survive, and hopefully thrive, through the economic challenges of the year 2014.
Finally, on behalf of the board of commissioners, I would like to extend my deepest gratitude to the board of directors for their good performance in 2013, to the shareholders and all stakeholders, particularly suppliers and partners, for their continued support and trust in the company. I would also like to extend such gratitude to all management and staf for their dedication and loyalty, that the company was able to weather through all challenges.

Baru-baru ini, pemerintah Indonesia telah mengeluarkan peraturan-peraturan mengenai industri pertahanan dan keamanan di Indonesia. Peraturan-peraturan baru tersebut telah membuka peluang kepada perusahaan-perusahaan seperti PT Dahana (Persero) untuk semakin memperluas bisnis bahan peledak mereka dari hanya sekedar bahan peledak sipil ke bahan peledak militer. Dahana dapat memproduksi berbagai macam produk guna mendukung alat utama sistem persenjataan (alutsista) untuk militer, dan alat material khusus (almatsus) untuk polisi.
Dahana dapat juga mengembangkan bahan peledak yang bisa diurai (biodegradable) untuk memperkuat daya saingnya di pasar. atau juga perusahaan dapat mengejar usaha-usaha untuk menciptakan produk-produk inovasi baru, serta lebih menginovasi lagi produk-produk yang sudah ada melalui pengembangan teknologi.
Dengan pengoperasian pusat bisnis kami yang baru, Energetic Material Center (EMC), yang mengintegrasikan kegiatan-kegiatan bisnis Dahana, usaha-usaha inovatif itu dapat lebih difasilitasi dan diakselerasi lagi. Tentu saja, kita juga perlu untuk lebih meningkatkan lagi kualitas sumber daya manusia kita sehingga mereka memiliki kemampuan lebih tinggi dalam melaksanakan usaha-usaha inovatif tersebut. Dengan kualitas pekerja yang lebih tinggi, kita dapat memelihara daya saing di pasar lokal dan internasional. Dan kita hanya dapat mewujudkan kualitas yang lebih tinggi itu dengan melaksanakan pelatihan-pelatihan secara regular bagi seluruh karyawan.
Kami sangat meyakini bahwa dengan kepemimpinan yang baik dan komitmen kuat dari semua anggota direksi dalam mengelola Dahana sesuai dengan budaya perusahaan dan pedoman internal, Dahana dapat melewati semua tantangan di tahun 2014, dan mudah-mudahan malah lebih dari itu, perusahaan bisa bertumbuh makmur.

Sejarah Dahana sebagai pionir di industri ini berawal dari proyek angkatan Udara Republik Indonesia (aURI) pada tahun 1966 yang dikenal dengan Proyek Menang, berlokasi di Tasikmalaya, Jawa Barat.
Kemudian, pada tahun 1973 secara resmi berubah menjadi Perusahaan Umum Dahana berdasarkan Peraturan Pemerintah no. 36/1973. Terakhir, ditetapkan sebagai Perusahaan Perseroan pada tahun 1991.

Dahana’s historical roots as a pioneer in the industry can be traced back to 1966, when the Indonesian government, through the Indonesian Air Force (TnI_AU), implemented a project named Proyek Menang (Menang Project) in Tasikmalaya, West Java.
Later in 1973, the project was formally changed into public company based on the government regulation no. 36/1973. Then in 1991, it was changed to a limited company (PT).
Until now, Dahana has been tested and proven to be able to provide integrated explosives services for various purposes and conditions with satisfying result, including bench blasting, trench blasting and underwater blasting, which are quite complex. Brief History
DAHAnA has managed to construct DAnFO plant, Bulk Emulsion plant, On-site Plant, Electric and non-electric Detonator plant, Ammonium nitrate plant, Booster plant, and also bonded magazine for storage.
In its latest innovation in 2012, Dahana inalized the construction of the largest manufacture and development center in ASEAn named the Energetic Material Center(EMC) located in Subang, West Java.
As a service company, DAHAnA realizes that its survival depends on the quality human resources management, efective system management, and good corporate governance. This has been shown by the company’s management commitment through the quality occupational, safety and health and environmental management system policy, as well the certiication of the management system of ISO of 9001:2008, ISO 14001:2004, and OHSAS 18001:2007 which had been owned by the company.

Blasting in diferent ields require diferent approaches and proper design and preparation by considering various parameters and conditions, including in determining the optimum explosive charge, drill hole preparation, down the hole loading, eicient blast design, blast timing and design coniguration, ield control of ground vibration air blast and lyrock, rock mucking, cost analysis and blasting productivity.

Bahan peledak yang telah melampaui daur hidup harus dimusnahkan karena tidak ekonomis dan berbahaya. Dahana memiliki teknologi dan personil berpengalaman untuk melaksanakan pemusnahan yang aman dan efektif sehingga tidak merugikan lingkungan.
Demolisi Gedung/Bangunan
Tim teknis Dahana memiliki kemampuan untuk melaksanakan pekerjaan demolisi gedung/
bangunan yang sudah tidak dipakai lagi. Peledakan dengan tingkat ketelitian tinggi ini ditangani oleh tenaga terampil yang telah berpengalaman di sektor konstruksi dan bahan peledak sehingga dapat dilaksanakan dengan aman.
Aside from engaging in its main business lines, DAHAnA also provides services related to explosives such as explosives demolition service, mobilization, magazine/bunker service and explosives handling consultation service.
Disposal
The explosives already exceeding their life cycle must be destroyed because it is uneconomical and dangerous. DAHAnA has the technology and experienced personnel has to carry out safe and efective demolition so it would not harm the environment.
Building Demolition
Dahana’s technical team has the capability to do the project of demolishing already unused buildings. The blasting which requires high level accuracy is handled by skilled personel experienced in the construction sector & explosive, therefore the demolition can be carried out safely.

Mobilisasi Bahan Peledak
Mobilisasi bahan peledak adalah kegiatan beresiko tinggi sehingga harus dikelola dengan benar dan aman dengan menggunakan metode dan teknologi yang sesuai. Dahana menyediakan jasa pengiriman bahan peledak dari gudang pemasok ke gudang end user, maupun sebaliknya. Dahana juga memberikan pelayanan untuk proses impor dan ekspor bahan peledak.
Pergudangan Bahan Peledak
Dahana menyediakan sarana pergudangan yang aman untuk penyimpanan bahan peledak dan aksesoris lainnya. Lokasi pergudangan yang strategis tersedia di Subang, Tasikmalaya, Banjarmasin dan Samarinda telah dilengkapi standar pengamanan yang baik sesuai dengan standar industri serta kapasitas yang besar untuk menyimpan bahan peledak, detonator dan aksesoris.

Explosives mobilization is a high risk activity and should be managed properly and safely by using appropriate methods and technologies. DAHAnA provides explosives delivery from the supplier’s warehouse to the end users warehouse, and vice versa. DAHAnA also provides services for explosive importation and exportation.

The year 2013 had been a year of heavy challenges for PT DAHAnA (Persero), especially because the growth in the sectors of mining and energy was relatively slow with a tendency to decelerate.
But thank God, due to the hard work of all Dahana’s employees and, of course, with the guidance and supervision of the Board of Commissioners and the cooperation and support from all partners, the company could achieve an encouraging performance in the year 2013.
Praise be to the Lord, in early 2013, Dahana won the 2nd runner-up award in the category of energy-eicient building from ASEAn Energy Award. It was presented by the Energy Minister of Thailand in a convention in Bali.
In the year 2013 DAHAnA also managed to achieve a series of product innovations which won three awards during the event of “Innovation for Indonesia”.
In order to give better services to its loyal customers, DAHAnA continues developing and improving its production facilities. In June DAHAnA inaugurated the operation of “Bulk Emulsion Plant” in the form of On Site Plant (OSP) for PT Adaro Indonesia with a contiuos

system technology. And in December, the next OSP operated for PT Kasongan Bumi Kencana (KBK) in Central Kalimantan.
To continue its business development, in 2013 DAHAnA had started the production of “pentolite booster”, named “dayaprime” which was a result of a joint operation with DAK Energetics Ltd in the Energetic Material Centre (EMC) in Subang, West Java.
DAHAnA also continues to improve its capability and facilities to support the self-reliance of the defense industry in fulilling the needs of the defense system in accordance with the state policy stipulated in the Regulation number 16/ 2012.
Aside from that, DAHAnA continues to develop the export market by expanding the business to Timor Leste and Australia.
Technology and Innovation
As stated in DAHAnA’s vision to become a leading company in the industry of explosives, and our commitment to serve the nation better, we will always increase the technology by improving the quality of our research and development.
This has been a resolution of DAHAnA to become the leading company in the ASEAn region and be a world class company so that it can increase its contribution to the Indonesian economy and the welfare of all Indonesian people.
Along the year 2013, DAHAnA continued its transformation program which started since 2002 and had shown an encouraging result since 2006. The transformation program had four main goals, i.e. to strengthen the position of the company as an integrated service provider, expand the market, develop a strategic alliance with suppliers and customers, and develop its competenceits human resources and technology to support its business development.
In line with that, DAHAnA had registered the property rights for its several innovative products and production process in 2013. During the last 10 years, DAHAnA had registered more than 23 patents and brands. Of those, 18 had been granted as DAHAnA’s HaKI.
We believe that only by that way, the company’s innovation can be protected and later used amid the growingly tighter competition at domestic and foreign markets.
We become even more conident after managing to relocate our business center from Tasikmalaya to the 600-Ha EMC in Subang, West Java.

Selain itu Dahana juga meneruskan
pengembangan pasar ekspor dengan memperluas ke negara Timor Leste dan australia.

Sebagaimana dalam visi Dahana untuk menjadi perusahaan terunggul di industri bahan peledak, dan komitmen kami untuk melayani lebih baik bangsa ini, kami akan selalu meningkatkan teknologi dengan lebih meningkatkan lagi kualitas penelitian dan pengembangan kami. Ini sudah merupakan tekad Dahana untuk menjadi perusahaan terkemuka di kawasan asia Tenggara dan berkelas dunia sehingga bisa semakin meningkatkan kontribusinya bagi ekonomi Indonesia dan kesejahteraan seluruh masyarakat Indonesia. Sepanjang tahun 2013, Dahana terus melanjutkan program transformasi yang sudah dimulai sejak tahun 2002 dan telah menunjukkan hasil yang menggembirakan sejak tahun 2006. Program transformasi tersebut mempunyai empat tujuan pokok, yakni untuk semakin mengukuhkan posisi perusahaan sebagai service provider yang terintegrasi, memperluas pasar, membangun aliansi strategis dengan para pemasok dan pelanggan, serta membangun kompetensi SDM dan teknologi untuk mendukung pengembangan usaha.
Kami sangat meyakini bahwa hanya dengan cara itulah inovasi perusahaan dapat dilindungi dan kemudian digunakan dalam lingkungan persaingan yang semakin ketat baik didalam maupun luar negeri. Keyakinan kami semakin kuat setelah berhasil merelokasi pusat bisnis kami dari Tasikmalaya ke EMC seluas 600 hektar di Subang, Jawa Barat.
Pengembangan SDM
Disamping perkembangan usaha dan teknologi, kami juga sangat meyakini bahwa visi dan misi Dahana hanya dapat diwujudkan dengan dukungan manusia yang menjadi human capital dengan budaya dan kompetensi tinggi. Untuk setiap insan baru Dahana maka selain pengetahuan dan kecakapan teknis maka setelah melewati masa trainee selama lebih dari 9 bulan, sebelum penempatan diberikan pelatihan khusus kepemimpinan termasuk wawasan bela negara dan budaya perusahaan. Sedangkan bagi karyawan lainnya terus diberikan pelatihan berjenjang sebagaimana di tahun-tahun sebelumnya termasuk ke luar negeri bagi yang berprestasi dan mampu berkiprah dalam ajang internasional. Kami menganggap pelatihan-pelatihan itu sebagai investasi berkepanjangan yang akan menghasilkan buah di masa depan khususnya dalam inovasi produk dan proses teknologi bahan peledak. Peluang promosi dan jenjang karier yang terbuka juga diberikan berdasarkan hasil asessment eksternal dan independen untuk menciptakan suasan kerja yang sehat dan kompetitif.

Human Resources Development
Besides the development of business and technology, we also believe that we could only realize our vision and mission if we are supported by high quality human resources.
For every new employee, besides their basic knowledge and technical capability after more than nine month training period, DAHAnA provides them with special trainings on leadership, which include the concept of state defense and corporate culture before their assignments to certain divisions of the company.
For other employees, DAHAnA has regularly organized a gradual stage of trainings, including to foreign countries for those of high achievement and who are able to perform at an international level.
We consider the trainings as long term investments which will pay of in the future, particularly in terms of innovations of products and the technological process of explosives.
Chances of promotions and higher career are also provided based on external and independent assessment to create a conducive and competitive condition of work.

KONDISI EKSTERNAL
Sebagai perusahaan yang bergerak dalam industri pembuatan bahan berenergi tinggi dan jasa-jasa terkait peledakan, perkembangan Dahana tidak hanya dipengaruhi oleh faktor internal dalam perusahaan itu sendiri, tapi juga faktor-faktor eksternal di luar perusahaan. Faktor-faktor eksternal itu meliputi kondisi hukum, politik, ekonomi, sosial budaya, dan teknologi.
Kondisi hukum
Meskipun dalam tahun 2013 pemerintah telah mengambil sejumlah kebijakan untuk mengantisipasi gejolak ekonomi, diantaranya kebijakan relaksasi pertambangan, namun masih ada hambatan-hambatan lain yang dianggap bisa menghambat pertumbuhan di tahun 2014. Di bidang
pertambangan mineral dan batubara, hambatan-hambatan itu termasuk syarat clean and clear, biaya keluar 20 persen, kebijakan pemerintah Indonesia menaikkan royalty pertambangan, dan kebijakan China melarang impor batubara berkalori rendah dengan alasan lingkungan.
Selain itu masih terdapat perbedaan interpretasi berbagai UU no. 26 tahun 2007 (tentang tata ruang) dengan UU no. 32 tahun 2009 (tentang lingkungan hidup), UU no.41 tahun 1999 (tentang kehutanan) dan UU no.4 tahun 2009 (pertambangan minerba) telah menghambat pembukaan tambang-tambang baru.
Di bidang Migas, belum ada perubahan besar di bidang perizinan yang bisa memicu pertumbuhan investasi. Pengusaha Migas mengalami kendala hukum terkait dengan UU no.79 tahun 2010 tentang cost recovery, pemberlakuan pajak PPh di sektor hulu Migas, revisi UU Migas no.22 tahun
EXTERNAL CONDITIONS
As a company engaging in the industry of energetic materials and integrated explosives services, the development of PT Dahana will not only the inluenced by its internal factor but also its external factors. The external factors include the conditions of legal, politics, economy, social culture, and technology.
Legal Condition
Despite the fact that the Indonesian government in 2013 had taken a number of steps to anticipate economic turbulence, including the relaxation policy in mining sector, there are still other obstacles standing in the way of driving the economic growth in 2014. In the sector of mineral and coal mining, the obstacles are, among others, the clean and clear policy, 20 percent export tax, the policy to increase mining royalty, and the Chinese government’s decision to ban low calorie coal importation due to environmental concern.
Other than that, there is still a legal uncertainty resulted from interpretation dispute of several regulation issued by the government institutions. For example, the the Law no. 26/2007 (on spatial plan) with the Law no. 32/2009 (on environment), the Law no.41/1999 (on forestry), and the Law no.4/2009 (on mineral & coal mining) have hampered the eforts of opening new mining areas.

Political and Security condition
nationally, the political and security condition during 2013 was good enough and supported the business activities of the company. But in certain areas at a certain scale, the local condition of politics, mainly related to the local elections, might slowed down the business operations and licensing process.
In 2014 Indonesia will hold elections to choose legislative members and the next president of the country. However, nationally, the condition of politics and security is predicted to be more or less the same with that of 2013. But still, there is a fear that political activities will dominate along the year and, therefore, slow down the economic growth, including in the sector of mining and energy, as well as quarry and construction.
Economic condition
in 2013, the Indonesian economy sufered from declaration. According to Central Bank, Bank Indonesia, the growth of Indonesian economy dropped from 6.3 percent in 2012 to about 5.7 percent in 2013. The Inlation surged from only 7.2 percent in 2012 to more than 9 per ent along the year 2013.
The growth of mining and excavation sector dropped from 1.49 per cent in 2012 to 1.34 per cent in 2013. The construction sector saw its growth dropped from 7.5 per cent in 2012 to 6.57 per cent in 2013. The decrease in the construction sector was resulted from the increase of interest rate, taxes, and lack of understanding with legal oicials in the construction sector.
In the sector of oil and gas along 2013, Indonesia’s oil lifting only amounted to 826,000 barrels per day. Meanwhile, at the international market there was no oil price increase that could encourage more investments in the oil and gas sector.
Due to the economic turbulence in 2013, rupiah weakened up to Rp 12,000 per US dolar, which was way below the assumed level of Rp 9,300 per US dolar set in the 2013 company’s work plan and budget (RKAP 2013).
In terms of market, the business of energetic materials in Indonesia has been growing continually. The growth was especially driven by the mines and energy, infrastructure and construction sector as regularconsumers of explosives manufactures. As a result, more and more companies are interested in entering the industry, causing increasingly tighter competition.

Kondisi Politik dan keamanan
Secara nasional kondisi politik dan keamanan pada tahun 2013 cukup baik sehingga mendukung kegiatan bisnis perusahaan. Tapi pada skala tertentu di daerah tertentu kondisi politik bisa menghambat kegiatan usaha perusahaan. Kondisi politik itu terutama menyangkut kegiatan Pemilu daerah yang sering memperlambat operasi di lapangan dan proses pemberian izin.
Tahun 2014 merupakan tahun politik. Pada tahun ini, Indonesia akan menyelenggarakan pemilihan para anggota legislatif dan pemilihan Presiden. namun secara nasional, kondisi politik dan keamanan diperkirakan kurang lebih akan sama dengan tahun 2013. Tapi dikhawatirkan kegiatan politik akan mendominasi dan bisa memperlambat laju perkembangan ekonomi nasional, termasuk di bidang pertambangan dan energi, kuari dan konstruksi.
Kondisi Ekonomi
Dalam tahun 2013, perekonomian Indonesia mengalami perlambatan. Menurut Bank Sentral, Bank Indonesia, pertumbuhan ekonomi Indonesia turun dari 6.3 persen di tahun 2012 ke sekitar 5.7 persen sepanjang tahun 2013. Inlasi membengkak dari hanya 7.2 peren di tahun 2012 ke lebih dari 9 persen sepanjang tahun 2013.
Pertumbuhan sektor pertambangan dan penggalian juga mengalami penurunan dari 1.49 persen tahun 2012 ke 1.34 persen di tahun 2013. Sektor konstruksi mengalami penurunan dari 7.5 persen di tahun 2012 ke 6.57 persen di tahun 2013. Penurunan bidang konstruksi ini adalah akibat kenaikan suku bunga, pajak, dan kurangnya kesepahaman dengan para penegak hukum di bidang konstruksi.
A combination of all those factors mentioned above had inluenced and will afect the demand for explosives products manufactured by DAHAnA.
Socio-culture
Like other companies, PT Dahana has been also facing a social condition which requires companies to increase the implementation of Corporate Social Responsibility (CSR). For the society, especially the local people living around DAHAnA’s business operations, the CSR program will socially and economically empower them. For the company, the CSR program will improve its image and help deal with the possibility of social risks (Social risk management).
Besides, the Indonesian people and Indonesian government have increasingly demanded that companies involved in mining and energy should follow the good mining practices and good corporate governance. Otherwise, they will end up damaging the environment and being involved in social conlicts with local people. These kind of things could bring negative impacts to the business operation of PT Dahana.
Technology
in terms of technology, PT Dahana experienced a growingly tighter competition in terms of fulilling the needs for more customized and more cost eicient blasting technology.
Innovations in technology will also change the market of explosives. For example, booster as one of the innovation in the explosives technology will make customers into using explosives with higher and safer velocity of detonation (VOD. The society themselves also realize the necessity of using safer and environmentally friendlier products.
This will force the company to inovate and make safer and greener products. therefore, the company will direct its innovation eforts towards the production of biodegradable explosives and electronic detonators.
The company will also have to deal with the matters resulted from the development of information
technology. The development of information technology will further support the customers in their eforts to seek and purchase cheaper products faster which matches their criteria such as safe and environmentallu friendly products.

Sosial Budaya

Corporate Social Responsibility (CSR). Bagi masyarakat, khususnya masyarakat lokal di lokasi operasi Dahana, program CSR akan membantu peningkatan ekonomi dan kesejahteraan mereka. Bagi perusahaan, program itu akan meningkatkan citra perusahaan dan sekaligus mengatasi
kemungkinan resiko sosial (Social risk management). Selain itu, masyarakat Indonesia dan pemerintah Indonesia semakin menuntut agar semua
perusahaan yang bergerak di bidang tambang dan energi mengikuti kebijakan good mining practices
dan good corporate governance. Kalau perusahaan-perusahaan tidak mengindahkannya, mereka akan menimbulkan permasalahan lingkungan dan sekaligus konlik sosial dengan masyarakat lokal. hal seperti ini bisa berakibat negatif bagi kegiatan bisnis Dahana.

Di bidang teknologi, Dahana mengalami kompetisi yang makin meningkat karena adanya permintaan terhadap teknologi peledakan yang customized dan sekaigus cost efective.
