Perdagangan luar negeri meru-pakan sektor ekonomi yang sangat berperan dalam menunjang pemba-ngunan ekonomi Indonesia pada umumnya dan Kalimantan Timur pada khususnya. Dari kegiatan ekspor da-pat diperoleh devisa yang merupakan salah satu Sumberdana untuk pemba-ngunan, sementara dari kegiatan im-por dapat diperoleh bahan baku dan barang modal yang diperlukan dalam pembangunan.

Definisi ekspor adalah pe-ngiriman barang dagangan keluar negeri melalui pelabuhan diseluruh wi-layah Republik Indonesia, baik bersi-fat komersial maupun bukan komer-sial. Sedangkan yang dimaksudkan Impor adalah pengiriman barang da-gangan dari luar negeri ke pelabuhan di seluruh wilayah Indonesia kecuali wilayah bebas yang dianggap luar negeri, yang bersifat komersial maupun bukan komersial.

Nilai ekspor adalah nilai transaksi barang ekspor sampai diatas kapal pelabuhan muat dalam keadaan free

on board (f.o.b), sedangkan nilai impor

adalah nilai transaksi barang dagangan yang diimpor dari luar negeri dalam keadaan cost, insurance,

and freight (c.i.f).

Perkembangan nilai ekspor Kalimantan Timur selama empat tahun terakhir (2005–2008) menunjukkan trend yang selalu meningkat. Tahun 2005 sebesar US$ 14,28 milyar dan meningkat pada tahun 2006 menjadi US$ 16,26 milyar. Tahun 2007 kembali meningkat menjadi US$ 16,66 milyar dan pada tahun 2008 meningkat tajam menjadi US$ 24,70 milyar.

8.1. EXPORT

Foreign trade has an important role in supporting Indonesia economic development, especially for Kalimantan Timur. Through the export activities can be obtained foreign exchange which can be used as one of Sourcefor funding the development. While from the import activities can be obtained raw materials and capital goods that also needed for development.

Definition of exports are transaction activities of merchandise goods that sending to abroad through Indonesia ports, either commercial or non-commercial purposes. While imports are merchandise goods that acquired from abroad through Indonesian ports, except bounded zone which are regarded as “abroad” either commercial or non-commercial purposes.

Export value are merchandise export goods that valued at free on board (FOB), while import value are merchandise import goods that valued by cost insurance freight (CIF).

The growth of export value of Kalimantan Timur during the last four years (2005-2008) tended to increase. In 2005, it was US$ 14.28 billions, and then it increased to US$ 16.26 in 2006. In further year, 2007 and 2008, it increased significanly from US$ 16.66 billions to US$ 24.70 billions consecutively.

Kalimantan Timur dalam meng-hasilkan devisa negara melalui perda-gangan luar negeri (ekspor), masih tergantung dengan golongan barang Minyak dan Gas. Hal ini bisa dilihat dari perkembangan peran Minyak & Gas dalam membentuk nilai ekspor Kalimantan Timur. Pada tahun 2003, 2004 dan 2005 berturut-turut sebesar US$ 7,02 milyar, US$ 8,55 milyar dan US$ 10,82 milyar. Pada tahun 2006 sampai 2008 pun peran migas masih cukup besar yaitu 71,36 persen, 70,85 persen, dan 68,93 persen dari total ekspor yaitu sebesar US$ 11,60 milyar, US$ 11,81 milyar dan US$ 17,03 milyar.

Usaha peningkatan nilai ekspor non migas yang digalakkan oleh pemerintah, hasilnya juga terlihat di provinsi ini dengan terus meningkatnya persentase nilai ekspor non migas dibandingkan dengan ekspor migas terhadap total ekspor.

Besarnya nilai ekspor Kaliman-tan Timur bila diamati dari pelabuhan muat, maka pelabuhan Bontang meru-pakan pelabuhan terbesar untuk mengekspor barang-barang Kaliman-tan Timur ke Luar negeri yakni pada tahun 2005 sebesar US$ 8,12 milyar, tahun 2006 naik menjadi US$ 9,07 milyar, tahun 2007 kembali naik menjadi US$ 9,01 milyar dan tahun 2008 senilai US$ 12,76 milyar. Sedangkan peringkat kedua tahun 2008 adalah pelabuhan Balikpapan dengan nilai US$ 2,92 milyar. Untuk lebih rincinya, nilai ekspor migas dan non-migas dapat dilihat pada Tabel 8.1.1 dan Tabel 8.1.2.

8.2. I M P O R

Perkembangan nilai impor Ka-limantan Timur selama lima tahun terakhir (2004–2008) selalu me-ningkat.

In generating foreign exchange, Kalimantan Timur still depended on export of oil and gas products. It can be seen at growth of oil and gas contributions to the total export value of Kalimantan Timur. In 2003, 2003 and 2003 respectively its export value was US$ 7.02 billions; US$ 8.55 billions; and US$ 10.82 billions. Over the period from 2006 to 2008, contribution of oil and gas export was recorded respectively 71.36 percent; 70.85 percent and 68.93 percent to the total export value which are US$ 11.60 billions, US$ 1181 billions and US$ 17.03 billions.

All efforts to increase non-oil and gas exports that encouraged by government, its impact can be seen on the performance of this province through increasing of non-oil and gas export higher than oil and gas export.

The export values of Kalimantan Timur also can be observed by loaded ports. Bontang port was the largest port in Kalimantan Timur. The merchandise goods exported through this port in 2005 was US$ 8.12 billions then along period 2006 to 2008 increased steadily namely respectively to US$ 9.01 billions; US$ 9.01 billions; US$ 12.76 billions. The second rank was Balikpapan port which in 2008 export goods via this port was US$ 2.92 billions. For Furthermore, Table 8.1.1 and Table 8.1.2 show both of non-oil and gas, oil and gas export of Kalimantan Timur.

8.2. IMPORT

Development of import values in Kalimantan Timur for the last five years (2004 – 2008) always increase.

Dari US$ 2,74 milyar pada tahun 2004 meningkat menjadi US$ 3,51 milyar pada tahun 2005. Pada tahun 2006 menjadi US$ 4,25 milyar dan tahun 2007 menjadi US$ 4,26 milyar. Tahun 2008 meningkat menjadi 5,23 milyar US$.

Bila diamati dari golongan barang impor Kalimantan Timur sebagian besar adalah Minyak & Gas, dimana dari tahun ke tahun impor migas selalu lebih besar dari non migas. Pada tahun 2003 impor migas sebesar 67,58 persen dari total impor. Dan tahun 2004 menjadi lebih besar lagi yaitu 82,21 persen. Pada tahun 2005-2007, impor migas menjadi 71,50 persen, 71,91 persen dan 80,39 persen dari total impor. Pada tahun 2008, dengan impor sebesar US$ 5,23 milyar, komoditi migas menyumbang sebesar US$ 3,48 milyar atau 66,45 persen dari total impor. Dengan demikian Kalimantan Timur pada beberapa tahun terakhir selain sebagai mengekspor migas juga mengimpor dalam jumlah yang semakin besar setiap tahunnya.

Pelabuhan terbesar dalam hal barang impor Kalimantan Timur adalah pelabuhan Balikpapan. Pada tahun 2004 Balikpapan membongkar impor senilai US$ 2,74 milyar atau sebesar 90,80 persen dari total barang yang dibongkar di pelabuhan Kaliman-tan Timur. Tahun 2005 menjadi 83,88 persen dari total bongkar barang impor senilai US$ 3,51 milyar. Dan tahun 2006 menjadi 80,60 persen dari total bongkar barang impor senilai US$ 4,25 milyar. Pada tahun 2007- 2008 sebesar 90,80 dan 81,01 persen dari total US$ 4,26 dan 5,23 milyar.

Sedangkan pelabuhan-pelabuhan lain-nya dapat dilihat pada Tabel 8.2.1.

Most of import goods of Kalimantan Timur is group of oil and gas, where imports of oil and gas from year to year is more than non oil and gas. In 2003, imports of oil and gas has reached 67.58 percent out of total imports. It gets even bigger in 2004 which was 82.21 percent. In 2005 to 2007, imports are 71.50 percent, 71.91 percent and 80.39 percent respectively out of total imports. In the year 2008, which total imports was US$ 5.23 billions, oil and gas contribute US$ 3.48 billions or 66.459 percent out of total imports. In the last several years, Kalimantan Timur is not only as exporter of oil and gas but also as importer of oil and gas in the large number every year.

The largest port in unloading imported goods of Kalimantan Timur is Balikpapan port. In 2004, Balikpapan unloaded imported goods in the amount of US$ 2.74 billions or 90.80 percents of total unloaded goods in Kalimantan Timur. It becomes 83.88 percents of total unloaded import by value US$ 3.51 billions in 2005. And in 2006 is 80.60 percents of total unloaded import by value US$ 4.25 billions. In 2007-2008 is 90.80 and 81.01 percents of total unloaded import by value US$ 4.26 and 5.23 billions. While another ports can be looked at Table 8.2.1.

PENJELASAN TEKNIS

1. Sistem pencatatan statistik impor adalah “Special Trade” dengan wilayah pencatatan meliputi seluruh wilayah pabean di Kalimantan Timur, sedangkan sistem pencatatan statistik ekspor adalah “General Trade” dengan wilayah pencatatan meliputi seluruh geografis Kalimantan Timur.

2. Pengesahan dokumen ekspor dan impor dilakukan oleh Bea dan Cukai berdasarkan Perse-tujuan Muat/Bongkar Barang. 3. Data ekspor berasal dari

dokumen Pemberitahuan Eks-por Barang (PEB) yang diisi oleh eksportir.

4. Data impor berasal dari dokumen Pemberitahuan Im-por Untuk Dipakai (PIUD) yang diisi oleh importir.

5. Barang-barang yang dikirim ke luar daerah untuk diolah dicatat sebagai ekspor, se-dangkan hasil olahan yang dikembalikan ke daerah Kali-mantan Timur dicatat sebagai impor.

6. Barang-barang dari luar dae-rah yang diolah dan diperbaiki di dalam daerah Kalimantan Timur dicatat sebagai barang impor meskipun barang olah-an tersebut akolah-an kembali ke luar daerah.

7. Sistem pengolahan dokumen impor/ekspor adalah sistem “Carry Over” yaitu dokumen ditunggu selama satu bulan, setelah bulan berjalan, dan dokumen-dokumen yang ter-lambat akan diolah untuk bulan berikutnya.

TECHNICAL NOTES

1. The recording of import statistics is based on “special trade” system covering all Kalimantan Timur Customs areas, while the recording of export statistics is based on “general trade” system which covers all Kalimantan Timur geographical areas.

2. The legalization of export and import documents is conducted by the custom and excise office based on documents known as loading/unloading agreement. 3. The export data are compiled

based on export documents known as export declarations (PEB) filled by exporters. 4. The import data are compiled

based on import documents known as Import Declarations for Used (PIUD) filled by importers.

5. Goods sent to out of region for processing purposes are recorded as export. While its product sent to Kalimantan Timur are recorded as import. 6. Goods from out of region

which processed and modified in Kalimantan Timur are still recorded as imports although the products will be returned to out of region.

7. The carry-over system is used in processing export and

import documents. Documents are processed

one month after the current month, while those received later will be processed for the succeeding month.
