• Aimed at sharing of knowledge and experiencesin social forestry development,
• Recommended the ASEAN Member States to develop cooperation in the field of social forestry through the
establishment of an ASEAN Social Forestry Network (ASFN), through which the ASEAN Member States can strengthen initiatives and cooperation activities in achieving sustainable forest managementwhile improving the welfare of the community.
The Eighth Meeting of the ASEAN Senior Officials on Forestry (ASOF)
in Phnom Penh, Cambodia, on 18 – 20 August 2005 endorsed the
establishment of the ASFN.
The First Meeting of the ASFN

• Sharing of knowledge and experiences in networking and social forestry capacity building among the EC/UNDP/SEARCA SGPPTF,
ICRAF, RECOFTC, ASEAN Secretariat, Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Philippines and Thailand,
• Adopted the Terms of Reference (TOR)and
Rules of Procedures (ROP)of the ASFN, as
well as the Strategic Plan of Action of the
ASEAN Cooperation in Social Forestry (2007 – 2012).

• to establish, operationalize, and strengthen the ASEAN Cooperation in Social Forestry ,
• to promote policy and practices of social forestry where possible in ASEAN Member States,
• to establish and strengthen the ASFN information and communications system,

Various ideas for ASFN Logo received thus far:
• In developing Inputs prior to discussion with partner organizations
(such as inputs gathered before the RECOFTC visit to meet the
ASFN Chairman on 11 June 2008) and in making necessary
improvement to ASFN document (such as comments on the
proposed MOU between ASFN and RECOFTC).

The 10thASOF Meeting, 12 – 13 July 2007, Vientiane:• Agenda Item 8.2: agreed in-principleto the concept paper that was developed under the purview of the ASFN for a joint
programme in social forestry with partner organizations, for further development as an ASEAN project proposal.
• Agenda Item 14.7: notedthat the proposed amount of funding is considerably large and more information are needed before going through ASEAN project appraisal process.
Development:
• Proposal had been further developed with more information needed, with adjustment at the Title and the Budget to fit with the theme of cooperation for funding assistance and volume of funds indicated by the targeted Donor for proposal application in the year 2008;
• Budget of the proposal is now at EUR 2,632,662 and had been developed into detailed break-down;

Recommendation: The 2ndASFN Meeting may wish to
1) take note of this development under detailed Budget of the Project and endorse the proposed ASFN Project with UNDP to be funded by the EC; and
2) endorseand make ASFN consolidated comments to the project proposal, if any; 3) supportthe project to undergo further appraisal process at ASEAN Secretariat.
Roles of ASFN:
• Under Two Components of the three-year EC funded project (Learning Sites and Knowledge Management), the Specific Activities for ASFNwill be:
a) At least one yearly Regional Conferenceon Local Forest Governance to be held back-to-back with ASFN Meetings;
b) Publications on Local Forest Governance to be jointly published by the ASFN, UNDP and SEARCA;
c) Reflection Visitsto Project Sites by the ASFN Leaders.
• ASFN sits in the Regional Steering Committeeof the project, together with the the identified funding donors (EC, UNDP and SEARCA) as well as Partners of the project (ASEAN Center for Biodiversity and the Asia Forest Network), which allows further discussion in the implementation of the project.

Development:
• Comments to the proposed activities to be implemented under the MOU had been received and summarized into three category of activities, namely: capacity building, public awareness raising and knowledge management in promoting social forestry in Southeast Asia;
• The improved version of Draft MOU had taken into consideration the appropriate format and key agreed points in available signed MOUs between ASEAN and other organizations as well as RECOFTC’s MOUs with various organizations; • Further comments for any necessary improvement to Draft MOU continue to be
received from ASFN, which is expected to be finalized by the Second ASFN Meeting in August 2008 in Bangkok, during which any indicated collaborative activities for implementation under the MOU will be proposed and discussed.
Recommendation: The 2ndASFN Meeting may wish to
1) take note of this development under Objective Four of the ASFN and endorse in-principle the proposed MOU between ASFN and RECOFTC for the ASFN to sign the MOU with RECOFTC, witnessed by the ASEAN Secretariat; and
2) makeany necessary improvement to the draft MOU and develop proposal of collaborative activities with RECOFTC in implementing the MOU.

27 – 29 August 2008
at the Chaophya
Park Hotel Bangkok, which comprises of Plenary Meeting, Field
Visit and Exhibition Stands;

of the Meeting had been developed together with the
ASEAN Secretariat and circulated along with the Invitation Letter,
General Information & Registration Form;
•
Presentations
will be delivered by the ASEAN Secretariat, partner
organizations as well as each ASEAN Member State;
•
Country Report
will cover the current development of social
forestry, the developed training needs and training opportunities, as
well as any potential activities proposed for the ASFN;
• Discussion on
ASFN Collaboration with Partner Organizations
will
cover: (i) the proposed ASFN Project with UNDP to be funded by
the EC; and (ii) the proposed MOU between ASFN and RECOFTC.
