MEMORANDUM OF UNDERSTANDING BETWEEN

THE DEPARTMENT OF FOREIGN AFFAIRS OF THE REPUBLIC OF INDONESIA

AND

THE MINISTRY OF FOREIGN AFFAIRS OF THE STATE OF PALESTINE

ON EDUCATION AND TRAINING COOPERATION IN DIPLOMATIC AFFAIRS

The Department of Foreign Affairs of the Republic of Indonesia and the Ministry of Foreign Affairs of the State of Palestine hereinafter referred to as the "Parties"; DESIRING to implement the basic principle of the right of all nations in independence as enshrined in the Constitution of the Republic of Indonesia;

DESIRING ALSO to strengthen the existing friendly bilateral relations between the Parties. To assist the Government of Palestine in its plans towards reforming and building modern institutions, the Government of the Republic of Indonesia offers its assistance to the Ministry of Foreign Affairs of the State of Palestine in its programs of the development of human resources;

CONSIDERING the need to develop and foster education and training for Junior and Medium Palestinian Diplomats with relevant and suitable skills which are necessary to meet the new increasing challenges of the world of today;

PURSUANT to the prevailing laws and regulations of the two countries; HAVE REACHED an understanding as follows:

ARTICLE 1 OBJECTIVES

The objectives of the Memorandum of Understanding, hereinafter referred to as the "MoU", are to:

(1) Provide the Department of Foreign Affairs of the Republic of Indonesia and the Ministry of Foreign Affairs of the State of Palestine a framework for cooperation in the field of education and training for the Palestinian diplomats. Such cooperation shall not be guided by any commercial consideration; and (2) Create conditions for maintaining regular contacts and cooperation between

ARTICLE 2

AREA OF COOPERATION

The area of cooperation under this MoU consists of:

(1) Exchange of information of the curricula of diplomatic courses, training programs, seminars and other academic activities on issue of common interest;

(2) Exchange of publications and other printed materials published by the Parties or other institutions in their respective countries in the field of foreign policy, international relations, international law, international economic affairs, political science or other subject of common interest;

(3) Exchange of lecturers with a view to sharing their respective knowledge and experience with lecturers and students of the other Party; and

(4) Exchange of officials or students to participate in courses on topics of mutual interest such as linguistic, cultural, political and economic system and foreign policies of the other Party at the Party's diplomatic institution or at the agreed educational institutions.

ARTICLE 3

EXECUTING AGENCIES

(1) The Department of Foreign Affairs of the Republic of Indonesia designates the Centre for Education and Training of the Department of Foreign Affairs of the Republic of Indonesia as the Executing Agency that is responsible for the implementation of this MoU.

(2) The Ministry of Foreign Affairs of the State of Palestine designates the Personnel Department or any other competent department in the Ministry as the Executing Agency that is responsible for the implementation of this MoU.

ARTICLE 4 IMPLEMENTATIONS

(1) The Parties shall hold periodical consultations as deemed necessary in implementing this MoU.
