The economic domination of outsider s in Papua ver y influential for their political action. Economic situat ion in Papua become significant of necessar y as pow er instr ument. The domination is fact t o saw how they become high class community. While, the Papuan People only w ell of the second class community. The Mot ivat ion invaded of outsider s to Papua ar e about economic factor s and mostly is political policy. Invaded outsider s, made empow er of their pow er ful because equality of peoples in Papua ins’t equal and dominated by outsider s. So they used that potential natur al r esour ces for their economic existence. That’s is key pr oblems of hor izontal conflict betw een Indegenous Peoples of Papua w ith outsider (tr ansmigr asi dan migr asi) in Papua.
