Report of Partnerhip and Community Development Program of PT Telekomunikasi Indonesia, Tbk., 2011 is one of our commitment to implement the Good Corporate Citizenship through the Partnership and Community Development Program. Partnership Program is implemented as Telkom’s effort in encouraging the economic activity and growth, job creation and business oportunity for community. While the Community Development Program carried on as Telkom’s effort to empower and develop social and environmental conditions in the surrounding area of operations.
Through this report, we want to provide something different in design of magazine to take a look closer to the readers. We believe the implementation of the Partnership and Community Development Program 2011, has contributed well to Telkom’s image in society and the environment surround Telkom so that our presence can be more acceptable and capable in contributing positively to the growth of business partners, communities and Telkom’s businesses.
Telkom Partnership Program performance during the last three years continues to increase in terms of the nominal amount of aid, and in 2011, Telkom has disbursed funds through the Partnership Program for Rp302.7 billion for 9,189 Foster Partners, Program Development at Rp17.8 billion by the collectability repayment of Foster Partners loans amounting to Rp233.8 billion. Since 2001 up to December 31, 2011 Partnership Program has channeled aid to loans 80,427 Foster Partners throughout Indonesia with a total disbursement of Rp1.54 trillion. It is distributed to Industrial sector, Services, Trade, Livestock, Fisheries, Agriculture, Plantation and other services. In addition to providing loans, Telkom also provides guidance to Foster Partners through training program, apprenticeship, mentoring and promotion and exhibition.
In 2011, Telkom has provided Community Development Program funds amounting to Rp34.1 billion in assistance to: victims of natural disasters, or education and training, improvement of public health, public infrastructure and facilities development, increase in religious facilities, and nature conservation (excluding aid from SOE Care amounted of Rp10.9 billion). Since 2003 to 2011, Telkom has provided Community Development Program funds for Rp245.3 billion.
In the framework of governance and management accountability of the Partnership and Community Development, KAP Zainal, Juhana & Partners has conducted an audit to the Annual Report Partnership and Community Development Program 2011 with its report No.:27/LAI/2012 with the opinion: "We also have audited the PKBL financial statements dated December 31, 2011 and 2010, and reports of activities and cash flows for the years ended on those dates, based on Regulation of State Enterprises Minister, which is a basis of comprehensive accounting other than accounting principles that generally accepted in Indonesia, and we expressed an unqualified opinion on those statements."

Partnership & Community Development
Inflation, deficits, budget efficiency are more familiar sound to ears, in the midst of difficulties in obtaining life assurance, the lack of preservation of nature and the environment. No less than container / international institutions under the auspices of the United Nations (UN), The UN Global Compact, holding an international conference held at UN Headquarters in Geneva on 5-6 July 2007 with the headline UN Global Compact Leaders Summit 2007 and Indonesia is one of the participants in the conference (even is one of 116 member states of the Global Compact) in order to give emphasis and serious attention to the global problems.
State-Owned Enterprises (SOE) as a form of wholly or majority state capital which derived from a separate property, has a role as a pioneer in the business sectors that have not been enthused by the private sector in efforts to realize the overall prosperity of the people. SOE also has a strategic role as implementers of public services, balancing the forces of the private sector, and to assist in the development of small business/cooperatives. BUMN is also a significant source of state revenue in taxes, dividends and privatization results.
These elements are described explicitly in the General Explanation of the Law of Republic of. 19 of 2003 on State-Owned Enterprises, and a driving force for the state to behave like companies generally profit-oriented. Management and supervision of state-owned enterprises should be based on the principles of Good Corporate Governance. As a corporation, the state was required to give a real contribution to the surrounding community. Article 88 Law Decree No. 19 of 2003 states that the state can set aside part of its net income guidance for small businesses/cooperatives and community development around the state. State Owned Enterprises Ministry, as a government agency that shade and protect state institutions, also follow Article 88 Law No. 19 of 2003 with the publication of the Regulation of Minister of State Owned Enterprises No.Per-05/MBU/2007 about the Partnership Program with the State Owned Small Business and Community Development Program enacted on April 27, 2007.
PKBL is Small Medium Enterprises (SME) Development Program and the empowerment of environmental conditions by the state through the use of funds from the profits of SOE. PKBL program funding sources are as follows:
a. Partnership Program Funding Sources:
• Allowance for a maximum of profit after tax of 2% (two percent);
• Administrative services loan, deposit and current accounts or from funds the Partnership Program, and
• Transfer funds from the state Partnership Program, if any. b. Community Development Program Funding Sources:
• Allowance for profit after tax of up to 2% (two percent);
• The deposit and current accounts of the funds or Community Development Program;
• Administrative services loan, deposit and current accounts or from funds the Partnership Program, and
• Transfer funds from the state Partnership Program, if any.
Although the survey results of PKBL program received positive response, program organizer should not contemn to any problems that must be followed up quickly and precisely, such as the frequent overlap between PKBL organizers or between PKBL organizers and the government. It can be caused due to the unavailability of the corporate database and the objectives of PKBL, the lack of planning and implementation convergence between the government and PKBL organizers that potentially result in wastage of development financing. Besides the existence of unscrupulous "rogue trained partners" and "touts aid program" we can still be encountered in implementation of PKBL.
To solve these problems, Telkom initiative to create a PKBL Management Information System (MIS) which is expected to be a role model for the entire state of Trustees and Executor PKBL program in addressing the issue. (***)

Perusahaan Perseroan (Persero) PT Telekomunikasi Indonesia, Tbk., is a state-owned enterprise that operates the largerst telecommunication network and service provider in Indonesia. Telkom provides InfoComm services, fixed wireline and fied wireless telephone, mobile cellular, data and internet, and network and interconnection services, directly and indirectly through our affiliates. Given its status as a state-owned enterprise, Indonesia Government is the Company’s majority shareholder, while the remaining is owned by the public.
History of Telkom begins in October 23, 1856, when the first electromagnetic telegraph was deployed in Indonesia at the colonial era. In 1906, the Dutch colonial government established agency which provides post and telegraph services called “Jawatan”. In 1961, Jawatan transformed into Perusahaan Negara Pos dan Telekomunikasi (PN Postel), which in 1965 separated into two state-owned companies Perusahaan Negara Pos & Giro (PN Pos & Giro) and Perusahaan Negara Telekomunikasi (PN Telekomunikasi). Later in 1974, PN Telekomunikasi was adjusted into Perusahaan Umum Telekomunikasi (Perumtel) which provides domestic and international telecommunications services. In 1991, Perumtel became Perusahaan Perseroan (Persero) PT. Telekomunikasi Indonesia or Telkom, known as Indonesia’s leading provider in telecommunications services.
In response to the mounting challenges in the domestic and global telecommunications industry, TELKOM undertake a fundamental and comprehensive transformation of the entire business, including portfolio, infrastructure and systems, organization and human resources, and culture, continuity.
Telkom’s Partnership and Community Development Program Management
For Telkom, commitment to the implementation of these instruments is the key to achieve success in business performance that is effective, efficient and sustainable in winning market competition. As a public company that comply with the regulatory authority of the capital market, Bapepam-LK, SEC and NYSE, Telkom apply and uphold the policies and values contained in the company's governance practices, and provisions of the Sarbanes Oxley Act of 2002 ("SOA") and implementing regulations. Implementation of corporate governance with reference is held refer to the Best Practices and Guidelines for International Corporate Governance issued by the Indonesia National Committee on Governance ("NCG") in Indonesia. Our determination to run the GCG set out in the framework provided in the GCG implementation of Directors Decree No.29 of 2007. Within the framework of the integrated management system that becomes a prerequisite or a part that can not be separated from the application of the company to ensure good corporate governance and ensure the achievement of effective implementation of GCG at the operational level to the exercise of internal and external transactions that are ethical and in accordance with the company's governance practices a good and true.
The management system, we refer to above include the four main pillars which we view as the foundations for the implementation of good corporate governance in the company include:
• Implementation of business ethics in which includes the company's cultural values which its understandings is communicated and surveyed to the employees every year;
• Management policies and procedures that effective or in accordance with the demands of business, as the company's management and employees’ guidelines;
• Implementation of risk management in an integrated manner based on COSO Enterprises Risk Management;
• Internal oversight and implementation of internal control based on the COSO Internal Control particularly to internal control over financial reporting.
In addition to the four main pillars above, Telkom also strengthen elements of other organizations that have an important role in realizing the actual implementation of GCG practices at both the entity and transactional, namely:
• Effective leadership, that is, each individual leader must be a role model for employees and work environment;
• Clarity of roles and responsibilities for each work unit and employee to ensure the accountability of the work and ensure the implementation of segregation of duty to avoid potential fraud;
• Empowerment of human resources expertise and competence to ensure that every employee and work unit has the ability to perform tasks in a professional manner;
• Implementation of organizational performance management system, integrated units and employees to ensure the achievement of performance measures / goals of the Company and accountability;
• Implementation of reward systems of individuals, groups and units that range in the form of incentives for the implementation of the performance / best performance, which offset the enforcement of any violations.
Annual General Meeting of Shareholders (AGM)
Under the Articles of Association, both the Annual General Meeting of Shareholders (AGM) and Extraordinary General Meeting (EGM), act as an agency that has the highest authority in the organization of corporate governance as well as a major forum for the shareholders to exercise their rights and responsibilities of the company's management. AGM shall be held once a year while the EGM can be exercised at any time if necesary. Through AGM, the shareholders exercise its right to determine the amount of the allowance allocation of profits for the Partnership and Environment Development Program, endorse the Annual Report PKBL while providing settlement and release of liability (acquite at de charge) to Board of Directors and relieve Board of Commissioners to the management oversight of PKBL financial year are reviewed and set PKBL Auditor.
Board of Commissioners
Telkom Board of Commissioners has the authorities and responsibilities as follows:
1. Supervising the management company run by the Board of Directors, including the planning and development, operations and budgets, compliance with the Articles of Association and the implementation of the mandate and decision of the AGM and EGM. Board of Commissioners is authorized to execute and manage the company, except in situations where all members of the Board of Directors suspended for any reason;
2. Providing advice and opinions to the AGM regarding the annual financial reporting, corporate development plan, the appointment of Public Accountants as auditors and important matters as well as other strategic actions related to the company;
3. Evaluating the work plan and budget of the company, following the company's development, and coordination with the Board of Directors if there are symptoms that indicate the company is in trouble, so the Board of Directors could soon announce to our shareholders and provide recommendations for corrective measures to be taken;
4. Ensuring the implementation of the company’s governance programs has implemented and maintained according to regulations.
Board of Directors
Under the Articles of Association, in broader outline the primary responsibilities of Directors of Telkom are to lead and manage the Company's operations and to control and manage the assets of Telkom with the supervision of the Board of Commissioners.
Directors are also entitled to take action and on behalf of the Company both in and out of court on any case or incident, with other parties. In the management of PKBL, Directors shall submit a report of PKBL implementation to the Minister / Shareholders with a copy to the Board of Commissioners, submit RKA of PKBL to the Minister / Shareholders with a copy to the Board of Commissioners no later than 60 (sixty) days prior to entering the financial year.
Audit Committee
Audit Committee duties is under the mandate of the Audit Committee Charter (as amended by the Decree of Board of Commissioners No.20KEP/DK/2006 September 11, 2006). Audit Committee Charter is evaluated periodically and if necessary amendment to ensure compliance with the company to Bapepam-LK and the SEC and other related regulations.
Audit Committee Charter outlines contain objectives, functions and responsibilities of the Audit Committee. Under this charter, the Audit Committee's responsibilities are:
a. To oversee the financial reporting process on behalf of the Board of Commissioners; b. To recommend the Board of Commissioners for the appointment of external auditors; c. To discuss with internal and external auditors the whole scope of works and their audit plan;
d. To discuss Telkom’s Consolidated Financial Statements and the effectiveness of Internal Control Over Financial Reporting ("ICOFR");
e. To arrange regular meetings with internal and external auditors, without management, to discuss their evaluation results and the results of their audit of Telkom’s internal control and the quality of Telkom financial statements; and
GENERAL AUDIT PKBL
Before doing General Audit PKBL, Public Accountant Firm (KAP) shall submit the planing to the Audit Committee as the task organizer. Audit planing are documents containing the schedule, time, scope, methodology, locations and personnel in the audit implementation of the CDC as an audit object (auditees). The scope of standard examinations by the Public Accountant Firm (KAP) should be able to provide a fair opinion of the financial records and compliance with laws, regulations, contracts, and assistance to apply for CDC PKBL PT Telekomunikasi Indonesia, Tbk.
General Audit PKBL Report is intended to provide information to the Audit Committee, Management, and Board of Comissioners. But if the report is a public record, then the distribution is not limited.
COMMUNITY DEVELOPMENT CENTER (CDC)
Law of the Republic of Indonesia No. 19 Year 2003 Date June 19, 2003 about the related SOE of allowance in coaching the small business/cooperatives and community development, and the Regulation of State Owned Enterprises Minister No.PER-05/MBU/2007 on 27 April 2007 on the partnership program of SOE with small busines and Community Development Program, mandated Telkom in implementing the Partnership and Community Development Program.
To realize the mandate of the government in implementing the Partnership and Environment Development Program, Telkom forms organization units of the Community Development Center (CDC), through the Directors Decree No. 61/PS150/CTG-10/2003 on CDC Organization and the last updated by KD. 12/PS150/COP-B0030000/2008 dated February 5, 2007 on the Organization Management Centre Partnership and Environment Development Program (CDC).
CDC Business Plan
CDC business plan is a long-term planning period of five years. Preparation of Business Plan refers to the policy of the company listed in the Corporate Strategic Scenario (CSS) in the field of Good Corporate Citizenship, and the Directors Decree No:KD.74/BL100/CA-20/2006 dated December 18, 2006 on Corporate Planning System.
RKA of PKBL
In accordance with the SOE Minister Decree No.Per.05/MBU/2007 April 27, 2007, Telkom as the company that implemented the Partnership and Community Development Program (PKBL) end of each year shall prepare the Work and Budget Plan of the following year. Work Plan and Budget 2010 contain PKBL action plans which include estimates of collection, development plans and Community Development Partnership Program annualy.
Work and Budget Plan Management of Telkom’s Community Development Center (CDC) Partnership and Community Development Program is expected to be able to effectively perform the role in realizing the company's mission as a Good Corporate Citizenship in an adequate way and can be accounted for in accordance with the regulations.
PKBL Risk Management
The Directors Decree No.KD.16/PW000/PRO-IIC/2006 dated February 3, 2006 on Corporate Risk Management, a corporate governance guidelines to ensure proper management of the company in the best act in the interests of stakeholders. Associated with the PKBL management, Telkom through SGM CDC has issued Decree of SGM CDC Number: 10/PS160/CDC-A1010000/2010 dated January 21, 2010 on the Implementation of Risk Management Remediation Program Management Partnership and Community Development Program.
PKBL Management Information Systems (SIM)
Currently Telkom SIM PKBL is the best information system of the entire executive SOE PKBL. In the future, SIM PKBL will continue to be developed and will be asociated to the needs of data distribution speed and data administration accuracy of PKBL. Application development is divided into modules that are tailored to the needs of PKBL operations. SIM PKBL has three modules, namely PK Module, BL Module, and the last which still in the process of development is the Finance Module.
Survey of Partnership Program and Community Development Program Opinion In 2011, Telkom has conducted surveys of Partnership Program to determine:
• To which extent the useful of Loan Disbursement of Partnership Program and provide value to the community, especially Small Businesses that receive the loan;
• To which extent the distribution of the Partnership Loan Program provides added value to Telkom; • Effectiveness of the loans disbursement by measuring the performance of Partners Patronage, and • Opinion of the loan recipients (Foster Partners) of the CDC service. In 2011, TELKOM has also conducted surveys of the Community Development Program with the aims: • To determine to which extent the Community Development aid can bring value to the recipient, the

The concept of Community Development has been formulated into various definitions. The United Nations defines it:
“as the process by which the efforts of the people themselves are united with those of governmental authorities to improve the economic, social and cultural conditions of communities, to integrade these communities into the life of the nations, and to enable them to contribute fully to national progress”.
(Luz. A. Einsiedel 1968:7).
The definition above emphasized that community development is a process that create the community’s efforts or potential which integrated to the resources owned by the government, to improve the economic, social, and cultural, also integrating the community within the context of national life , and empower them to fully contribute in achieving progress on national level.
The role of SOE in the community development program started in the issuance of Government Regulation No. 3 of 1983 on the Guidance Procedure and Supervision of Perusahaan Jawatan (Perjan), Perusahaan Umum (Perum) and Perusahan Perseroan (Persero). Considerations that underlying the implementation of this program is the state's strategic position in relation to small businesses that have an edge in the field of production / processing, technology, network distribution and human resources that can be used to foster and develop small businesses to become a strong and independent businesses.
The implementation of small business coaching by SOE begin to be organized after the issuance of Minister of Finance Decree No.: 1232/KMK.013/1989, through Pegelkop Program (coaching entrepreneurs economically weak and cooperatives) which then replaced in 1994 with the issuance of Minister of Finance Decree No.: 316/KMK.016/1994 the program name was changed to PUKK program (SME Development and Cooperatives). Along with the rapid and dynamic development of economic activities, these regulations changed several times, most recently through the Minister of State Enterprises No: Per-05/MBU/2007 dated April 27, 2007 program name was changed to the Partnership and Community Development Program (PKBL).
CDC UNIT
Historically, Community Development Center (CDC) Unit started from the project of SME and Cooperatives Development (PPUKK) in 2001 and in line with the changed in government regulations and business demands, changed into CDC in 2003 through the Directors Decree No.: 61/PS150/CTG-10/2003 on the CDC Organization and the last updated by the Directors Decree No.: 12/PS150/COP-B0030000/2008 dated February 5, 2007 on the Organization Management Centre of Partnership and Community Development Program (CDC).
Telkom CDC has a vision to be the best company in the world in building a community for its continuity business and reputation. The mission is to build or empower the community that related to telecommunication, information, media and edutaiment, and form or empower social, economic and environmental community.
Since 2003, CDC Unit continue to experience transformations, both in the paradigm to the management of organization, scope of duties, authority and responsibility. To the present day, the scope of CDC role has evolved broadly in accordance with Directors Decree No: KD. 18/PS180/COP-B0030000/2009 dated June 12, 2009 of the Additional Duties, Powers and Responsibilities of Organization Management Centre Partnership and Community Development Program (CDC) related to Corporate Social Responsibility (CSR).
Based on CDC vision and mission, the strategic objectives to be achieved within the next five years include:
1. To manage the Partnership and Community Development Program effectively and efficiently to support the success of TIME business.
2. To manage Partnership and Community Development Program within the next five year period in order to establish Telkom Business Community.
3. To establish CDC being an important part of CSR Telkom to support the achievement of the corporate goals.
4. Set CSR becomes a part of the strategy in Corporate Strategy Scenario.
5. Establish CDC to be an important part in building the Telkom Corporate Reputation. Then the CDC Strategic Program 2012 is as follows:
1. Increasing synergy of Partnership and Community Development Program and CSR with Corporate Communications.
2. Increasing synergy between state-owned enterprises.
3. Increasing synergy Partnership and Community Development Program and CSR with Subsidiaries and Affiliates.
4. Increasing synergy of Partnership Program and Community Development with more empowering Help Object and Foster Partners to enter the era of global markets.
5. Increasing synergy of Partnership and Community Development Program and CSR with Business Unit,
6. Increasing synergy of Partnership and Community Development Program and CSR with the External.
DISTRIBUTION MECHANISM
To facilitate the distribution of Partnership and Community Development Program, method of distribution is through CD Area and refers to the organizational structure of the CDC along with the type of program. Based on the structure and program of organization, Telkom Partnership Program aid is carried out through two methods of distribution, namely:
• Active Distribution, aid is distributed based on proposals submitted by candidate of Patronage Partners, and
• Proactive Distribution, aid is distributed based on searching activity for candidate Patronage Partners by Telkom.
Distribution of Community Development program is conducted by Telkom, via CD Center and CD Area. • Active Distribution is carried out directly based on proposals submitted by the Candidate of Supported
Object;
• Proactive Distribution is carried out by searching activity for the Candidate of Supported Object by Telkom; and
• Distribution through SOE Care Program, it is the distribution of Community Development Program conducted together with other state-owned enterprises.
2011 PERFORMANCE
Based on the results of the Annual General Meeting of Shareholders (AGM) PT Telekomunikasi Indonesia Tbk dated May 19, 2011 and June 11, 2010, it is determined the amount of funding for the Partnership Program in 2011 and 2010, amounted to 1% and 0.25% of net income for fiscal year 2010 and 2009 or Rp115.369.993.906 and Rp28.330.350.184.
Realization of development funds in 2011 amounted to Rp17.766.366.005 or achieved the target of 111.54% of the Work Plan Budget (RKA) in 2011 for Rp15.928.307.
While the distribution of Community Development Program until 2011 realized for Rp44.988.405.911 or 35.81% of the target for Rp125.624.443.000 RKA 2011.
Refers to the CDC Business Plan 2011, RKA PKBL For 2012, proposed allocation of the Partnership and Community Development Program 2012 is 1% of net profit.
Survey results of the Partnership Program
1. Satisfaction with the benefits at average is 90.01%, thus it can be concluded that the Partnership Program in the form of loans and development undertaken by Telkom CDC is very useful for Partners Patronage.
2. Respondents’ satisfaction that measured for the opinion at average is 93.23%, thus it can be concluded that the Partners Patronage was very satisfied with the service of Telkom CDC in organizing the Partnership Program.
3. Level of effectiveness at average is 92.32%, thus it can be concluded that the Partnership Program in the form of loans and guidance that implemented by Telkom CDC is effective to improve the performance of Partners Patronage.
4. The image value nationally is 88.27%, which means the image of Telkom is formed "very good".
Survey Results of Community Development Program
Conclusions of the survey are as follows:
1. Nationally, respondents stated that Telkom Community Development Assistance Program is very useful for beneficiaries with a level of satisfaction of 93.17%.
2. 2 Nationally, the average imaging which made up of respondents amounted to 88.89%, while the imaging which made up of community around respondents beneficiaries amounted to 77.78%.
SOE Ducts Synergy
Build a form of state-owned Synergy Indonesia Ducts Synergy Partnership Program
In 2011, Telkom has conducted Ducts Synergy Partnership Program with other State-Owned Enterprises, in accordance with the Regulation of the State-Owned Enterprises Minister No.Per-05/MBU/2007 about PKBL and SE-14/MBU/2008 on Optimization of Funds Disbursement Parnership Program. This synergy is expected to drive the Partnership Program funding for labor-absorbed sector (labor-intensive), increasing PKBL benefits for the wider community, encouraging synergy between state-owned enterprises in PKBL implementation, particularly among state-owned enterprises, and improve the quality of PKBL. Ducts synergies made on the recommendation of the audit results BPKP National PKBL performance, and also considering the amount of funds owned by Telkom Partnership Program. The magnitude of the Partnership Program is channeled through the state other Trustees for the year 2011 amounted to Rp22.200.000.000.
Ducts Synergy PT. Garam
On March 11, 2011, in Garuda room at the Ministry of State Enterprises Office, Director of Human Resources & General Affair (HCGA) Telkom Faisal Syam and president director of PT. Garam (Persero) Slamet U. Iredenta signed an agreement as outlined in the Memorandum of Understanding (MoU) in front of the Deputy Minister of Strategic Planning & Restructuring of State-Owned Enterprises Ministry, Pandu Djajanto. The event continued with the signing of disbursement cooperation of Telkom Partnership Program to PT. Garam (Persero) between SGM-CDC, R. Gatot Rustamadji, and Director of Finance, Marketing and General PT. Garam, Yulian Lintang. Through this agreement, Telkom will provide loan for Partnership Program funds about Rp5 billion to PT. Garam (Persero) to be managed by Garam PKBL that will be distributed to 830 farmers of salt as additional working capital for Foster Partners PT. Garam (Persero), in three districts: Sumenep, Pamekasan and Sampang.
In his speech, HCGA Director Faisal Syam confirmed that this cooperation is the realization of synergies among SOE in PKBL funds. Telkom also plans to publish a book directories which are under state-owned SMEs to facilitate the development and synergies between SMEs and help SMEs through the marketing system of IT products, he said.
National Capital Madani Ducts Synergy
Telkom also conducted cooperation with the National Capital Madani (PNM) and BMT Hidayah Solo in the partnership program funds. Cooperation signing ceremony was held at the office of BMT Hidayah Solo, on 10 November 2011. BMT Hidayah Solo and received capital assistance amounting to Rp2.2 billion to be disbursed to 380 partners mainly consists of batik and weaving sticks. Chairman of BMT Hidayah Solo, Drs. Muh. Heri Ngatiri, explained that the Ministry of Housing trusted BMT Hidayah to address the Housing Loan in 2009. On its activities, BMT Hidayah Solo not only provided capital assistance but also helped the products marketing from its foster partners.
Iyun Rahayu Kosasih, Customer Service Manager Telkom Solo, in his speech stated that the Partnership Program is a concern of Telkom towards the SME in order to increase business production and absorb a lot of manpower. Further Iyun said that, the marketing of the business world will be more advanced if balanced with the use of information technology. Promotion and selling process is no longer done traditionally but more "trendy" to use the internet media. “As Indonesian, we should have to love products of our nation, Telkom is a company of TIME business (Telecommunications, Information, Media and Edutainment) which is the only red-white flag, therefore, we invite you all to use our own product", added Iyun.
Sang Hyang Seri Ducts Synergy
Partnership program synergy of national food security is a form of the Movement of Food Productivity Improvement Corporation Based (GP3K) implementation declared by the government. It is aimed at improving the farmers productivity, quality of the farm, and the provision of work capital. This Ducts Sinergy is a continuation of the synergy between Telkom and PT SHS in 2010. Through this synergy, it is expected that farmers in Deli Serdang and Serdang Bedagai can increase their productivity that had been hit in terms of capital. (***)

Bunda (50), so she's often greeted by people of Kampung Perigi Mekar, District Ciseeng Bogor Regency. Was born with named Dwi Priharti, Bunda has become a role model for surrounding communities because her existence in various social activities in Perigi Mekar village.
Bunda, could you tell me how did you involved in the Foster Partners of Perigi Mekar blacksmiths? Actually, since 5 years ago, I had a dream to live in the countryside, and it could happenned in my hometown. At first, me and family established taklim assemblies and Alhamdulillah, thanks to the help of our friends, we also set up PAUD (Early Childhood Education) independently. I usually give milk to seniors of village residents, it was may the beginning. Well, here is also very much prone to crime because the area is better known as the nest, so I called to participate edify.
What makes Bunda wants to help people of Kampung Perigi Mekar?
I already have such a strong bond, with this village. Me and family want to help people to become independent. Yes, residents of Kampung Perigi Mekar actually have a strong desire to get ahead, just lack of direction possibly because low education background. Alhamdulillah, I also trusted the people to take care of waqf land here, well, God willing, will be used for education. In addition, there are much potential here that could be developed as a blacksmith, embroidery and sequins, catfish hatchery. I hope others also can help.
Mostly, your foster children are boys, won’t you feel afraid and uncomfortable?
No, my husband was already admitted. Perhaps, the family is more afraid of the ability to maintain the trust and the return. Moreover, my family and I also have a line of thought in social programs.
Have you ever had opposition from others?
There is, perhaps they are just afraid, but I still confidence. I believe everyone has a good value even if only a little. It could change, right?
Mr. Lukman has a dark past, what prompted Bunda to do so?
Incidentally, I have a habit to pay attention to people who are somewhat in problem. But I see Mr. Lukman has a strong will and a little less focused on a few unruly things. That’s why I interested to help Mr. Lukman to be independent and have a better life.
How many members of the blacksmith Foster Partners?
All of them there are 25 members, but not all of them were involved in the blacksmith's world, there are also sellers. Mostly people of the village is famous for its centers of Perigi Mekar blacksmiths making of sickles and traditional farming equipment.
What is Bunda’s position in Foster Partners?
Actually I do not positioned as anything in Foster Partners, I was still in the stage of filing as a candidate Telkom Foster Partners for my salon business. Well, from their own that sometimes refuse except through me, like the time for loan disbursement and repayment. At first time, people in bank would see me as a broker, because it cannot be represented while drawing loan. So, if one needs to draw loan, they always give me the money, I feel embarassed. I am such the treasury, and there are also said such foster child, but I never asked to be positioned like that.
How is your initial introduction to Telkom Partnership Program?
Is there any unique experiences?
There's a funny incident, which made me aware of the innocence of the villagers. Right after leave Telkom office Jakarta, there is one of Foster Partners who only wear flip-flops, I don’t know why he was embarrassed because he alone who wore no shoes, until there is one said him that it can’t be draw if not used shoes. Continued to say, "Bun, I only have had football boots, it was also my son shoes. How?" I could not hold to laugh, I've told him that it's okay not wear shoes, too. There is also up to 40 times signing at the bank to draw loan, loose their shoes while entering Telkom office lobby. They all became my encouragement to continue to help them.
How is your response to Telkom Partnership Program?
Very good, because there is coaching and I think that's what makes it any better. If possible, hopefuly could be developed in this village. Thank you Telkom has given confidence to people in Perigi Mekar, it was helpful. I also hope there is a regeneration of blacksmith craft, even it may be difficult. Telkom may help to see how this craft can be more easily done.

Lukman
"I feel embarassed to my children"
Lukman (33) is one of Bunda’s proofs that every person must have good side in him even though it’s only a little. Before involved in the repair shop, father of two children, admitted before knowing Bunda, he is more often spent the time on the streets. "Well if in the streets anyway, everything such fighting, drinking, gambling is still day-to-day already," he recalls.
His desire to learn Qur'an brought him to Min Athoi'lah (Bunda’s husband) who is indeed a caretaker in taklim assemblies Perigi Mekar. "I am ashamed of my son, can not read the Qur'an, I would like to change, well that is important not on the streets anymore," he said.
It makes Lukman swerved into the workshop repair shop. Although new, Lukman has perseverance, willingness and fast learner. No wonder Bunda help him in facilitating the Partnership Program loan. Telkom hopefully not only help in the matter of capital, but also in the procurement of raw materials he replied when asked about his expectations.

Patin Supplier in Sumatra
His efforts in pioneering this cultivation is not easy, the capital became one of the obstacles in the development of catfish farming. Fortunately, in 2003 Suhaimi received a loan from the Partnership Program CDC Telkom amounted Rp30 million. He used the load to open a new pool, water drilling, the irrigation arrangement and purchase of raw materials for pelet (food fish) manufacture. Until now, Suhaimi has had 32 catfish ponds that have provided a very adequate income.
Seeing the abundant potential of catfish in Koto Mesjid village, Suhaimi then establish CV. Graha Pratama Fish as Hatchery, Aqua Culture, Artificial Feed and processed food from Patin Fish such Nugget, Salai and Crackers. For catfish hatcheries usually takes 21 days, while for the enlargement, catfish can be harvested after 6-12 months depending on the size of which will be sold.
To processed smoked catfish, 3 tons of catfish can produce 1 ton of smoked catfish, and for the nugget production was approximately 60 kg each production. Local governments also can not remain silent, and with the help of private investors will build a catfish processing center to be able to absorb the entire harvest of catfish Koto Mesjid village.
Currently Koto Mesjid village has 776 ponds with area reaches 42 hectares and total production per day of 5-6 tons. Assuming a sale price in the market for catfish Rp16.000/Kg, it occures in one month turnover of more than Rp2 billion in Koto Mesjid village. A fantastic figure for a transmigration relocation village. It is not exaggerating if Koto Mesjid village has tremendous potential in the field of fisheries and proposed by Telkom to be the nominees of organizer or host the Indonesian Corporate Social Responsibility (CSR) Award 2011.
It is delivered by the Senior Manager of PT Telkom Indonesia, Harmon Yero, while giving a speech at the event Telkom strengthening and sustainability of the collaboration with the Kampar regency in cluster development catfish farming in Koto Mesjid village and Pulau Gadang District XIII Koto Kampar, Monday (25/7) which attended by Kampar Regent, Burhanuddin Husin.
"Telkom is one of State-Owned Enterprises that continues to concern for the community development which realized in real action. See the development and progress of this village we intend to propose this village as the location of Indonesian CSR Award in 2011. Of course there will be teams from Jakarta which will provide a feasibility assessment as the host, "Harmon said.
Telkom's commitment in developing businesses of Koto Mesjid villagers is by providing a total of Rp16 billion during the last three years. Among the assistance provided is new hatchery, SME Forum secretariat room, SME Forum computer room, business loans, and ten computers with Flexi modem for internet. In addition Telkom also build shelters trash, MCK Market, toddlers’ health building and sports facilities. "Moreover, there is also guidance for the internet training," Harmon said.
Kampar regent Burhanuddin Husin expressed appreciation and gratitude for the assistance. But he thinks not all companies in Kampar regency that is able to run CSR program, even more there is no care at all. "Therefore we appealed to concern the people and environment in which the company is located. We need a company who cares about the people who want to offer a variety of community business development program, "said Burhanuddin.

Reaching Success by Patin
f you ever travelling to Riau, only call Suhaimi Patin, they would call Koto Mesjid village of Kampung or Kampung Patin, located in District XIII Koto Kampar Kampar regency Riau Province. Yes, Suhaimi has become the trademark of catfish in Riau. His house almost never empty of visitors. They who want to learn catfish farming, legislators who want to study tours, fishing industry employees who offer the products, to the funding agencies that offer loans. His success in cultivating pangasius is reflected from his wealth. In his garage there is a car he bought two years ago for more than Rp200 million. From the pool area of seven hectares, each month harvested about 30 tons of catfish sold Rp16. 000/Kg.
In 1989, some areas in District XIII Kotokampar being used as local transmigrants. The hills in which hard water area became the center of relocating residents of Pulau Gadang Lama villagers that sunk for the manufacture of Kotopanjang Reservoir, the only hydro power plant in Riau. People who relocated to the hills area are originally lived as fishermen on the Kampar River. They feel tortured move there. They used to fish on Kampar River with ease, simply spread the traps, netting, fishing, or catching. In new places, the fish was scarce, longing for the fish make a few people who originally are fishers, made pond that relies on reckless rain. Understandably, there is almost no source of running water in the village. Although hard water, soil structure in the new place is suitable for ponds. With sandy clay texture, water-filled pool is not easily seep into the ground. That privileges were not helpful at first. Farmers who tried to grow carp and jelawat, the results are less than maximum. At that time the project serves as a pool of more ancestral nostalgia.
In 1998, nine years after transmigration sites stand, three trainers and researchers of Fisheries Technology Development Agency (BTPP) Riau, they are Suhaimi, Walternis, and Mahyuni commissioned to develop catfish farming in the village. Suhaimi, a graduate of Faculty of Fisheries University of Riau in 1993 was served in block A, while two of his friends in blocks B and C. Their job introducing hatchery techniques, fish rearing, and manufacture their own food. Not many farmers are interested in the program. Only five people who want to breed catfish in the pond. When the program is successful, more and more farmers are opening the catfish pond.
Suhaimi who had worked in Dipasena Lampung – Gajah Tunggal Group from 1994 -1998, married Nani Widyawati in 2001. After married, he was faced into two options, waiting for a call from the civil service in Pekanbaru or survive in Koto Mesjid village. He opted to stay, and set up business in the backyard hatchery of his parents in law. He is going to continue the catifish development. He also opened a pelet
manufacturing in valuable price. While manufactured pelet is Rp7.800/kg, his homemade pelet is only Rp3.000/kg. (***)

On-air training/Talkshow
In order to develop SME group, Telkom has been working with K-Lite Radio 107.1 FM Bandung to hold a talkshow program. The event was held on every Tuesday and Friday from 7-9 p.m., by inviting speakers from Telkom or expert practitioners who are competent in the field of small and medium enterprises. Through this program, Telkom may understand the problems often experienced by the Foster Partners, provide a useful solution for them, become a bridge to independence of Foster Partners in the operations and develop their insight and knowledge. The result, communication between Telkom and Foster Partners become more active and quick, and can learn from others problems (sharing). In addition, through this program, Telkom also hope to provide inspiration to the community about fostering SME and to capture entrepreneurs who are potential to become Foster Partners.
Value of training in the form of on-air broadcast/Talkshow is in order of effectiveness and efficiency of training, because this broadcast can be followed by Foster Partners without leaving the routine work/activities.
In 2011, the implementation of on-air training/talkshow started in April 2011 via direct radio broadcast K-lite FM 107.1 Inspiring Sound Jl.Sumur Bandung No. 12 Bandung-40132 and each end of month testimony was made by Telkom Foster Partners both who successful and who is on progress to success.

ooperative Academic Education (Co-op) program is one of Telkom’s flagship in implementing Corporate Social Responsibility (CSR). As a State Owned Enterprises (SOE), Telkom pay attention to the government's program in bridging the "link and match" between college and industrial side. Efforts of community development could potentially participate in developing children nation’s intellegence. Co-op program is a form of cooperation in the implementation of work practices in the field which aims to prepare students to face the real working field. This program held in Telkom Group company through internships and mentoring and will be trained in Telkom Foster Partners for three months.
Telkom is active in Co-Op program since 1997 and enhanced to operate in the year 2003 issued by the Directors Decree No. KR.07/PD530/SDM-20/2003 dated 9 May 2003 on the Guidelines for Cooperative Academic Education and Internship in Telkom. Opening Co-Op program Telkom Group 2011 held in InfoComm room, Company Office 8th Floor Jl. Japati 1Bandung, Monday (4/7) by the Finance Director Sudiro Asno, also attended by SGM-CDC Telkom R. Gatot Rustamadji, Pgs. SGM-HR Center Nelson Pasaribu, General Secretary of DPPK DR, Gendut Suprayitno and University Leaders of UNPAD, UNPAR, ITB, UNPAS, IT-Telkom, UPI, UTAMA and other leading universities.
With the theme: Optimizing Co-Op Benefit to Enhance Competitive Advantage for Corporate and Other Stakeholders Pgs. SGM-HR Center Nelson Pasaribu as chairman of Co-Op program committee emphasizes that the program is the preparation of national cadres of college students to jump in the real work field, further Nelson added that Co-Op program has been started in February-March 2011 and succeeded in selecting 1.246 candidates from 65 universities in Indonesia. Then together with DPPK, the committee netted only 474 qualified participants.
While the General Secretary DPPK Gendut Suprayitno confirmed since 1997 Telkom Co-Op activities has started doing rigorous selection, thus Gendut suggest to fully optimize the next three months to gain knowledge and practices and the important thing is to expand networking. The same opinion also expressed by Hendratno, representative of IT-Telkom. He argues that in addition to GPA should no less than 3.0, also the interaction with the environment in which Co-Op Students are placed, and can contribute to the environment.
While Telkom Director of Finance H. Sudiro Asno emphasizes that the Telkom Co-Op program 2011 is a concern to the world of education, this program is still a good choice for academic activities, it is evidenced by the increasing number of participants each year. Telkom Group Co-Op is part of the New Culture and participation in co-educating the youth of the nation, as mandated in the preamble of UUD'45. Though it seems easy, the fact is difficult and very selective, it also inspires the way we think that the rest is only the difficult and hard one, while the easy and simple is over. (***)

Telkom seriousness in developing UMK has led many results. Established community in each is proof of Telkom’s Foster Partners can expand the network and cooperation with other members.

In 2009: Indonesian Product Exhibitions in Brunei Darussalam, in 2010: The 3rd Indonesian Product Expo in Bandarseri Begawan Brunei Darussalam and The 2nd INACRAFT Lifestyle 2010 in Kuala Lumpur, Malaysia,and in 2011: The 7th International Gift Tokyo, Pasar Malam Indonesia Den Haag, and IPE Yordan Exhibition.
While talking e-commerce training, recorded from the period November 2010 - July 2011, there were 226 Foster Partners who follow this course. Not only training, but Telkom also provides an arena so that they can develop their business through online media in www.plasa.com. By providing a platform to facilitate business processes, the presence of e-commerce facilities is expected to develop the economy and facilitate the business, particularly UMK.

evelopment prospect of Small and medium enterprisees is growing with the
increasing of efforts to compete and support the national commitment in order to
be serious in small and medium enterprisees development by providing
conducive business environment.
In line with the role to create a conducive business environment, Telkom and Infomedia
agreed to publish book titled Directory of Small and business enterprise Telkom on
March 29, 2011 at Hotel Bukit Indah Plaza, Purwakarta.
The signing of the cooperation undertaken by Senior General Manager of CDC, Gatot
Rustamadji and President Director of Infomedia, Muhammad Awaluddin as formed of
implementation of the MoU signing on Management and Empowerment the optimizing
of Partnership and Community Development Program, on March 10, 2011.
Gatot Rustamadji, in his report said that CDC Telkom expected having a professional
performance in developing SME in Indonesia which is now dominated by creative
youngers. These will effect on Indonesia's business world development in many industry
segments. "We are very excited and grateful for the trust and commitment of CDC to
support SME performance in developing SME with Telkom's marketing approach and
optimizing the use of information and communication technology within becoming the
core of Infomedia competencies.
“In the future, the development of SME by CDC Telkom must be a role model as the best
SME development in Indonesia, "added Awaluddin. As a company with the best
competence in publishing business directory in Indonesia, Infomedia is trusted to publish
40.000 copies of book titled Small and business enterprise Directory (SME) Telkom. The
book contained editorial information about the Comunity Development Center (CDC)

partnered with Cisco). Through this revitalization, Telkom expects can start its role as a
provider of Cloud Computing Service Provider for enterprise and SME customers
through the competencies of IT managed services that supported by international
standards and data center connectivity services spreadly across Indonesia, Telkom
committed providing Cloud Computing services with guaranteed quality and end-to-end
security.

Telkom Cloud is able to support small and medium business performance by maximizing

year, we are targeting around Rp2,3 trillion as the income for the company from the
provision of IT solutions for these business segments" said Slamet. He argued, market
segment of IT solutions for small and medium business (SME) within the next four years
is expected grow up until 60.3% to Rp18, 6 trillion, with an average annual growth of
12.83% to Rp11, 6 trillion since 2010. Solutions offered by Telkom that the IT business
value among SME and cooperatives in 2011 has experienced a growth of 10.9% to Rp12,
87 triliun. The trigger of this magnitude achievement because business community with
IT-understanding is increasingly widespread and growing very significant, thus requiring
solution and mobility to support the business.
“Local players have not been taken seriously at this market. As a world-class operator,
Telkom willing to serve this segment through Bussiness Service Division, not only to
provide IT solutions, but also to help the community empowering in economic term, "He

Rp11, 7 billion to 287 foster partners spread across Jabodetabek, Sekapur and Banten
